The DECISION approving the planning of the overall socio-economic region of the Red River Delta in the period 1996-2010 the PRIME MINISTER pursuant to the law on Government Organization, 30 September 1992;

Article 1 DECISION. Approval of the master plan for socio-economic development of the Red River Delta region in the period 1996-2010 with the following principal orientations: i. the LOCATION, function: the Red River Delta region includes provinces and central cities: Hanoi, Hai Phong, Hai Duong, Hung yen, Thai Bìhh, Nam Dinh, HA Nam province , Ninh Binh, Ha Tay; is there a central location between the Northeast-Northwest-Northern Midlands and North Central; Gateway trade by sea and air of the northern provinces; the capital city of Hanoi, the center of politics, economy, trade, culture, science and technology of the country.
II-GENERAL DEVELOPMENT GOALS: 1-construction of the Red River Delta region becomes one of the driving force of industrial and agricultural development of the country.

III-SPECIFIC GOALS and TARGETS PRIMARILY: 1. the average GDP growth rate of about 11% (period 1996-2000) and about 14% (2001-2010);

7-rapid development of sea economy;

IV-PRIMARILY DEVELOPMENT TASKS 1. Agricultural development:-involved in the task of ensuring national food security. Fast formation of rice, maize of high quality to meet consumer demand, reserves and exports;
-Exploiting the potential of land in an efficient way to build and develop diversified agriculture, high quality; development and ecological environment of wealthy, land-saving in industrial development and infrastructure;

V-the SOLUTION is MAINLY 1-To perform the planning system, needed sync measures aimed at mobilizing all domestic and foreign resources for the socio-economic development of the Red River Delta region. Must show and materialize the direction and task of social-economic development of the master plan the plan, long term, medium term, short term by the development program and the specific investment projects in each province in the region.

Article 2.
