The Guide implementation of the 90 /CP Protocol on 15 December 1995 of the Government Regulation and guidelines enforce certain provisions of the Labor Department of occupational law.

On 15 December 1995, the Government issued a 90 /CP decree on the regulation of details and guidelines for the implementation of the Ministry of Labor Law. In Article 1 Chapter I "The Common Regulations" of Decree 90 on 15 December 1995 "rules the formal school system and the long-term training facilities, the short term due to the Ministry of Education and management training not under the applicable scope of this decree".

According to that spirit, the Department of Education and Training instructs only what vocational training facilities are in the scope of the State for the Ministry of Education and Training.

I. EDUCATED FORMS OF THE SYSTEM.
EDUCATION OF NATIONALITY:

1-in Article 1 of the 90 /CP Decree on November 24, 1993 of the Government rules the framework of the national education system, the evidence-proof system of education and training of the Socialist Republic of Vietnam said that vocational training was one of the year. The system of the national education system is unified. The specifics of the system structure are:

a) preschool education: kindergarten, kindergarten.

b) popular education: elementary, junior high school, professional high school, etc.

c) Professional education: professional high school, vocational high school, vocational training.

d) Higher education: college, college, graduate.

All vocational training facilities in the class, class, teaching center, do not distinguish the form of ownership of businesses, social organizations or individuals; no discrimination on direct management is the province, the city or the ministry, which industry, is in place. Specific regulation of the granting of the degree, certificates for the field of vocational and vocational education as follows:

-Diploma in Vocational High School Principal and Principal of Professional Secondary Schools, Higher Training Schools, licensed vocational high school training.

-Diploma: by the Dean of the profession and the rector of professional high schools, vocational high school and higher-degree schools are allowed to train vocational training.

-Certificate of training: led by the Director of the Centre for Vocational Training, Director of the Center for Professional Training, Vocational Training, Director of the Centre for regular education and other types of centers allowed vocational training, the Principal of Professional Secondary Schools A career, vocational high school, vocational training class of manufacturing facilities, business, service, vocational training class, and class of private vocational education.

II. THE EDUCATED FORMS ARE NOT OF THE GDQD SYSTEM:

1.
