The decision on issuing the regulations, standards and norms used telephone service at home, and cell phones for officials and civil servants in the Justice Sector _ _ _ _ _ _ _ _ _ _ _ _ _ _ the MINISTER OF JUSTICE pursuant to Decree No. 38/CP dated 4 June 1993 of the Government functions duties, powers and organization of the Ministry of Justice;
Pursuant to decision No. 78/2001/QD-TTg dated 16 May 2001 of the Prime Minister on the regulation the standards and norms used telephone service at home, and cell phones for leading cadres in the organs of administration, business units, political organization , the social-political organization;
Pursuant to circular No. 68/2001/TT-BTC dated 30 August 2001 by the Ministry of Finance shall guide the implementation of the public service in a private home phone and cell phone for leading cadres in the organs of administration, business units, political organization, social-political organizations;
To ensure the use of the phone service in a private home and mobile phones for officials and civil servants in the justice sector for your purposes, standards and norms, modes, save and effectively;
At the suggestion of the Director of planning and finance, DECIDES: 1. Attached to this decision ' standard rules ' and norms using the phone service in a private home and mobile phones for officials and civil servants in the justice sector.
Article 2. This regulation applies to the provincial people's courts, the central cities, the enforcement agencies and the local units of the Ministry of Justice.
Article 3. The decision in effect enforced since June 2001. The previous regulations of the Ministry of Justice contrary to the regulations attached to this decision are hereby repealed.
Article 4. Director of planning and finance, Office of the Chief Justice, the Chief Justice of the provincial people's courts, the central cities, the Director of the Department of Justice, the Chief of civil enforcement, heads of the local unit of the Ministry is responsible for the implementation of this decision.
 
Standard RULES and norms of use the phone service in a private home and mobile phones for officials and civil servants in the justice sector (attached to decision No. 1564/QD-BTP on December 18, 2001 by the Minister of Justice) _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ I-GENERAL PROVISIONS: article 1. Telephone service in private homes and mobile equipment for officials and civil servants in the justice sector with the provisions of this regulation are stores by State budget resources or other funds are the property of the State due to the justice system for management.
Article 2. The unit has officers, public servants used public phone service fixed at home or mobile phones are regulated according to the regulations of State property management under the Ministry of Justice issued together with decision No. 625/2000/QD-BTP on 14 July 2000 of the Minister of Justice.
Article 3. Officials and public servants used public phone service fixed at home or mobile phone must use proper purpose, mode, standards, norms, ensuring saving and effective.
Article 4. Financial planning is responsible for tracking, check the use of telephone equipment and funding the payment of the fees fixed in the public service telephone and mobile phone standard, guarantees payment rates specified in this regulation, periodic synthesis report the Minister and competent bodies.
II-SPECIFIC PROVISIONS article 5. Officials and public servants are equipped with 01 telephone fixed public service at home, and 1 air mobile includes: 1-the Minister of Justice;
2-Deputy Minister of judiciary;
3-people's Court Chief Justice the province, central cities, Chief of the Ministry, the Chief Inspector, Director, Director, Director of the Institute of legal research, editor of the journal of democracy and law, Rector of Hanoi University of law, Director of the school of judicial training titles and titles of other equivalent.

-To be awarded the title of hero of labour, hero of the people's armed forces.

Article 6. Officials and public servants are equipped with the telephone service in the mobile home, and paid the initial expenses as follows: 1-for fixed telephony: a the cost of buying your fixed telephone not too 300,000 Dong/air;
b-machine installation costs: payment by installment contract signed with the postal Agency.
2-for your mobile phone: a-the cost of buying your mobile phone not so 3 million dong per machine;
b-machine installation costs: payment by installment contract signed with the postal Agency.
Article 7. The level of fees payment using your phone (including subscription) every month is specified as follows: 1-the Minister for payment according to the practical level: use not to exceed 300,000 Dong/air/month for a landline and not more than 500,000 Dong/air/month for mobile phones;
2-for the Deputy Minister: the payment level under practical use but not more than 200,000 Dong/air/month for a landline and not more than 400,000 Dong/air/month for mobile phones;
3-as for the officers, servants specified in clause 3, 4 Article 5 of these rules: payment levels do not exceed 100,000 VND/air/month for a landline and not exceeding 250,000 Dong/air/month for mobile phones.
Payment rates are calculated on the monthly payment, not compensation between the months of the year. Special cases, officers, servants specified in article 5 of these rules be written decision Minister tasked directly involved in the work search, prevention of storm flood disaster remediation, then the time in performing tasks are paid according to actual phone used on the basis of postal bills. Time be paid using mobile phones from the receipt of the decision task (from the beginning of the month) until the completion of the task (as of end of the month).

Article 8. 2-for officials and public servants when the new switch not be equipped with a mobile phone, the personnel management agency, public servants recovered mobile phones were equipped. For fixed telephony, if public servants wishing to continue using the Agency for transfer of contract to use the phone on the family to officials and public servants of the payment order with the post office. Personnel management agency, paid servants for public officials that until the end of the month when the transition to the new;

3-public leadership in the subjects specified in clause 1, article 5 2 of this regulation, retirement, vacation work was continuing management agency paid using a landline at home during the 3 months from the date the retirement decision , vacation work. Expiry of 3 months, if public servants wishing to continue using the Agency for transfer of contract to use the phone on the family to officials and public servants paid the fees with the postal Agency.
For mobile phones, staff administration, public servants must recover from the day the decision to retire, vacation work.
Article 9. Grounded in nature and require the work actually required, the public officials here are using mobile card payment rate not exceeding 100,000 VND/air/month: 1-Chief of civil enforcement of the local;
2-Secretary;
3-Office of the Deputy in charge of the South (in Ho Chi Minh City);
4-comrade in charge of reception work, Union, Union in international cooperation in;
5-the servant maid to the Deputy Minister;
6-the drive for leadership.
The officials, speaking on the if not yet equipped with cell phones, the mobile machines are purchased not so 2 million VND/air.
Article 10. Secured funding for the initial installation and the payment of the fees fixed in the public service phone home, and cell phones for the officers, servants specified in article 5, article 9 of this regulation are arranged in the estimation of the annual State budget of the Unit estimates.
Article 11. Heads of agencies are responsible for disseminating this regulation to all officials and servants of the Agency, the unit.
