The DECISION of the MINISTRY of EDUCATION and training on the transfer procedures and reception of students in the middle schools and high schools _ _ _ _ _ _ _ _ _ _ _ _ _ _ the MINISTER of EDUCATION and TRAINING bases of Decree No. 86/2002/ND-CP on 05/11/2002 of government functions duties, powers and organizational structure of ministries, ministerial agencies;
Pursuant to Decree No. 29/CP dated 30 March 1994 from the Government about the duties, powers and organization of the Ministry of education and training, based Charter middle school attached to decision No. 23/2000/QD-BGDDT DATED October 11, 2000 by the Minister of education and training;
At the suggestion of the Director of the school, the decision: article 1. Attached to this decision "to move rules and receive students at the middle school and high school".
Article 2. This decision takes effect 15 days from the date of signing. The previous provisions contrary to this decision was cancelled. 
Article 3. The Chief of the Department, the Director of high schools, the heads of the relevant units in the Government Ministry of education and training, the Director of the Department of education and training is responsible for the implementation of this decision.
 
TRANSFER REGULATIONS and RECEIVE STUDENTS at the MIDDLE SCHOOL and HIGH SCHOOL (attached to decision No. 51/2002/QD-BGDDT dated 25/12/2002 of the Minister of education and training) chapter I GENERAL PROVISIONS article 1. Adjustment range.
1. This regulation regulates the transfer of the school of the student's return to school, middle school, high school; Vietnam students receiving education at schools abroad have aspirations to middle schools, high schools in Vietnam; students receiving foreigners aspiring to middle schools, high schools in Vietnam.
2. The reception of foreign students in international schools in Vietnam not under the scope of this regulation.
Article 2. The transfer market.
1. Except for the provisions in paragraph 2 and 3 of this article, students will review and resolve to move if conditions warrant on object and procedure records in articles 4 and 5 of this regulation.
2. The transition from normal to high school specialized high schools (secondary boarding school specializing in ethnic, gifted school) follow their own rules in that school.
3. The transition from secondary school in addition to the public school public high school just reviewed, resolved in the following two cases: a) where students are studying at secondary school outside the establishment to move according to the parents or guardians to the socio-economic conditions particularly difficult where there is no middle school schools outside the public, then the Director of the Department of education and training are places to consider, decide each case specific to the transition to secondary school.

Article 3. Student reception Vietnam is studying abroad, foreign students studying in Vietnam.

Chapter III CONDITIONS and PROCEDURE of RECEIVING VIETNAMESE STUDENTS on WATER article 7. Vietnam student audience on water.
1. Students studying abroad are granted scholarships according to the agreement, the agreement between the Socialist Republic of Vietnam with the country, the international organization.
2. The student study abroad students self-sufficient or according to the contract between the institution of Vietnam with the institutions, foreign individuals.
3. The student according to the father, mother or guardian to work overseas, Vietnam students residing abroad.
Article 8. Qualification conditions.
1. High school.
Students in junior high school must have transcripts of previous classes along with the confirmation of the school about being moved up on the class.
2. High schools.
Students in the secondary school must have a diploma or certificate of high school equivalency diploma, high school of Vietnam.
3. The student has learned in Vietnam, after the period of study abroad, when on the water must have graduate students have learned in Vietnam.
Article 9. Conditions of age and academic programs.
1. Vietnam students abroad on water in apply renewed 7 years compared to the age regulations of each level.
2. The program of learning: a learning program) abroad must have content equal to Vietnam's education program with the subjects of natural science. With the subjects of the humanities and social sciences, students must add supplementary knowledge to match Vietnam's education program.
b) students who are learning bad programs of a class in a foreign country please switch back to study the equivalent class in junior high school or secondary school places must be Vietnam receiving test under the rules of that class.
c) students wishing to study in specialized secondary school (secondary boarding school specializing in ethnic, gifted school) follow the statutes of that school.
Article 10. Student profile.
1. Application by the father or mother or guardian.
2. academic profile including: a) transcript (original and translation into Vietnamese).
b) certificate of graduation of class or under foreign (original and translation into Vietnamese).
c) graduate school under in Vietnam before going abroad (if any).
d) copy of birth certificate, including students were born overseas.
the household) or permanent resident certificate of the father or mother or guardian.
Article 11. The reception procedure.
1. The Department of education and training (for the high school level), education and training (for middle school level) receive and examine the records and about the school.
2. for the student specified in point b of paragraph 2 article 9 of this regulation, the school held student level test. With no subjects under Vietnam's education program, the student must complete the requirements for the content of that subject and check after the course.
Chapter IV CONDITIONS and PROCEDURE of RECEIVING FOREIGN STUDENTS article 12. The object of foreign students.
Foreign students are reviewed, receiving at secondary schools Vietnam include:

1. Students are granted scholarships according to the agreement, the agreement between the Socialist Republic of Vietnam with the country, the international organization.
2. The student an self-sufficient training contract between the institution of Vietnam with the Prime Minister, foreign individuals.
3. The student according to the parent or guardian to live and work in Vietnam.
Article 13. Qualification conditions.
Alien students aspiring to study at the middle school or high school graduation certificate must have the equivalent of a diploma of Vietnam are stipulated in the law on education of Vietnam with each school level.
Article 14. Health condition and age.
1. Health conditions: a) the pupil must be checked when entering the school.
b) case of social diseases, dangerous infectious diseases under the provisions of the Vietnam Ministry of health shall be paid right on the water.

2. conditions of age: students in five schools in Vietnam please be extended one more old than age regulations of each level.
Article 15. Student profile.
Students must have a full profile by Vietnamese, including: 1. Application by the father or mother or guardian.

3. Copy and translation into Vietnamese the certificates required under the provisions in article 13 of this Regulation (notarized or certified by the competent authority of the sending country training).
4. Transcript.

Article 16. The reception procedure.
1. for students that are prescribed in clause 1 article 12 of this Regulation: follow the Treaty was signed.
2. for students that are prescribed in clause 2 and 3 article 12 of this Regulation: the Department of education and training (for the high school level), education and training (for middle school level) receive and examine the records and about the school.
Article 17. Financial regime.

Article 18. The duration of training.

Article 20. The responsibilities and rights of foreign students studying in Vietnam.

Chapter V OTHER PROVISIONS article 21. Responsible for implementation.
