The decision on issuing mobile phone service charges due to the international postal Corporation Vietnam telecommunications supply-_ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ the MINISTER of POST and TELECOMMUNICATIONS, pursuant to Decree No. 90/2002/ND-CP on 11/11/2002 of government regulations on functions, tasks, powers and organizational structure of the Ministry , Telecommunications;
Pursuant to decision No. 217/2003/QD-TTg dated October 27, 2003 by the Prime Minister on the management of the postal service rates, telecommunications;
Proposal of the Postal Corporation Vietnam telecommunications-at no. 2901/GCTT on October 18, 2005 on the approval of the international dimensional rates go in 2005;
At the suggestion of the Director of planning and finance, DECIDES: 1. Today issued international phone service charges due to the Postal Corporation Vietnam telecommunications offer at the Subscriber as follows: 1. the information charges: 1.1 for international telephony services PSTN a. automatic dialing (IDD):-maximum charges: $0.80/minute ($ 0.08/Block 6 seconds).
-Minimum charges: $0.55/minute ($ 0.055/Block 6 seconds).
b. Call over the phone (through international registration): charges and billing methods due to the business to decide.
1.2. for international telephone services network to NGN 64 Kbps using prepaid cards:-maximum rates no higher than the rates information international phone services PSTN respectively.
-No minimum charges 10% lower compared to the rates information for international telephony services PSTN respectively.
1.3. for international IP phone services (VoIP):-maximum rates: USD 0.60 per minute (0.06 USD/Block 6 seconds).
-Minimum charges: $0.50/minute (0.05 USD/Block 6 seconds).
1.4. for international IP phone services (VOIP) use prepaid card international phone services and NGN 8 Kbps using prepaid cards:-maximum charges: $0.50/minute (0.05 USD/Block 6 seconds).
-Minimum charges: $0.42/min ($ 0.042/Block 6 seconds) 2. The method of charging: charging time units are computed according to the first minute and increments for the next contact time. Less than a minute calls are charged per minute. The last time part of the call if less than 6 seconds are calculated into a Block 6 seconds.
3. Service charges for international phone and Fax subscription and subscriber data communication in a voice tape standard (data communication over the telephone subscriber lines) are applied as for the international telephone service rates respectively set forth in paragraph 1, paragraph 2 article 1 of this decision.
Article 2. In public places outside the service charges are defined in article 1 of this decision, businesses are entitled to additional service charges. Service charges due to public point management business decision but must ensure non-discrimination between the services of the enterprises to offer international phone services.
Article 3. Rates defined in article 1 of this decision do not include value added tax.
Article 4. The Postal Corporation Vietnam telecommunications-: 1. Pursuant to the provisions of Articles 1, 2, and 3 of this decision, issued specific charges for international phone services to each country. When the Board decided the specific charges according to the authority, the Corporation is responsible to inform the Ministry of post and telecommunications, 10 days before the decision takes effect.
2. Specify reduction in international telephone services as defined in article 1 of this decision in the holidays and days off clearing of the holidays, Saturdays, Sunday and from 11 hours the previous day to 7 am the following day the day from Monday to Friday, but reduced levels do not exceed 30%.
3. Regulating the reduction for large clients, especially clients with reduced levels do not exceed 10% and no discrimination between customers.
Article 5. The mandate of this decision are applicable to the use of international telephone services of the Postal Corporation Vietnam telecommunications.
Article 6. This decision takes effect 15 days from the Post Gazette. The previous provisions contrary to this decision are hereby repealed.
Article 7. Office Manager, Director of planning and finance, the head of the unit directly under the Ministry of posts and telecommunications, the Postal Corporation Vietnam telecommunications-is responsible for the implementation of this decision.
