CIRCULAR guide pattern, carving, management and use of the seal of the Agency, held in Vietnam for use in Foreign Affairs; the stamp, bearing the carving on use in Vietnam by the Agency, foreign organizations _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ the implementation of Decree No. 63/CP on 22/9/1993 of the Government regulations on the management and use of the seal, after the reunification with the Foreign Ministry, the Ministry of public security guide, stamp carving procedure , management and use of the seal of the Agency, held in Vietnam on Foreign Affairs; the stamp, bearing the carving on use in Vietnam by the Agency, foreign organizations are as follows: i. the SCOPE OBJECT is USED to SEAL the 1-Vietnam, organization bodies: a-bodies representative of the Socialist Republic of Vietnam in foreign diplomatic missions Permanent Representative delegation, alongside the intergovernmental international organizations, consular, Consular Department of the Embassy and the other Vietnam's representative offices abroad (hereinafter referred to as the representative body);
b-regular agencies working in Foreign Affairs: consular Directorate, Service Desk, the Foreign Affairs Department of Ho Chi Minh City;
c-bodies, the Organization of Vietnam were allowed to carve and use stamps according to the instructions in circular No. 09/TT-BNV (C13) on 06/06/1994 of the Ministry of the Interior (now the Ministry of public security), if allowed by the competent State agencies to allow transactions, relations with organizations, foreign individuals, the main use of the seal of the Agency his organization, for foreign transactions.
2-The Agency, foreign organizations: a-The foreign representative offices in Vietnam: diplomatic representations, consular agencies and representative bodies of international intergovernmental organizations;
b-bodies, other foreign organizations are not diplomatic representative offices of foreign countries in Vietnam consists of: a representative office; Law Office-lawyer; Contractors, construction contractors; non-governmental organizations.
The carving, management and use of the seal of foreign economic organizations 100% investment or joint ventures under the law on foreign investment in Vietnam not under the scope of this circular.
II-SAMPLE SEAL, SEAL CARVING PROCEDURE OF THE REPRESENTATIVE BODY OF THE SOCIALIST REPUBLIC OF VIETNAM; The AGENCY REGULARLY WORKING in FOREIGN AFFAIRS 1-seal Form: a-shape: circle.
b-size:-seal of the representative body (except for the stamp of the embassy consulate Room) has a diameter of 37 mm;

2. procedure: a. seal carving-the decision on the establishment or change of decision about the Organization (name change, separation, merger) and allows the use of the seal of the Prime Minister.
b-Office's Foreign Ministry sent the Ministry of public security (Police Bureau).
c-Who to contact carved seal must present identity card and the recommendation of the Office of the Foreign Ministry.
d-case seals need carving due to worn, damaged the Office of the Ministry of Foreign Affairs has a dispatch stating the reason and the direct contact with the police where the licensed marks before carvings to do the carving procedure again. If the seal is lost then to have the text of the leadership of the Ministry of public security sent Foreign Ministry stating the reason.

-License of Vietnam State agencies have the authority to allow the Agency held activities such as: licenses latest representative office, licence latest Law Office, active license, contractor license ...-the text of the provincial people's Committee, the central cities allow the Agency the Organization, based in local (except for the project were signed under the agreement).

b-for agencies, other foreign organizations:-the license of Vietnam State agencies have the authority granted to the Agency, foreign organizations operating in Vietnam such as: licenses latest representative office, licence latest Law Office, active license, contractor license ...-the text of the provincial people's Committee the central cities, allowing the Agency, foreign organizations headquartered locally (except for the project were signed under the agreement).

Within 7 days from the date the seal in Vietnam, authorities, organizations must come to the central cities, the headquarters to sign the form and return the license seal bearing the seal in Vietnam before use.
Seal license from overseas into Vietnam have value within 20 days.

IV-the PRESERVATION and USE of seal: the preservation and use of the seal of the Agency, held in Vietnam on Foreign Affairs; agencies, organizations have no active diplomatic functions in Vietnam must comply with the provisions of Decree No. 63/CP on 22/9/1993 of the Government of the Socialist Republic of Vietnam on the management regulations, the use of the seal and guide in this circular. V – IMPLEMENTATION 1-responsibilities of the police agencies a-General Directorate of the police is responsible for:

-Licensed, registered legal form seals, check the management and use of the seal of the Agency, held in Vietnam on Foreign Affairs.
-Engraved signs license for foreign representative offices, consular and representative intergovernmental international organization.
-License bearing the seal into the Socialist Republic of Vietnam for the organs, the organization said in detail b point 2 section I of this circular.
-Coordinate with the Foreign Ministry instructed the management and use of the seal of the Agency, foreign organizations operating in Vietnam said in a weather point 2 section I of this circular.
b-provincial public security, central cities are responsible for:-Granting legal registration form, carved seals, certificate of registered seal for model agencies, foreign organizations say in detail b point 2 section I of this circular.
-Directly sign up form the seal of the Agency, foreign institutions have been the total licensing Police Department carry the seal in Vietnam; in cooperation with the competent authorities examine the management and use of the seal of the Agency, held abroad have no active diplomatic functions in Vietnam are based locally.
2-the responsibility of ministries, ministerial agencies, government agencies, political organizations, social-political organizations, social organizations at the Central and provincial PEOPLE'S COMMITTEE: a-Ministry of Foreign Affairs:-inform the relevant bodies and foreign diplomatic agencies of Vietnam content regulations on the management of , used seals to implementation.

4-since 30/9/2000 agencies, organizations are using the seal used in Foreign Affairs that seal doesn't properly with guidance in this circular are to do the procedure to solve under the new stamp and return the old seal for the police where the carving procedures new mark.
5-The Agency, foreign organizations are not diplomatic missions have been allowed to carve seals in Vietnam, continued to be used, if carving, filling in at the public security Department, the city of the headquarters.
6-agencies, organizations, individuals violating the carving, preservation, use seals, depending on the level of violation would be sanctioning administrative violations or arrested save for criminal liability in accordance with the law.
7-ministries, ministerial agencies, Government-affiliated agencies, political organizations, social-political organizations, social organizations at the Central and provincial people's committees, the central cities in the scope of their functions, organization, guidance, check out the bodies in their organisation management, implementation of this circular.
8-General Directorate of the police have the responsibility to guide test, urging the implementation of this circular.
