The HIP JOINT INVESTMENT of additional amendment, section III of the circular No. 23/2008/TTLT-BGDDT-BTC-BLDTBXH on 28/4/2008 of the Ministry of education and training, labor-invalids and social, financial guidelines decision No 152/2007/QD-TTg dated 14/9/2007 by the Prime Minister on scholarship for students policy , students study at the institution in the national education system –-–-–-–-–-–-–-–-–-–-–-–-–-–-–-–-–-–-–-–-–-according to the Decree No. 32/2008/ND-CP dated 19 March 2008 of the Government functions, tasks, powers and organizational structure of the Ministry of education and training;
Pursuant to Decree No. 106/2012/ND-CP dated 20 December 2012 of the Government functions, tasks, powers and organizational structure of the Ministry of labor, invalids and Social Affairs;
Pursuant to Decree No. 215/2013/ND-CP on December 23, 2013 of government functions, tasks, powers and organizational structure of the Ministry of finance;
Pursuant to decision No. 152/2007/QD-TTg dated 14 September 2007 Prime Minister's scholarships for policies on students, students in educational institutions in the national education system;
Pursuant resolution No. 66/NQ-CP on December 23, 2010 of the Government on the simplification of administrative procedures, the management function of the Ministry of education and training;
The Minister of education and training, Minister of labor, invalids and Social Affairs and the Minister of Finance issued circular additional amendments section III of circular No. 23/2008/TTLT-BGDDT-BTC-BLDTBXH on 28/4/2008 of the Ministry of education and training, Ministry of labor, invalids and Social Affairs The Ministry of Finance shall guide the implementation of decision No 155/2007/QD-TTg dated 14/9/2007 by the Prime Minister on the policy Fellowship for students, students in educational institutions in the national education system.
Article 1. Additional amendments section III of circular No. 23/2008/TTLT-BGDDT-BTC-BLDTBXH on 28/4/2008 of the Ministry of education and training, Ministry of labor, invalids and Social Affairs, the Ministry of Finance of the guidelines decision No 152/2007/QD-TTg dated 14/9/2007 by the Prime Minister on scholarship for students policy , students study at the institution in the national education system are as follows: 1. With respect to the object prescribed in clause 1 Item I of circular No. 23/2008/TTLT-BGDDT-BTC-BLDTBXH on 28/4/2008 a) records including:-confirmation of the school where students, students are enrolled (annex I);
-A commitment by the student, the student (Appendix II).
b) sequence of procedure, policy Fellowship-after a 15-day admission, students, students submit full records as defined in art. 1 of this (directly or by post) of the Department of education and training or the Department of labor, invalids and Social Affairs (under the decentralized State authorities about the education profession as defined in the Decree 48/2015/ND-CP on 15/5/2015 of the Government on the detailed provisions of some articles of the law of professional education);
-Students, students receive scholarships policy: live at the Department of education and training or the Department of labor, invalids and Social Affairs (under the decentralized State authorities about the education profession as stipulated in Decree No. 48/2015/ND-CP on 15/5/2015 of the Government on the detailed provisions of some articles of the law of professional education) or indirectly through the card ATM of pupils, students, periodically review the policy Fellowship, are specified in point b of paragraph 2 Item V of circular No. 23/2008/TTLT-BGDDT-BTC-BLDTBXH on 28/4/2008.
2. With respect to the object prescribed in clause 2 section I of circular No. 23/2008/TTLT-BGDDT-BTC-BLDTBXH on 28/4/2008 a) records include:-a copy of the birth certificate;
-Paper newspaper endorsement copies (or copies of the originals have to collate);
-A commitment by the student, the student (Appendix II).
b) sequence, procedure, policy Fellowship-When admission, students, Student applicants as defined in point a of paragraph 2 of this for the school where the student, the student is attending to reviews, policy Fellowship;
-Students, scholarship student at the school where the policy is periodically reviewed, the policy Fellowship are specified in point b of paragraph 2 Item V of circular No. 23/2008/TTLT-BGDDT-BTC-BLDTBXH on 28/4/2008.
3. for the object specified in item 3 Item I of circular No. 23/2008/TTLT-BGDDT-BTC-BLDTBXH on 28/4/2008 a) records include:-a copy of the birth certificate;
-Paper newspaper endorsement copies (or copies of the originals have to collate);
-A commitment of participants (annex II);
-Certified copies of cards to wounded soldiers or the copy from the original book; bring copies to collate (for veterans); Certificate of competent authority validation is disabled (for disabled people).
b) sequence, procedure, policy Fellowship-When admission, students apply as specified in point a of paragraph 3 of this article for the school where the student, the student is attending to reviews, policy Fellowship;
-Scholarship students at the school where the policy is periodically reviewed, the policy Fellowship are specified in point b of paragraph 2 Item V of circular No. 23/2008/TTLT-BGDDT-BTC-BLDTBXH on 28/4/2008.
Article 2. Enforceable

1. This circular effect since June 21, 2016.
2. In the process of implementing, if there are problems that need reflect on the Department of education and training, Ministry of labor, invalids and Social Affairs, the Ministry of finance to consider and resolve.
