Article 2: the decision has effect from 01/01/2003. The decisions and circulars previously opposed this decision were dismissed.
Article 3: ministries, ministerial agencies, government agencies, other agencies in the Central Government, party, unions and the people's committees of provinces and cities under central is responsible for directing, deploy and guide the subdivisions made this decision.
