The PRIME MINISTER'S DECISION on the construction of "development strategy of science and technology of Vietnam by 2020," the PRIME MINISTER pursuant to the law on Government Organization, 30 September 1992;
Pursuant resolution No. 10/1997-01/31 CP of the Government on the implementation of the resolutions of the Conference of the Central Committee of the Communist Party of Vietnam (tags VIII) education, training, science and technology;
Considering the recommendation of the Minister of science, technology and environment, decision: article 1. Affairs Minister of science, technology and environment, chaired the Organization, directing the project "strategy of developing science and technology of Vietnam by 2020".
Article 2. Requirements and method of implementation: 1. The project "strategy of developing science and technology of Vietnam by 2020" (hereinafter referred to as the development strategy of science and technology) should meet the following requirements: to materialize the disambiguation has been outlined in the Central resolution 2 (tags VIII) on Science and technology development serve the industrialization modernization of the country.
The development strategy of science and technology must be organic parts of the strategy of socio-economic development. Scientific and technological development, including the social sciences and Humanities as well as measures to implement the goals of economy, just at the same time create the potential of science and technology for the long-term development of the country.
Building a technology roadmap for the country and for the technology roadmap the important economic sectors. The technology roadmap is split a specific period until the year 2000 and 2005.
The strategy is feasible, including the plan of action is shown by the system solutions, specific mechanisms to develop the field of science and technology.
2. Method of implementation: set up the Steering Committee to build the development strategy of science and technology in 2020 by the Minister of science, technology and environment Chief. The composition of the Steering Committee composed of members of several ministries primarily, some provinces and cities (list attached). The Steering Committee has the task of organizing and directing the ministries and localities in the formulation of development strategies of science and technology by 2020.
All the ministries and local responsibility to participate in building the strategy of science and technology. Ministries, sectors and localities should incorporate the construction strategy of science and technology in the development planning of social-economic and investment plans, the production structure of ministries and localities, especially for foreign direct investment to focus on developing the field and spearhead products capable of competing on the market within and outside the the water. The Ministry of science, technology and the environment is responsible for methodological guidelines and General to the Government in June 1998.
Funding for the construction of the development strategy of science and technology was taken from funds science and technology career.
Article 3. This decision has effect from the date of signing.
The Secretary of the Ministry, ministerial heads, the President of the people's committees of provinces and cities under central and Minister of science, technology and the environment is responsible for the implementation of this decision.
