CIRCULAR Guide and adjust the estimate cost of building works pursuant to Decree No. 36/2003/ND-CP dated 4/4/2003 of government functions, tasks, powers and organizational structure of the Ministry of construction;

To make adjustments estimated construction cost under the new minimum wages and decisions of competent State agencies about electricity prices, gasoline prices are adjusted for the construction works of the project capital construction investment in State budget the credit, which was due to the State guarantee, credit capital investment and development of the State capital, development of State enterprises. II. To ADJUST OTHER COSTS In TOTAL CONSTRUCTION 1. III. IMPLEMENTATION

1. investment and construction projects are founded or established but not yet competent investment decision of approval, the total investment of the project be adjusted accordingly with the new minimum wages.
2. Construction work of construction investment projects are conducted to profile design-total, estimating the value of cost estimation of construction works and the other cost items in the total estimate of the construction are adjusted according to the instructions of the content of this circular.
3. The works, projects have been approved by the authorized total estimation but not yet or are tender, specify the bid, has completed the tender results but has not yet signed a contract, the owner to adjust the total estimation, estimation and make the adjustment according to the current rules.
4. The works, projects under construction unfinished building volume, then done from the 01/10/2005 applied to adjust building cost estimation according to the provisions of this circular.
Construction volume case made from 01/10/2005 but in the contract the parties agreed no price adjustments during the implementation process, the owner and building contractor negotiate contracts to ensure additional benefits for workers under the rules.

6. for the province, central cities have formed the unit cost to build under the salary scale system, payroll and salary allowance regime is regulated in Decree No. 205/2004/ND-CP on December 14, 2004, the Government adjusted the cost estimation of construction works by the provincial PEOPLE'S COMMITTEE.
The proposed construction of the people's Committee of the central cities, construction of the unit cost of building of the city, on the basis of the level of construction estimation has to be attached to the decision No 24/2005/QĐ-BXD DATED on 29/7/2005, no. 28/2005/QĐ-BXD dated 10/8/2005 , no. 33/2005/QĐ-BXD dated 04/10/2005 by Secretary of the Ministry of construction and the mode of pricing policy, new wages consistent with guidelines established and managed units built in circular No. 04/2004/TT-BXD dated 01/04/2005 and other guidance documents of the Ministry of construction as the basis set and manage construction costs from 01/01/2006.
This circular has the effect after 15 days from the date of public notice and replacing circular No. 03/2004/TT-BXD dated 04/03/2005 of the Ministry of construction instructions adjust the estimate of the basic constructions.
