Allows the pilot to apply some policies in the area of the border gate of Lao Cai province (hereafter referred to as Lao Cai border gate economic zone) under the administrative scope is as follows: a) the Lao Cai international border gate of Lao Cai Ward include: New City Ward, Ward Lếu Cup, the coastal Ward, Vạn Hoa Township Crane, Green Hamlet, Dong Recruited in the town of Lao Cai, countryside Na Mo, A Tycoon in the District of Bảo Thắng. b) Muong Khuong gate includes the entire Muong Khuong. Lao Cai border gate economic zone development priorities are trade, export, import, services, tourism and industry, according to the law of the Socialist Republic of Vietnam and is consistent with international practices.

Article 2. Article 4.
