Pursuant to Decree No. 91/2002/ND-CP dated 11 tháng11 2002 of government functions, tasks, powers and organizational structure of the Ministry of natural resources and the environment;
At the suggestion of the Director of environmental protection, the Director of the Legal Affairs Office of the Chief Justice's decision: article 1. Attached to this decision regulates the environmental award.
Article 2. This decision has the effect after 15 days from the date The report.
This decision replaces decision No 05/2001/QD-BVHTT dated 11/4/2001 of the Minister of science, technology and the environment on the environmental award.
Article 3. Chief of the Department, the Director of environmental protection, the heads of the units of the Department, the Director of the Department of natural resources and environment of the province, central cities and the org, the individual concerned is responsible for the implementation of this decision.

CHAPTER I. GENERAL PROVISIONS article 1. The object was considering environmental prize.
Environmental award (hereinafter referred to as the prize) is the form of merit of the Minister of the environment and resources donated to institutions and individuals in the country; Vietnam people settled abroad; organizations, foreign individuals and international organizations (hereinafter referred to as the organization or individual) has many achievements in environmental protection in Vietnam.
Article 2. apply the rules on the award of the prize rules on the environment are the basis to the ministries, the local organization and individual profiles that suggest considering donating prizes.
Article 3. The time of review Prize prize is awarded annually and announced the review on the occasion of world environment day (5 June).
Article 4. The type, form and quantity of awards 1. The Prize consists of two (2) types: Awards for organization and for the individual awards.
2. organizations and individuals were awarded the prize of merit of the Minister of natural resources and the environment, the badge the badge of the award and a prize sum of money.
3. the annual award amount is reviewed on the basis of the results of the specific area of environmental protection, but no more than 20.
Article 5. The permanent bodies of the permanent bodies of the prize award is the environmental protection Bureau under the Ministry of natural resources and environment, is responsible for receiving the record review award recommendation, create conditions for the activities of the Council of the review of the award, the Organization announced and awarded to organizations individuals are awarded prizes.
Chapter II REVIEWS the STANDARD AWARD article 6. Review conditions award organizations, individuals are considering donating the prize must have one of the achievements or outstanding results in environmental protection activities: 1. to successfully resolve a particular environmental problem or promote a considerable progress in environmental protection activities , including the issues related to sustainable development;
2. Success in the direction of the interest of the people to solve the environmental problems or the solutions to mobilize community participation in environmental protection activities;
3. significant contribution in terms of scientific knowledge, intelligence and other resources to solve environmental problems.
4. Is a typical example for others to follow in the protection of the environment.
Article 7. The field review awarded the areas are consideration to donate prizes include: 1. Education, training, environmental media;
2. the application of results of scientific research and technology on environmental protection;
3. Troubleshooting, reduce pollution, restore and improve the environment;
4. Protection and development of natural resources;
5. environmental management.
Chapter III the ORDER SUGGESTIONS and CONSIDER the AWARD article 8. Records suggest review the suggested profile Prize review award include: 1. the recommended review Award Application form number 1a and 1b attached to this regulation;
2. Report the results of the environmental protection activities of the Organization, individuals (no more than 5 typed pages A4), which describes the results and specific evidence, clarity about achievements, especially the references about the practical application of results. The report of the Organization, the individual must be certified by the Department of natural resources and the environment where the achievement of environmental protection or of the management of the sector;
3. Two (2) Photo 3 x 4 cm of the individual, the Organization's logo and image from three (3) to five (5) images to prove the merits of individual organizations in environmental protection activities (serves the purpose of storage and media about award).
Article 9. The review Council awarded 1. The award by the Minister of natural resources and the environment decided to set up. The number of members of the Council are scientists, managers in the field of environment and other relevant sectors representing scientific agencies, regulators, media agencies, socio-political organizations and the masses.
Assist the review Council has awarded the Secretariat. The Secretariat by the permanent agency awards.
2. The review Council working award under the collective modes. The decision of the Board of review awards are valid only when at least two thirds of the members of the Council agree.
3. Results evaluation and selection of the award be reported up to the Minister of natural resources and the environment to review and award decisions.
Article 10. Review award guidelines 1. Review the award made by the method of grading. On the basis of the average number of points assessed for contribution of individual organizations by the Board members consider the award recommended by the criteria in article 12 of this regulation. The average score for the calculation, consider the award must reach 70 points or more.
2. Board members are individuals or organizations were nominated for prize consideration shall not be involved consider donating to individuals and their organizations.
Article 11. Award review process 1. The record review award proposal was sent to the permanent agency environment award before 1 March each year.
2. The secretariat has the responsibility of receiving and checking the validity of the record review award proposal. Case records are not yet valid, the Secretariat required additional personal, organization, complete. After a valid, full profile, the Secretariat classified the records in each field review donated and transferred to the members of the Council are divided according to the corresponding group. Where necessary, may propose to the Council send expert advice before sending the record to the Board members.
3. The Council Award review conducted in 2 rounds: a) 1. Working groups under each sector reward. Each Board Member has been as receptive field profiles, conduct reviews, discussions within the Group and for each profile according to the criteria specified in article 12 of this regulation and forward the results to the Secretariat. The Secretariat General, make a list of organizations and individuals achieve average score from 70 points back up to the next review in round 2.
b) round 2. The Council works as a whole. General Secretariat of the Council and list of organizations and individuals who have achieved the required qualifying 1. The Council conducted the Exchange, discussion and individual Board members grading for the entire profile. After reviewing, assessing and calculating the average score for each profile. The selection board established a list of proposals and consider donating prizes for the individual organization based on the average scores and number of awards.
In each round, the scores of the Board members for each project profile prizes disparity between 20 points.
4. Based on the results of the selection board. Permanent agency aggregate award, make a list of organizations and individuals, the review recommended environmental prize suggest Ministers consider earning. Competition Council commended the Ministry of natural resources and environment is responsible for the evaluation of records suggest the award before the Minister reviewed the decision.
Article 12. The criteria and the review scores awarded individual organizations are considering the award according to the following scale and criteria: 1. The effectiveness of intelligence and scientific knowledge and experience: a maximum of 20 points.
2. The contribution of the intellectual and scientific knowledge and experience: the maximum points.
3. The scale and scope of influence: a maximum of 20 points.
4. Creativity: a maximum of 15 points.
5. Continuity: a maximum of 10 points.
6. Add Points: 5 points for the subjects in the mountainous, remote areas, deep and island.
The total maximum score: 100 points.
Chapter IV IMPLEMENTATION article 13. The expense of the environmental award of the environmental award from the State budget for State Management Mission on the protection of the environment.
Funding for the annual awards are added from funding, support, donations of organizations and individuals in the country and abroad.
Article 14.
