The DECISION regarding authorisation for the Board of management of Hoa Lac hi-tech zone management of export-import operations and commercial activities of the business for foreign capital in Hoa Lac hi-tech Park _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ the SECRETARY of COMMERCE pursuant to Decree No. 29/2005/ND-CP dated 16 January 2004 of the Government function duties, powers and organization of the Ministry of Commerce;
Base industrial regulation, export processing zones, high-tech zones attached to Decree No. 36/CP dated 24 April 1997 from the Government;
Pursuant to decision No. 10/2000/QD-TTg dated 18 January 2000 of the Prime Minister on the establishment of high-tech zone management committee directly under the Ministry of science, technology and the environment;
According to the proposal of the Ministry of science and technology at no. 689/CNCHL-BKHCN on 27/3/2006 and of the management of high-tech zones in the Republic No. 79/CNCHL-TĐPC on 15/3/2006.
Article 1 DECISION. Authorization for the Board of management of Hoa Lac hi-tech zone (hereinafter referred to as the management) management of export-import operations and commercial activities for enterprises foreign investment and the business side on the basis of business cooperation contract to invest in the Hoa Lac hi-tech (hereinafter referred to as the enterprise with foreign capital).
Article 2. Management plan review to import and manage the commercial activities of enterprises foreign investment according to the following: 1. Browse the import plan of enterprises invested abroad, ensuring the correct implementation of the law on foreign investment in Vietnam on 12/11/1996 The revised Law, the addition of some articles of the law on foreign investment in Vietnam on 19/6/2000, Decree No. 24/2000/ND-CP dated 31/7/2000, Decree No. 27/2003/ND-CP dated 19/3/2003 and Decree No. 12/2006/ND-CP on January 23, 2006 by the Government, and the legal texts concerned consistent with the investment license , Business licenses, explains the technical economic, technical design, review the import plan includes the following: 1.1. Browse plans import of machinery, equipment, transport, construction materials, spare parts for fixed assets investments including the import by method of hire-purchase financing.
1.2. interim plan Browser to import machinery, equipment and transport means of foreign rental, not yet in technology to serve the activities of the enterprise with foreign investment.
1.3. Browser plans to import materials, raw materials for manufacturing, business activity of enterprises with foreign investment.
2. Browse the liquidation of machinery, equipment, vehicles, supplies, raw materials of enterprises have invested abroad in accordance with circular No. 01/2005/TT-BTM on 06/01/2005 of the Ministry of Commerce.
3. Browse the imported product plans to combine with the export products of the enterprise with foreign investment.
Article 3. Quarterly management submitted to the Ministry of Commerce reported the implementation of export and import of enterprises foreign investment according to the instructions in circular No. 22/2000/TT-BTM on 15/12/2000 of the Ministry of Commerce.
Article 4. The Trade Ministry periodically inspect the implementation of export and import of enterprises foreign investment according to the instructions in circular No. 22/2000/TT-BTM on 15/12/2000 of the Ministry of Commerce.
Article 5. This decision takes effect 15 days from the date the report./.
