CIRCULAR guide using funding secured order traffic safety due to the central budget issued pursuant to Decree No. 36/2001/ND-CP dated 10 July 2001 of the Government on ensuring orderly traffic safety and traffic safety order; Decree No. 38/CP dated 5 July 1996 from the Government about ensuring orderly, safe railway traffic; Decree No. 40/CP dated 5 July 1996 from the Government about ensuring orderly, safe inland waterway transport; Resolution No. 13/2002/NQ-CP on November 19, 2002 by the Government on the solution to curb rising and progress to decrease traffic accidents and traffic jams.
Pursuant to Decree No. 60/2003/ND-CP dated 6 June 2003 from the Government detailing and guiding the implementation of the law on the State budget;
Pursuant to Decree No. 10/2004/ND-CP of June 7, 2004 of the Government regulation on management, use of budget and State assets for a number of activities in the field of Defense and security;
After the unification of ideas with Ministry of public security, the Ministry of transport (traffic safety Committee of the country), the Ministry of Finance shall guide the use of funds from the central budget to the ministries, central agencies directly involved in the work to ensure traffic safety and order are as follows : I-GENERAL PROVISIONS 1-this circular apply to the Ministry of public security and the Ministry of transportation (National Transportation Safety Board) was the Government tasked with ensuring traffic safety and order.
2-funding made the task of ensuring the orderly traffic safety guaranteed by the central budget. Funds must be used for your purposes, content approval by the Minister of public safety and the Minister of transport (Chairman of the National Transportation Safety Board).
 
3-the management, use and settlement expense ensure traffic safety order made under the law on the State budget, the texts of laws and guidelines as prescribed in this circular.      
II-SPECIFIC PROVISIONS 1-contents: 1.1-the Ministry of public security: a-Chi upgrading to direct forces join the work to ensure orderly traffic safety, spending no more than 300,000 VND/person/month. Spending for the training of officers, the soldiers directly involved in the work to ensure orderly traffic safety at night (including the traffic police forces against illegal racing night), spending no more than 30,000 VND/person/night.   
b-reward collective, individuals with outstanding achievements in the work to ensure traffic safety and order.
c-advocacy, conferences, seminars, trainings, the contest is about the work of ensuring traffic safety and order; support training, professional training about traffic safety and order.
d-international cooperation, support for interdisciplinary inspection activities on the work of ensuring traffic safety and order.
e-document printing, the form, the decision sanctioning administrative violations in the field of traffic safety and order.
f-Chi stores equipment, vehicles, petroleum staff ensure orderly traffic safety.
The stores follow strictly the current regulation mode of the State.
g-funding support to repair, upgrade, headquarters detachment, traffic control stations; repair of equipment, means of ensuring staff safety order.
h-support the compilation, modification, additional legal documents about traffic safety and order.
I-other genera.
1.2-the Ministry of transport (National Transportation Safety Board): 1.2.1-operation of the permanent Office of traffic safety Committee.
1.2.2-secure order guarantee national traffic: a periodic meeting summary-Chi, sum of order traffic safety.
b-Chi awards for individual, collective outstanding achievements in ensuring safety traffic order by decision of the Prime Minister and Chairman of the National Transportation Safety Board.
c-Chi for propaganda education, common law on traffic safety and order, including the printing support teaching materials for the students to put the law on traffic safety and order in the school.
d-Chi for the formulation of the program, the project on ensuring traffic safety and order organized pilot applications of solutions into practice.
e-conferences, seminars, trainings, the contest is about the work of ensuring traffic safety and order.
f-international cooperation on road safety order.
g-Chi for the emergency remedy the serious traffic accident.
h-support professional training about traffic safety and order.
I-support the compilation, modification, additional legal documents about traffic safety and order.
k-fee support for interdisciplinary examination activities on work ensuring traffic safety and order.
 
2-establishment of the Executive, and finalizing funding: the making, Executive and settlement by the central budget funding levels for the Ministry of public security and the Ministry of transportation (National Transportation Safety Board) to perform the task of ensuring road traffic safety order sets, order road safety town secure order, waterway transportation and railways follow the provisions in circular No. 59/2003/TT-BTC dated 13/6/2003 of the Ministry of Finance shall guide the implementation of Decree No. 60/2003/ND-CP dated 6/6/2003 of Government of detailed rules and guidelines for implementing the law on the State budget and circular No. 54/2004/TTLT-BTC ngày10/6/2004 of the Ministry of Finance-Contact The Ministry of public security set up guide, Executive, settlement the State budget and State assets management for a number of activities in the field of security. In addition to note some points as follows: 2.1-estimating: 2.1.1-Ministry of public security and the Ministry of transportation is responsible for estimating the genus serve ensure orderly traffic safety along with the estimating revenues, annual State budget submitted the report to the Finance Ministry. The funding allocation is made in accordance with circular No. 59/2003/TT-BTC dated 13/6/2003 of the Ministry of finance and the joint circular No. 54/2004/TTLT-BTC ngày10/6/2004 of the Ministry of finance and Ministry of public security.
           
2.3-The finalization of funding ensuring traffic safety order annually performed under the provisions of the law on the State budget and the writing guide; Circular No. 10/2004/TT-BTC dated 19/2/2004 of the Ministry of Finance shall guide the evaluation, review and notice of settlement in respect of administrative agencies, business units and budget levels; and the text direction of the Ministry of Finance on the work of the key accounting books and annual settlement.
           

2.4-for donations, support, funding of organizations, enterprises and individuals in and outside the country, the Ministry of public security and the Ministry of transport has responsibility for General, Ministry of finance report on the State of management, use of this funding source.
