The DECISION of the MINISTER of NATURAL RESOURCES and the ENVIRONMENT approved the action plan for the conservation and sustainable development of the wetlands the period 2004-2010 the MINISTER of NATURAL RESOURCES and the ENVIRONMENT pursuant to the law on environmental protection on December 27, năm1993;
Pursuant to Decree No. 91/2002/ND-CP dated 11 November 2003 of the Government functions, tasks, powers and organizational structure of the Ministry of natural resources and the environment;
Pursuant to Decree No. 109/2003/ND-CP dated 23 September 2003 by the Government on conservation and sustainable development of the wetlands;
Pursuant to decision No. 845/TTg dated 22 December 1995 of the Prime Minister approving the action plan for biodiversity of Vietnam;
At the suggestion of the Director of environmental protection and the Director of legislation, decision: article 1. Approval of the plan of action for the conservation and sustainable development of the wetlands of stages 2004-2010 with the following principal contents: 1. Target a) overall goal of conservation and sustainable development of wetlands in Vietnam in order to meet the requirements of socio-economic development , poverty alleviation, protection of natural resources, the environment and biodiversity.
b specific objectives) to 2006 complete mechanism of collaboration in the conservation and sustainable development of the wetlands.
Integrating conservation and sustainable development of the wetlands in the legal text being drafted or revised, supplemented, especially the environmental protection Law, the law on the protection and development of forests, minerals, water resources Law and law on biological diversity.
Build the policy encourages local people to participate in the conservation and sustainable development of the wetlands.
Construction and application of the guidelines on the conservation and sustainable development of wetlands in the characteristic wetlands.
Build a database about these important wetlands.
Build the model using ingenious and sustainable development in the particular wetland for ecosystems.
Build and deploy the program to raise awareness about water ngậ̣p land.
c) specific objectives to the year 2010 to perfect the system of policies, laws and the system of State administration on wetlands.
Planning the wetlands for the purpose of conservation and socio-economic development.
Zoned protected wetlands of international importance, nation. Improving an area of wetland preservation zones, special attention to the conservation of wetlands of international importance and the country, restore the vital wetlands have been degraded.

2. The action programme period 2004-2010 program 1. Building and perfecting the system of institutional, policy on the management of wetlands clearly define the responsibilities, powers and mechanisms of coordination between sectors and levels in the management, conservation and use of wetlands.
Strengthening the capacity of the State management system of wetlands from the central to the base to perform the functions and duties according to the hierarchy.
Build and policy system, the law for the conservation and sustainable development of wetlands, integrating sustainable development plan and conserve wetlands on socio-economic development plan of the social State, local and industry.
Integrating conservation and sustainable development of the wetlands in the strategy of economic development-society and build process, modify the legal texts relating to conservation and sustainable development of wetlands.
And effective implementation of the strategies, plans and policies of the State, the provisions of the law concerning the conservation and sustainable development of wetlands with suitable conditions and local peculiarities.
Enact and implement effective regulations to conserve and restore the wetlands of international importance, nation. Build and execute the plan, the recovery and conservation solutions consistent with the importance and the level of danger of the different wetlands.
The program 2. Inventory, database construction and master planning for the conservation and sustainable development of the wetland inventory and periodically updates the current state of wetlands (area, range, number, type, value, function, etc.) and mapping to wetlands as the basis for planning the use of conservation and management of wetlands by national and international standards.
Investigation of the natural conditions, economic, social, biological diversity in the wetlands of importance; determine and establish the list of wetlands of international importance and the country, the threatened wetlands at different levels; establishment of the list of species, populations of the rare creatures that live in the wetlands to conservation plans.
Building and the Government issued a list of wetland conservation area in need of protection.
The research and choice of 25 wetlands of international importance recommendations are recognized as Ramsar area.

Program 4. The conservation of wetlands of international importance and the country and restore the vital wetlands have been degraded determine the extent of the threat to the wetlands, the benefits that the restoration, preservation of wetlands bring as the basis for building the plan conservation measures, and wetland restoration.
Promote the conservation of wetlands of international importance and the country, especially the wetlands ecosystem characteristics according to the ecosystem approach.
Implementing recovery and improvement in the critical areas of wetland and ecological peculiarities and biodiversity. Diversification of the forms of conservation, restore the wetlands bring many benefits for socio-economic, environment and ecology.
Construction and application of the method of evaluating the degree of vulnerability of wetlands due to the impact from the outside and the method of restoration, wetland conservation work.
The program 5. The capacity of the scientific research institutions under the priority orientation to meet the requirements of conservation management and sustainable development of wetlands construction, perform network planning and development plan of scientific research on wetlands.
The modernization of infrastructure, laboratory, observation, research on wetlands.
Integrating activities to track changes in the wetlands in the monitoring system of resources and environment (using remote sensing technology) to build and train the staff in scientific research, high level, capable of tackling the issues related to sustainable development , use tactful and conserve wetlands.
Diversify and secure the financing for scientific research, general investigation on wetlands, has a policy of encouraging scientific innovation in the field of sustainable development, use tactful and conserve wetlands.
Program 6. Raising awareness of conservation and sustainable development of wetlands to build awareness programs for comprehensive conservation management and sustainable development of wetlands.
Diversified forms of awareness raising measures, comprehensive wetlands by different objects.
Build networks of propaganda, disseminated in order to raise awareness about wetlands, with the participation of the social and political organizations, professional societies, unions and individuals.
Create all favorable conditions for sharing of information and the transfer of the management methods of conservation and sustainable development of wetlands to organizations and individuals concerned.
Building and perfecting the network perform to raise awareness about wetlands include the environmental education centre, museums, national parks, protected areas, eco-tourism, information center, information agencies and other related bodies.
Training, fostering a team doing advocacy work, popular awareness about wetlands.
The program 7. Improving the efficiency of international cooperation serve the sustainable development of wetlands research and proposed mechanisms, policies aimed at diversifying the sources of investments for conservation and sustainable development of wetlands.
Build and execute the program, the multilateral cooperation projects and bilaterally to diversify investment, technical assistance and technology transfer, training and exchange of officers serving for conservation management and sustainable development of wetlands.
Institutionalizing international commitments relevant to wetlands consistent with law and actual conditions in Vietnam.
Capacity-building for focal agencies implement the Ramsar Convention, and mobilize resources to fulfill the international commitments relevant to wetlands that Vietnam joining.
3. The priority projects the selection of priority projects based on the scale of the impact, the ability to widely applied by the project on a national scope. In the period 2004-2010, nine (9) project at the annex of this decision is to implement the priority to implement the plan of action.
4. the distribution plan to be implemented in two phases: phase one from 2004 to 2006, the second stage from 2007 to 2010. Each program is monitored and evaluated according to the objectives. Once the first comprehensive review of the implementation of the plan will be conducted in 2006, and the second comprehensive review in 2010 in conjunction with the preparation of the plan of conservation and sustainable development of wetlands for the next decade.
 
Article 2. Organizer: Ministry of natural resources and the environment is hosted, in cooperation with the ministries, local implementation plan. Annual recurring, Ministry of natural resources and the environment in collaboration with the Ministry of planning and investment and the ministries, local review and assess the implementation of the action plan for the conservation and sustainable development of the wetlands the period 2004-2010. The Ministry of environmental resources and coordinate the process of monitoring and evaluation to timely adjust, supplement this action plan.
Ministries, sectors and localities concerned, by function, its tasks in cooperation with the Ministry of natural resources and the environment to the organization implementing the action plan.
Financial resources make this action plan includes resources from the State budget, funding from the programs and international cooperation projects, support funding of organizations, individuals and other sources.
 
Article 3.  This decision has the effect after 15 days from the date the Gazette article 4. Ministers, heads of ministerial agencies, heads of government agencies, the Chairman of the people's committees of provinces and cities under central and the Organization, individuals responsible for the implementation of this decision.
