The decision on issuing the professional standards for categories of public health officials, BOSNIA INTERIOR MINISTER pursuant to Decree No. 116/2003/ND-CP dated 10 October 2003 by the Government on recruitment, use and management of public officials in the State's business units;
Pursuant to Decree No. 45/2003/ND-CP dated 9 May 2003 of the Government functions, tasks, powers and structure of the Ministry of the Interior;

Proposal of the Director, officer, servant decision: article 1. Professional standards enacted the public health officer ranks (with a professional standard attached) include: 1. public health-code whether the 16a. 198.
2. the main public health-code whether the 16a. 197.
Article 2. Professional standards of the overall volume on the base to the ministries and local implementation of the recruitment, use, and manage a team of employees in the field of public health.
Article 3. This decision has the effect after 15 days from the date The report.
Article 4. Ministers, heads of ministerial agencies, heads of government agencies, the Chairman of the provincial people's Committee, central cities are responsible for the implementation of this decision.
 
 
Professional STANDARDS the public health officer ranks (attached to decision No. 28/2005/QD-BNV on February 25, 2005 of the Minister of the Interior) of public health 1. Responsibilities: technical expertise is the medical industry's implementation of prevention, prevention, diagnosis, health status of the community; determine the causes and risk factors related to health and disease status of the community; join the construction directions and join to propose solutions to protect and improve the health of the community.

-Join plans to handle priority health problems based on the resources available in the community and the involvement of the community, to propose appropriate solutions in order to resolve the most effective priority health issues of the community.
-Join the monitoring plan building support in the process of implementing a plan to handle the problem of public health.
-Take out the proposals as a basis for planning policies on the basis of the evidence and scientific research based on the public value as well as the opinions of the community.
c) implementation plan and evaluation of effectiveness:-coordinating and participating organizations implement the planned solution.
-Organize the mobilization of the resources of the community involved implementation of the solution according to the plan.

The MAIN Public Health 1. Responsibilities: official technical expertise of medical industry, chaired the organisation and implementation of the prevention of diseases, prevention, diagnosis of the health status of the community; determine the causes and risk factors related to health status, disease of the community; determine the directions and propose solutions to protect and improve the health of the community.
Specific tasks: a) diagnosis of the health of the community:-the construction and chaired the organization implementing the scientific research to determine the causes and risk factors impact on health issues of priority of the community.
-Host built a system of constant monitoring of the community's health status and the implementation of measures limiting the ability to cause major uncertainty of the monitoring system.
-Host health problems and identify the priority health problems of the community based on the conclusions drawn from the data collected through the monitoring system.
-Host and executive working group to discuss with the representatives of the community in order to proceed with diagnosing the health community, identify the priority health problems to solve.
b) planning to handle the priority health problems were diagnosed:-chaired the planning and governing the process of implementation of the plan of care to protect the health of the community.
-Host option, considering the highly effective solutions for resolving priority health issues of the community on the basis of the resources available in the community and the involvement of the community.
-Host plans to support monitoring and evaluation plan the process of implementing the plan when it was assigned.

-Synthesis and analysis of proposals for planning to build community health policy based on the evidence the exact scientific research and the public value as well as the opinions of the community.
c) implementation plan and evaluation of effectiveness:-chaired coordinating and organizing the implementation of the plan.
-Host implementing the mobilization of the resources of the community involved implementation of the solution according to the plan.
-Chairing the Organization perform information education and communication to protect and enhance public health; identify and implement appropriate measures to manage the health of the community.

-Graduated master of public health specialist or specialist level I.-use a foreign language level B; the case of the work in the region are ethnic minorities if fluency is an ethnic languages in professional activities shall be the replacement of foreign language proficiency B.-use mastering software and information technology applications in the analysis of medical data.
-Have at least one creative project or research science Scientific Council level or provincial level to acknowledge and apply effective./.
