The DECISION by the PRIME MINISTER On the approval of Vietnam population strategy for the period 2001-2010 the PRIME MINISTER pursuant to the law on Government Organization, 30 September 1992;
Pursuant resolution No. 17/2000/NQ-CP dated 6 November 2000 from the Government of the Government of the regular session, 2000;
The Minister's proposal, the Chairman of the National Committee for population and family planning in the sheet number 752 UB/VP, on 30 November 2000, DECIDED to: article 1. Approval of Vietnam population strategy for the period 2001-2010 with the following principal contents: 1. The perspective.
a) the work of important parts of the development strategy of the country, is one of the basic elements to enhance the quality of life of each person, each family and the whole society, contributing to the decision to carry out the industrialization and modernization of the country.
b) made, step by step and have the important relationship between amount of conditioner with the quality of the population, between population development with human resource development, between the distribution and movement of population to the social-economic development is the central task of the working population; focus priorities for the Department have high, the poor, the remote areas to solve the problem of the population and improve the living standards of the people.
c) investment for the population is investing for sustainable growth and bring socio-economic efficiency of indirect, direct and palpable. The State to ensure sufficient resources for the work of the population, while the contribution of the community and enlist the aid of the international.
d) promotes the work of media-education on population and development, in conjunction with the implementation of full, effective health care program, reproductive health/family planning, strengthen the role of the family and the implementation of gender equality in the field of reproductive health/family planning is a basic solutions to ensure the sustainability of the population and development.
DD) enhance the leadership, the direction of the party and the Government for the work of the population, promote socialization is crucial to the success of population and development programs.
2. objectives of the strategy.
a) general objective: make less healthy children, family, toward a stable population size at a reasonable level to have a happy, prosperous life. Improving the quality of the population, developing the human resources of high quality, to meet the needs of industrialization and modernization, contributing to the rapid and sustainable development of the country.
b) specific objectives:-objective 1: maintain a strong trend of rising to reach the average alternative birth in the country in 2005 at the latest, the remote areas and poor region at the latest by the year 2010 to the scale, population structure and population distribution consistent with the socio-economic development in 2010.
-Objective 2: improving the quality of the population physically, intellectually and spiritually. Striving for the human development index (HDI) in the average of the world's advanced in 2010.
3. The solutions.
a) leadership, organization and management.
Sue, strengthen and stabilize the organizational work of the population at all levels, especially at the grassroots level to make sure the organisation implemented effective population and development programs. Strengthen the leadership, the direction of the party and the Government for the work of the population. Implement effective governance with the population, promote the highest positive cooperation between State bodies and organizations participated in the work of the population.
b) media-education change behavior.
Make the transition to sustainable behavior on population, reproductive health/family planning services on the basis of a full, accurate information with content and form fit with each area, each region and each group object. Focus on forms of consultation, dialogue, direct lobbying of the couples in the age of childbirth, men, youths and juveniles. Focus media-educational activities in the area of socio-economic conditions are difficult and the group object are limited about perception. Expand the form of education and improve the quality of population education in and outside schools.
c) reproductive health/family planning.
Improving the quality of health care services reproductive health/family planning with the content and form of the match within the framework of primary health care, progress to satisfy the needs of the people about reproductive health/family planning services, limited to the lowest level of unintended pregnancy status drastically reduced status, abortion, abortion, abortion non-special, non-pregnant in juveniles, contributing to improving the quality of the population.
d) to improve the quality of information, data about the population.

e) promote socialization, constructing and perfecting the system policy on population and development.

g) funding.
Allocation and utilization of resources results. In the time ahead, the State guaranteed funding from the budget for the operation of the working population, at the same time encourage the mobilization of resources at home and abroad for the operation. In the long term, striving for joint investment population per capita reached is 0.6 USD/year, in which the funds of the State budget guarantees from 60% to 80%, the rest to be mobilized from other sources in and outside the water h) training and research.

4. The programme of action of the strategy.
a) capacity building program for management staffs working on population of the period 2001-2010. Host agency: National Committee for population and family planning. The main coordinating agency: Ministry of education and training.
b) communications program-behavior change education period 2001-2005. Host agency: National Committee for population and family planning. The main coordinating agency: Ministry of education and training, Ministry of culture-information, news agencies, the Vietnam Fatherland Front and the Member organizations.
c) health care/reproductive family planning period 2001-2010. Host agency: Ministry of health. The main coordinating agency: National Committee for population and family planning, family planning Association of Vietnam.
d) program to improve the quality of information, population data on the 2001-2010 period. Host agency: National Committee for population and family planning. The main coordination body: Ministry of science, technology and environment, the Ministry of public security, Ministry of Justice, the Ministry of agriculture and rural development, the Ministry of planning and investment, Ministry of finance, General Department of statistics.

e) integrating population program to develop sustainable family through active credit-savings and economic development 2001-2010, family. Host agency: National Committee for population and family planning. The main coordinating agency: State Bank of Vietnam, the Vietnam Women's Union.
g) intensive care services reproductive health/family planning services for the poor, the region hard, deep and remote areas 2001-2005. Host agency: National Committee for population and family planning, the Ministry of health. The main coordination body: Ministry of agriculture and rural development, the Ministry of labor, invalids and Social Affairs, the Committee for ethnic minorities and mountainous, the Vietnam Fatherland Front and the Member organizations.
5. The strategy was implemented in two stages: a) phase I (2001-2005): focus every effort of reaching the goal of reducing b. firmly, especially focusing on the region have high, in order to reach the average alternative birth in the country in 2005 at the latest. The first step in implementing the model and pilot solutions on improving the quality of the population. b) phase II (2006-2010): done sync the content of care reproductive health/family planning in order to maintain the level of the average alternative birth in the country. To further improve and expand the models of intervention and solutions aimed at improving the quality of the population. Perfecting the system of the national database on the population on a national scope.
Article 2. The Organization made.

1. The National Committee for population and family planning, in coordination with the Ministry of health, Ministry of education and training, the Ministry of science, technology and environment, Ministry of agriculture and rural development, the Ministry of planning and investment, Ministry of finance, the ministries concerned and the province people's Committee the city, centrally organized implementation of Vietnam population strategy for the period 2001-2010.
2. Pursuant to this strategy, the National Committee for population and family planning, in coordination with the ministries concerned and the people's committees of provinces and cities under central building and organizing the implementation of the action plan under the 5-year periodic annual and fit in with the plans of social-economic development of the country in the same period; instructions, inspection, supervision and general implementation strategy periodically every year to report the Prime Minister; preliminary organization of the implementation of the strategy in 2005 and of the implementation of the strategy in 2010.
3. Pursuant to this strategy, the province people's Committee, the central cities in building and directing the implementation of the action plan 5 years and every year match the implementation of the plan of social-economic development of the locality in the same period and General, periodic reports annually to the Secretary , Chairman of the National Committee for population and family planning and the Health Minister.
4. The Agency chaired the strategic action programme, the provisions of paragraph 4 of article 1 of this decision is responsible for building and implementation of action programmes under the current rules.
5. Recommend the Vietnam Fatherland Front and the Member organizations, the civil society organizations participated in strategic deployment in the range of their activities.
Article 3. This decision has the effect after 15 days from the date of signing.
Article 4. The Ministers, heads of ministerial agencies, the idea of government agencies, the Chairman of people's Committee of the central cities, is responsible for the implementation of this decision.
