Decision on the approval of the ' master plan ' network of universities, colleges, the period 2001-2010 "_ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ the PRIME MINISTER pursuant to the law on Government Organization, 30 September 1992;
Pursuant to the law on education in March 1998;
Pursuant to Government resolution No. 18/2000/NQ-CP on November 30, 2000 at the regular session in November 2000;
Considering the recommendation of the Minister of education and training in the sheet number 713/KHTC on 02 February 2001 about the ' scheme ' planning network of universities, colleges in Vietnam the period 2001-2010 the ' ', decision: article 1. ' Approval ' planning network of universities, colleges in Vietnam the period 2001-2010 the ' ' with the following basic content: 1. The goal of the planning: a) building networks of universities and colleges to meet the training needs of human resources, in line with the goals of the social-economic development , consolidating security defense, career service industrialization and modernization of the country;
b) uphold the synergy of the system of University, College and of the whole society; ensure diversity, synchronicity and gradually improve the quality of human resources training;
c) Create favorable conditions to let the people have the opportunity to acquire education after high school.
2. the planning principles: the development of the network of universities, colleges are: a) consistent with the strategy for socio-economic development of the country, each of the regions and localities; ensure the industry structure, the structure and level of the logical domain structure;
b) consistent with the State's investment capacity and the mobilization of the resources of the whole society; associated with scientific research, training, production and services; gradually overcome fragmented, dispersed by the current system;
c) investment focus for the National University, the key field, the key field, and ensure the ability to transfer between the types, the level of training;
d) deployment steps must conform to the actual conditions, ensuring the training quality and stability for development.
3. The content of the planning: a) the system of universities, colleges:-System of universities, colleges include: the National University, the University area, key universities, institutes, universities, colleges, open universities and community colleges.

g) Of teaching staff:

+ 10 to 15 students/faculty for the training fields of science, engineering and technology;

4. 2. The second stage, from 2004 to 2010.
