Considering the recommendation of the Minister of agriculture and rural development, Minister of Commerce, General Director of the Bureau of customs;
 
Decision: article 1. 2. 4. This decision has the effect after 15 days from the date of signing and replaces decision No 1336/1997/QD-TTg dated 25 December 1997 by the Prime Minister.
The previous provisions contrary to the provisions of this decision are hereby repealed.
