Consider the proposal of the President of the people's Committee of Da Nang in the Sheet number 1074/TT-UB dated 23 August 1997 and the proposal of the Minister of planning and investment in no. 5827 BKH/VPTĐ on October 17, 1997, decision: article 1.-approval of the master plan for socio-economic development of the city of Da Nang in 2010 with the following principal contents : i. OBJECTIVES and GENERAL DEVELOPMENT ORIENTATIONS: 1. General: Da Nang City is one of the key economic region in Central region and of the country. Step by step development of the city become modern; close association of planning, infrastructure, the economy and society with the central provinces to promote the process of industrialization, modernization and environmental protection, to contribute in the same country to expand cooperation, improve the competitiveness of the economy of our country on the regional and international markets.
2. The orientation of social-economic development of Danang City:-Association with socio-economic development of the key economic region in Central and Western resources to match the strategy for socio-economic development of the country.
-Ensure the harmonious relationship between socio-economic development and ecological environment protection.
-Priority to renovate, upgrade, build the infrastructure system of the town a modern and synchronous way, create linkages for sustainable development effectively between the inner and suburban; between the city of Da Nang to hue and Hoi An ancient town (Quang Nam province); between Da Nang City with the central provinces and the Central Highlands, creating a favorable environment to attract domestic and foreign investment.
-Convert the economic structure towards the economic development of industry, tourism, trade, banking and finance services; at the same time focus on developing marine economy, agricultural and forestry development towards producing goods, perform each step of industrialization and modernization of agriculture and the countryside.
-Development of human resources, implementation of the social problems, job creation, continuously improving the material and cultural life of the spirit of the people.

d) telecommunications:-developing communications networks, striving to reach 10 telephones per 100 inhabitants in 2000 and 38/100 inhabitants in 2010.
4. Develop education, health, culture and society:-improving the quality and effectiveness of education and training systems to meet the power requirements for the industrialization and modernization of the city and the region. Vocational school system development, striving to labor rate in 2000 was training of about 25%.

-Developing network of wellness, healthcare for the people, upgrade existing hospitals, building a medical diagnostic Center and the modern hospital, fulfills the program population family planning. Chairman of people's Committee of Da Nang City, the Ministers, heads of ministerial agencies, government bodies and the President of the people's Committee of the province concerned is responsible for the implementation of this decision.
