Decision on some measures for speeding up the construction of infrastructure, the Hoa Lac hi-tech Park _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ the PRIME MINISTER pursuant to the law on organization of the Government of 25 December 2001;

Pursuant to decision No. 198/1998/QD-TTg dated 12 October 1998 by the Prime Minister on the establishment of the Hoa Lac Hi-Tech Zone; Overall planning and approval of investment projects step 1, phase I Hoa Lac Hi-Tech Zone;

Pursuant to decision No. 10/2000/QD-TTg dated 18 January 2000 of the Prime Minister on the establishment management of Hoa Lac Hi-Tech Zone;

To accelerate the construction of the Hoa Lac high-tech, considering the proposal of the Minister of science and technology (No. 1117/TTr-BKHCN on 16 December 2002, no. 52/BKHCN-CNC October 01, 2003); comments of the Ministry of planning and investment (No. 8154/BKH-KHGDMT on December 23, 2002), the Ministry of construction (No. 433/BXD-KH-TK on March 29, 2002), General Directorate of cadastral (No. 1537/TCĐC-PC on November 11, 2002).

Decision: article 1. Delivery management Hoa Lac Hi-Tech Zone in coordination with relevant agencies organized to perform the following duties according to the current rules: 1. The investment preparation work beyond step 1, phase I.

2. The choice of prestigious consultancy organization and experience of foreign countries to lease planning consultant and design consultant works in high-tech zone in particular Republic. 3. Implementation of the project to build infrastructure, step 1, phase I Hoa Lac Hi-Tech Zone in the form of key contracts (contract design-providing supplies, equipment-construction) the provisions of article 62 of regulation on investment management and building attached to Decree No. 51/1999/ND-CP dated 8 July 1999 from the Government.

Article 2. Agree with the proposal of the Ministry of science and technology on the delivery of import and export Corporation for construction of Vietnam (VINACONEX) under the Ministry of construction is the general contractor performs construction projects of infrastructure, step 1, phase I Hoa Lac hi-tech Park (outlined in paragraph 3 article 1 of the decision) in the form of key contracts. The Ministry of science and technology of directed management Hoa Lac high-tech organizations make this form according to the current rules.

Article 3. On the basis of the planning and land use plan has been approved by the authority, allows the management of the Hoa Lac hi-tech Park made the pilot the delivery of land, land rental for investors according to the order specified in current law. The Management Board is responsible for completing the prescribed procedure, the people's Committee of Ha Tay Province-level land use right certificates for investors.

Article 4. On the basis of the estimated cost of implementing the project annually by the Management Board of the Hoa Lac hi-tech Park proposal, the Ministry of planning and investment, Ministry of finance actively deployed capital budget to ensure management of the Hoa Lac hi-tech Park to implement on schedule the tasks.

Article 5. This decision takes effect 15 days from the date of signing.

Article 6. The Secretary of the Ministry of science and technology, planning and investment, finance, construction, resources and the environment, defense, Governor of the State Bank of Vietnam, Chairman of people's Committee of Ha Tay Province, General Director Of The Vietnam construction import-export company and head of the Management Board of the Hoa Lac hi-tech Park is responsible for the implementation of this decision.
