The PRIME MINISTER'S DECISION On the transfer of State management tasks on the job training from the Ministry of education and training to the Ministry of labor, invalids and Social Affairs FROM the PRIME MINISTER pursuant to the law on Government Organization, 30 September 1992;
To implement the decision of the Politburo about the transition state management tasks on the job training from the Ministry of education and training to the Ministry of labor, invalids and Social Affairs;
According to the recommendation of the Minister, head of the Organization-Government officials, the Minister of education and training, Minister of labor, invalids and Social Affairs;
 
Decision: article 1. Transfer of State management tasks on the job training from the Ministry of education and training to the Ministry of labor, invalids and Social Affairs. From July 1998 onwards, all schools, centers and foundations have vocational training activities are subject to the governance of the Ministry of labor, invalids and Social Affairs on the job training.
Article 2. The Minister of education and training is responsible to the Minister of labour, invalids and Social Affairs: 1. The specific tasks of managing state, records, documents and budget in the field of vocational training from the Ministry of education and training to the Ministry of labor, invalids and Social Affairs; at the same time, directed the State authorities at all levels in the education and training sector in the country to hand over the duties of governance, budgets and other necessary conditions in the field of vocational training to the State Management Agency respectively in the labor sector, invalids, and social.
2. Number of officers, public servants are doing in managing vocational training from the Ministry of education and training to move to the Ministry of labor, invalids and Social Affairs (list of officers to be transferred by the two sets of tables). in the local, in case it deems necessary, the provincial people's Committee, the central cities basing the authority assigned, decided the handover under the guidance of both the Ministry of education and training and labour, invalids and Social Affairs.
3. The program, projects on vocational training by foreign or domestic financing from the Ministry of education and training directly manage the transition to the Ministry of labor, invalids and Social Affairs Management directly.
Only the vocational training projects interwoven with other types of training foreign funded and led by the Ministry of education and training are the master project, the Ministry of education and training continues to manage until the project is completed.
4. The following technical school from the Ministry of education and training directly manage the transition to the Ministry of labor, invalids and Social Affairs Management directly: technical high school II-male.
Technical secondary school III-Vinh (Nghe An).
Technical College IV-Vinh Long.
Article 3. Minister of labor, invalids and Social Affairs is responsible for receiving the content delivered on the Minister of education and training, with the Minister of education and training in directing, instructing the receiving and delivery between the two sectors in the country; at the same time to implement the new tasks assigned and reported the prime consideration, solving these problems arose (if any) during the delivery and reception of the two sets.
The Chairman of the provincial people's Committee, the city of centrally directed the delivery and receiving the full mission and the conditions necessary for vocational training from the educational administration and training to the labour administration-wounded soldiers and society in their local management under the guidance of the Ministry of education create and labor-invalids and Social Affairs.
Article 4. The Minister, head of the Organizing Committee-presided Government officers in collaboration with the Ministry of planning and investment, the Finance Minister of the same Ministry of education and training and the Ministry of labor, invalids and Social Affairs performs the delivery and receiving according to the said regulations and ensure time to from 1 July 1998 onwards the Ministry of labor, invalids and social the Association is responsible for the governance of vocational training.
Article 5. This decision has the effect after 15 days from the date of signing. The previous provisions contrary to this decision are hereby repealed.
Article 6. The Ministers, heads of ministerial agencies, heads of government agencies, the Chairman of the provincial people's Committee, the central cities is responsible for the implementation of this decision.
