The DECISION about whether to prescribe the standards and norms used telephone service at home, and mobile phones for staff of Vietnam people's Army _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ the PRIME MINISTER pursuant to the law on organization of the Government of 25 December 2001;

Pursuant to decision No. 78/2001/QD-TTg dated 16 may 2001của the prime of issuing "standard regulation norms using the phone service at home, and cell phones for leading cadres in the organs of administration, business units, the social-political organization";
Pursuant to decision No. 179/2002/QD-TTg dated 16 December 2002 by the Prime Minister "About modifying, supplementing the provisions of the standards and norms used telephone service at home, and cell phones for leading cadres in the administrative, business units , political organization, the social-political organization ";

According to the recommendation of the Minister of national defence.

Decision: article 1. Fixed phone in the mobile home, and is the property of the State, armed officers in the Vietnam people's army to use for public service activities.

Article 2.

1. Installation of fixed telephony in the private homes of senior officers (as defined in Regulation No. 68-QD/TW on 21 October 1999 by the Central Committee of the Communist Party), made under the provisions of 68-QD/TW and a guide of 10 HD/TCTW on December 29, 1999 by the Party Central Committee on the implementation of a number of regimes policy for senior officers.

2. Officers in the army are equipped with 1 fixed phone at home (except the mobile phone by the function body equipped with a special request): a) the Minister;

b) Deputy Minister;

c) Chief, the general political Department;

d) Deputy Chief of staff, the Heads Of Department (technical, logistics, defense industry, intelligence), Commander of military region, the Commander of the Corps, Commander of the border guard, the Deputy Head of the general political Department and the equivalent titles;

DD) Deputy the General Department: logistics, technical, defense industry, intelligence; The Deputy Commander of military region Deputy Commander, Corps, Deputy Commander, Commander of the border guard corps, Commander of the Corps and other equivalent titles;

e) Deputy Commander of the Corps, Deputy Commander, Corps Commander of the military command and the Commander of the border guard Department, central cities and other equivalent titles;

g) professors are working in the army units have one of the following standards:-Was awarded the prize.

-To be awarded the title of hero of labour, hero of the people's armed forces.

For retired professors, but also do the science project, the Ministry, if any one of the criteria outlined in this point also to apply in this decision;

h) officer has the rank of Lieutenant General is not in the title above;

I) Division Chief and other equivalent titles;

k) Deputy Minister, Chief of the district military command Board and other equivalent titles.

Article 3.

1. The objects in an specified in point a, b, c, d, e, f and g of paragraph 2 article 2 of this decision, in addition to a fixed phone in private homes are equipped with a mobile phone.

2. Installation of telephones and specify the payment of the purchase, installation and monthly fee for senior officers in an in Regulation No. 69/QD-TW on 21 October 1999 by the Central Committee of the Party shall follow the instructions of 10 HD/TCTW on December 29, 1999 by the Party Central Committee.

Article 4.

1. In addition to the officers with a fixed phone, mobile phone according to the provisions of article 2, article 3 of this decision, the Minister of defence pursuant to the nature and requirements of the work actually required, specifies the installation of telephones for staff directly take on special tasks , but are extremely limited.

2. Pursuant to the provisions of this decision, the Minister of Defense, consistent with the Minister of Finance issued regulations on equipment, used and paid the fees for military personnel (including staff in addition to the standards already specified) and publicized for the Agency units made.

Article 5. The officers are equipped with a fixed phone at home, and cell phones are a supply management agency funding to pay the initial costs are as follows: 1. The money to buy 300,000 machines/air for fixed phones and 3 million dong/air for mobile phones.

2. Installation costs, the cost of roaming (or install) the payment by the postal authority of the invoice at the time of air.

3. The expenses of repair, replace when damaged beyond repair, State budgets are paid according to the current rules on the management of State assets.

Article 6. Every month, authorities granted the money to the officers are armed with standard telephone service in a private home and a mobile phone to pay phone usage charges (including subscription) according to the following levels:


1. The object stated in art. 2 article 2 this decision: 300,000 copper levels/air/month for a landline and 500,000 Dong/air/month for mobile phones;

2. The objects referred to in points b, c, d, e, f and g of paragraph 2 article 2 this decision: the level of 200,000 Dong/air/month for a landline and 400,000 VND/air/month for mobile phones;

3. The remaining audience: 100,000/month/contract rates for fixed and 250,000 machines/air/month for mobile phones.

The level of payment specified on the payment according to the equity method for the object.

Article 7.

1. the officers are equipped with phone, after moving to take on new work not belonging to an equipped phone or when a decision to retire, vacation work cannot be payment of cost of cell phone use. Particularly for the officers subject to the provisions of points a, b, c, d, e, f, g and h clause 2 article 2 this decision was further paid fixed phone use during 3 months from the date of the decision to retire, vacation work.

2. The Minister of Defence issued information security rules when using a landline at home and mobile phones for the officers to be armed.

Article 8. Cost of initial installation service and payment of the fees fixed in a private home and mobile phones for the objects are arranged in the estimation of the annual State budget of the Defense Department.

Article 9. Heads of agencies are responsible for implementing paid and equipped the device in accordance with this decision and the instructions of the competent authority. Who would decide the phone equipment or improper payment with this decision is solely responsible for the material; serious violations will be dealt with according to the provisions of the law.

Article 10. This decision takes effect 15 days from the date The report.

The Minister of national defence, Minister of finance, in coordination with the bodies concerned have the responsibility and guide the implementation of this decision.
