Pursuant to circular No. 1192/KCM-TRANSPORT on 12 June 1996 of the Ministry of science, technology and environment-transportation guide implementation of Decree 87/CP dated 8 December 1995 regarding the assigned state management on the quality of the goods;

Article 1: the present DECISION attached to this decision "stipulated quality inspection of motor vehicles for road Assembly produced by design and branded goods in the country".
Article 2: this decision to take effect after 30 days from the date of signing. The previous provisions contrary to this decision are hereby repealed.

The MINISTRY OF TRANSPORT of the REPUBLIC of VIETNAM'S SOCIALIST independence-freedom-happiness RULES for CHECKING QUALITY of ROAD MOTOR VEHICLES is PRODUCED by DESIGN ASSEMBLY and BRING DOMESTIC TRADEMARK (attached to decision No. 1774 QD/PCVT-TECHNICAL SCIENCE on July 16, 1997 of the Ministry of transport) 1. General provisions 1.1. Terminology used in this provision is interpreted as follows: 1.1.1. The motor road vehicles including: cars, freight;
The types of vehicles carrying goods;
The type of specialized cars (cars, cranes, cars ambulance, carrying the hot liquid asphalt auto automobile carrying the fresh concrete, ...);
Shirt trailers (semitrailers) and implements;
The motor type 2 gear, gear, vehicle type, vehicle cyclo air; -Construction machines, vehicles in need of circulation on public roads;
1.1.2. 1.2.3. This regulation does not apply to motorized road vehicles in use in the military purpose of the Defense Ministry and the purpose of ensuring security and social order of the public security sector. 2. Regulations on the registration of: 2.1. The production facilities when in need of production or the Assembly to provide the market within or outside the categories of road motor vehicles designed and branded goods in the country must proceed with registration at the check Post Vietnam Bureau (ĐKVN) to serve as a basis for checking the quality of products.
2.2. Application for registration include: affidavit register produces the Assembly (Appendix 1 and 2) preliminary design profile of trademarks A parameters, technical features of the total imported into or produced in the country.

2.3. After 15 days from receipt of valid registration application must ĐKVN Bureau registration certificate manufacturing.

3.2. 4. Rules on the responsibility of producing 4.1 basis. Production facilities are responsible for: after the design has been appraised, the production base is responsible for building technology design, quality standards and quality control processes of the respective production phase.
Assembly production are in the correct design to be appraised and the process technology, the process of checking the quality of products.
To inspect the quality of products according to each stage and test the quality of means of production, has been assembled according to the regulations.
All comments related to the conclusion of the Board to check the quality of products and the direction of the Vietnam register on measures to ensure and enhance the quality of products.

4.2. for the first product range, production facilities have the responsibility to monitor the general situation of the quality of that product to improve design engineering, process technology design quality control of reports of the Bureau of ĐKVN to make the base for the licensing of mass production.
4.3. for series products have allowed production, production facility is responsible for ensuring the quality of products in a stable way.
5. Regulations on product quality control 5.1. Records suggest checking the quality of the product delivered on the ĐKVN Bureau include: quality standards and quality control of products (say in section 4.1) test results for the product quality of the produced in the country include the total by a self built production facility or by another facility. The case of self-built base by not doing the procedure and check the quality by quality control agency of competent jurisdiction, then that combined currency checking the quality of the it when doing the quality control of all media as saying in section 5.2.3 below.

5.2.4. Depending on the complexity of the product, the product quality inspection of Ministry of transport recommendations to Chief ĐKVN mandate the number of specific products for the first series; the regulation of content, time, tracking the quality of that product range for the production facility.
5.2.5. the President of the Council to check the quality of products of the Ministry of transport is responsible for the conclusion of the first series of product quality of production facilities.
5.2.6. The Bureau of KĐVN based on the conclusions of the Council to check the quality of products to the certification for the first series of products in the registered type. A copy of this certificate by the Vietnam register, and are numbered from 1 to the number the last number corresponds to the number of the first product range according to the regulations of the Vietnam register. Copies of this certificate has a value to the procedure of registration, technical safety inspection to be allowed for the circulation of the products in the first series.
5.3. Quality control of mass production products 5.3.1. ĐKVN Bureau based on the conclusions of the Council and report the results of monitoring product quality the first series along with the report on strengthening and ensuring the quality of the products have been produced of the production base, proceed to check the quality of the product in order to say in article 5.2.3 to quality for certification series products of mass production, this certificate has a value to the procedure of registration of quality goods with the Directorate for standards and quality in the State. ĐKVN Bureau is responsible for periodically checking the quality product for mass production.
5.3.2. after being granted accreditation for mass production products, production facilities are allowed to vote and establishing self check factory-quality for the products are mass produced and are responsible for the quality of its products.
Quality control of votes for each of the products of the production basis must specify the number of the frame and must be registered in the Office of ĐKVN.
5.3.3. The votes of factory quality control production base comes with a copy of the certificate of the quality of the corresponding product series by ĐKVN level (as defined in section 5.3.1) is used to do the media registration procedure, technical safety inspection to be travelling or for export.
5.4. Manufacturing facilities are responsible for delivery to the client or Media Server 2 sets of records to do the following procedures: 1 record for media registration.

5.5. For other types of manufactured products of the same type, of the same type but different brand design with the first product series (recorded in section 5.2.1), the quality control of the product will do ĐKVN Bureau is responsible to follow the content in this regulation.
