III. IMPLEMENTATION 1. The Ministry of labor, invalids and Social Affairs in collaboration with the Ministry of finance, the Ministry of defence, the Ministry of public security held a guide, check the implementation in accordance with the provisions of Decree No. 94/2006/ND-CP and this circular.
