According to the recommendation of the Minister of Foreign Affairs, DECIDES: 1. Attached to this unified rules decision management activities of the province, the central cities.
Article 2. This decision has the effect after 15 days from the date The report.
Article 3. The Ministers, heads of ministerial agencies, heads of government agencies, the Chairman of the people's committees of provinces and cities under central authority responsible for the implementation of this decision.
The uniform REGULATIONS to manage the Foreign Affairs of the province, central cities (attached to decision No. 28/2005/QD-TTg dated 1 February 2005 of the seat tướngChính seat) chapter I GENERAL PROVISIONS article 1. Scope this Regulation stipulates the unification of Foreign Operations Manager of provincial people's committees, the central cities (hereafter referred to as the Department).
Article 2. The content of Foreign Affairs prescribed in this Regulation include the following: 1. The foreign exchange activities of politics, economy, culture, education, health, sports.
2. Manage the business trip abroad (unions) and to welcome the foreign delegations, the international group in Vietnam (on).
3. Signing and implementation of the international agreement.
4. Organization of the Conference, the International Conference.
5. Receiving decorations, medals or other titles of organizations, foreign individuals or international organizations.
6. Activities related to the border of the territory; to resolve the complex situation in relations with foreign countries.
7. external economic relations, including the reception of foreign projects.
8. General situation and propaganda information.
9. Management of the Organization, the individual foreigners in local.
10. foreign professional training.
Article 3. The principle of external activities 1. To ensure the party's leadership, the management and operation of State for Foreign Affairs of the local, rhythmic coordination between Central and local, in order to contribute to effective policy implementation, the foreign policy of the party and the State.
2. Closely match between politics, economy, defense, security and foreign-related information in the province.
3. The assignment of clear responsibilities, divided, highly responsible and active role of the industry, the local level in the implementation of the functions and tasks of foreign-related, ensure consistency, test, monitor closely.
4. External activities are performed according to the approved annual programme, ensuring serious reporting, consultation under the provisions of the law.
Chapter II JURISDICTION and PROCEDURE for DECISIONS on FOREIGN AFFAIRS article 4. The authority to decide on Foreign Affairs 1. The Prime Minister decided to approve the program of the annual foreign operations of the provincial people's Committee consists of the following specific content: a) The foreign travel of the Chairman of the provincial people's Committee;
b) reception the senior foreign delegation to visit Vietnam at the invitation of the Committee of Ministers, The Minister of supply from abroad;
c) the Organization of the Conference, the International Conference of the provincial people's Committee as specified in paragraph 1 of article 3 of decision No. 123/2001/QD-TTg dated 21 August 2001 of the Prime Minister on the Organization and management of conferences, international seminars in Vietnam;
d) the conclusion and implementation of international agreements of the provincial people's Committee as stipulated in paragraph 2 article 4 of Decree 20/2002/ND-CP dated 20 February 2002 from the Government about the signing and implementation of the international agreements of the province, central cities, the social-political organization , social organizations and social organizations of the Socialist Republic of Vietnam;
DD) The President of the Council and Chairman of the provincial people's Committee received medals, medals and other honours.
e) other foreign operations under the authority of the Prime Minister's decisions under the current provisions of the law.
2. The Chairman of the provincial people's Committee to decide and take responsibility for the diplomatic activities of the locality are: a) Election officers under the authority of foreign travel management as defined in paragraph 2 and paragraph 3 article 15 of Decree 5/2000/ND-CP dated 3 March 2000 by the Government on immigration the entry of citizens of Vietnam;
b) having invited the foreign delegations to visit, working with the Deputy Minister, the Deputy from the province of Foreign Minister back down;
c) organizing conferences, international seminars as specified in paragraph 2 of article 3 of decision No. 123/2001/QD-TTg dated 21 August 2001 of the Prime Minister on the Organization and management of conferences, international seminars in Vietnam;
d) the conclusion and implementation of international agreements in accordance with paragraph 1 article 4 of Decree 20/2002/ND-CP dated 20 February 2002 from the Government about the signing and implementation of the international agreements of the province, central cities, the social-political organizations, social organizations and social organizations of the Socialist Republic of Vietnam South;
DD) receiving, signing and implementing the projects of non-governmental organizations and individuals abroad pursuant regulations and use foreign non-governmental aid issued together with decision No. 64/2001/QD-TTg dated 26 April 2001 of the Prime Minister and the other legal provisions concerned.
e) receiving the Medal of honor, Medal and the other titles of organizations, foreign individuals or international organizations donated public servants jurisdiction management in agencies, organizations, State enterprises.
3. The Chairman of the provincial people's Committee may authorize the decision referred to in paragraph 2 of this Article for Its idea of the departments in the industry. 4. Article 5. Building and approved program activities 1. The fourth quarter of every year, the provincial people's Committee to actively build the draft program of activities for the following year of his local. 2. people's committees are responsible for sending the draft program of activities for the Foreign Ministry before November of every year. The Foreign Ministry of General Affairs program of all the process of approval by the Prime Minister before the end of November every year.

3. Content of the programme activities of the Committee of the Prime Minister for approval through the Ministry of Foreign Affairs was constructed pursuant to paragraph 1 of article 4 of this regulation.
4. With regard to the amendments, additional program activities have been browsing, Chairman of the provincial people's Committee: a) The Prime Minister for approval for those activities as defined in paragraph 1 of article 4 of this regulation;

Article 6. Chapter III IMPLEMENTATION of SPECIFIC FOREIGN OPERATION article 7. Organization and management of foreign travel group.

Article 9. Article 10. Activities related to the work of the overseas Vietnam provincial people's Committee has the responsibility for directing the study, reviews the work of the overseas Vietnam local areas, in cooperation with the Committee on the Vietnam overseas (the Foreign Ministry) to propose and formulate the policies about this work; directly involved in the support, guidance, information, advocacy, campaigning and policy with regard to Vietnam people abroad and their relatives with ties to local.
Article 11. Active management of individuals, foreign organization people's Committee responsible to guide and manage the activities of individuals, organizations, local areas; protection, support and guide them in compliance with the provisions of the law relating to Vietnam, live, study, work, travel, business, investment ... in Vietnam; handle the situations arise involving individuals, foreign organizations.
Article 12. General situation and propaganda information 1. People's Affairs Committee responsible for Foreign Affairs Agency of the province and the base, the relevant departments or directly or in partnership with other central agencies do collect, analyze and aggregate the information on the political and security situation, international and regional economic impacts to local and foreign activities of the the report and the proposed Chairman of the provincial people's Committee direction and implementation solutions.
2. people's committees to perform information propaganda on the basis of Directive No. 10/2000/CT-TTg dated 26 April 2000 of the Prime Minister on strengthening management and promoting the work of foreign text and other relevant laws.
3. the people's Committee is responsible for the Exchange, in cooperation with the Foreign Ministry and related agencies in the reception and foreign reporters to visit, interviews the leaders of the party and the local authorities.
Article 13. Foreign economic activity.
1. The Chairman of the provincial people's Committee responsible to the Prime Minister on foreign economic activities in the province.
2. provincial people's Committee has the responsibility to grasp the economic situation inside and outside the country have local impact; is responsible for the choice of foreign partners, in case of need may suggest the State Department and related agencies to help verify this partners; directly involved in the work of promoting trade, investment and tourism; actively in the work of building the investment environment in accordance with local characteristics.
3. the people's Committee has the responsibility to consult the opinions of the ministries and agencies with regard to the issue of economic relations in particular, complex before the Prime Minister.
Article 14. Organization of conferences, workshops, signing and implementing international agreements, receiving foreign projects.
The people's Committee of adjustment made prevailing law regulations on organizing the Conference, the International Conference, the conclusion and implementation of international agreements and the reception of foreign-funded projects as defined in paragraph 2 of article 4 of this regulation. With regard to the issues relating to foreign politics, the people's Committee of the need to consult the Ministry of Foreign Affairs and Foreign Relations Committee of the Communist Party.
Article 15. Improving people's Committee of foreign relations is responsible for building professional training program, foreign knowledge locally; in collaboration with the Ministry of Foreign Affairs to train staff to do the work of local and foreign.
Article 16. Report the implementation of foreign activities 1. Six months, annually and in case of a sudden, the provincial people's Committee has the responsibility to send the report the implementation of local diplomatic activities to the Ministry of Foreign Affairs to the Prime Minister reports. Periodic reports mentioned above sent to the Foreign Ministry before 1 June (for the 6-month report) and before 1 December (for annual reports) for submission to the Prime Minister.
2. Each finishing a diplomatic activities at the local, provincial people's Committee has the responsibility to report the authority deciding on foreign operations that simultaneously announced the results for the State Department and related agencies and advocates, the proposal of the solution for the problems concerned.
Chapter IV IMPLEMENTATION article 17. The responsibilities of ministries, agencies and localities 1. The Ministry of Foreign Affairs, in coordination with the relevant ministries and agencies Guide, directing and inspect local implementation of this regulation.
2. Ministries, ministerial agencies, government agencies in the scope of its duties and functions, has the responsibility to guide and steer the province people's Committee building and effective implementation of the program of local and foreign.
3. the people's committees of the province pursuant to this regulation of building regulations on the Organization implemented the diplomatic activities locally.

4. Pursuant to article 9 of Decree No. 171/2004/ND-CP dated September 29, 2004 the regulations organizing the specialized agencies in the provincial people's Committee, the central cities, the provincial people's Committee actively arrange organization Foreign Affairs Agency the responsibility for the Agency's foreign missions.
Article 18. Terms of implementation in the process of implementation of this regulation, if there are problems, difficulties, the provincial people's Committee reflect timely about the State Department report for the Prime Minister to review the decision. The previous provisions contrary to this regulation are repealed.
