The DECISION of the MINISTER of FOREIGN AFFAIRS functions, tasks, powers and organisational structure of the Institute of international relations of the MINISTRY of FOREIGN AFFAIRS pursuant to Decree No. 21/2003/ND-CP dated 10 March, 2003 of the Government functions, tasks, powers and organizational structure of the Ministry of Foreign Affairs;
Pursuant to decision No. 279/CT on August 1, 1992 by the President of the Council of Ministers about the renaming of the Institute of international relations Ministry of Foreign Affairs of the Institute of international relations;
At the suggestion of the Director of the Institute of international relations and Director of the Organization Department, DECIDES: 1. The position and function 1. The international relations Institute hosted a career in the Foreign Ministry, acting on the basis of the State budget, task management service with the State of affairs in the running: training-fostering qualified foreign undergraduate and graduate students, scientific studies about international relations and management of the scientific research program of the Ministry of Foreign Affairs.
The Institute of international relations in the system of national institutions enjoy every mode, the policy issued by the State for the Academy. The Academy under the direct management of the Ministry of Foreign Affairs, and subject to the direction of the expertise of the Ministry of education and training.
2. The Institute of international relations has legal personality, there are seals, opened an account at the Bank and the State Treasury.
3. International Trading Name in English are: THE INSTITUTE FOR INTERNATIONAL RELATIONS abbreviation: IIR 4. The headquarters of the international relations Institute at 69, Chua lang Street, Ward, Dong Da District, Hanoi.
Article 2. Duties and powers of the international relations Institute has the following powers and duties: 1. training program for teaching undergraduate and graduate courses on international relations; jointly organised refresher courses to enhance knowledge of Foreign Affairs for the civil servants of the Ministry of Foreign Affairs and of the local in the country;
2. strategic research organization about international relations and foreign policy of the country, the Foreign Ministry in the building of the foreign policy of the party and State;
3. Is the focal agency advised the Foreign Ministry leaders in the Organization and management of the scientific activity of the Ministry of Foreign Affairs;
4. Coordinated, collaborative research, teaching international relations with universities, institutes, academies, research centers, and Government institutions, domestic and foreign NGOs. Join the diplomatic channel activity II of the research agencies and scholars;
5. Join the propaganda about the way, foreign policy of the party and the State.
Article 3. Organizational structure 1. Leadership Academy: Academy leadership consists of the Director and three Deputy Managing Directors. In addition, the deputy curator of the work by the Director.

-Scientific management;
-Training rooms;
-Personnel-cadre;
-Management-Finance;
-Faculty of foreign languages;
-Fostering Faculty and postgraduate training;
-International Economics;
-Faculty of international law;
-International political science and Foreign Affairs of Vietnam;
-Dept. of Peroneal Chile nin and Ho Chi Minh ideology;
-Training Center, the French translation;
-Training Centre in English translation;
-Research Centre for North-East Asia;
-South East Asia Research Centre;
-European American Studies Center;
-Information Centre-Library.
3. The Director of the Institute is responsible for construction of the regulations on the Organization and activities of the Institute and organizations make when it was approved by the Minister.
Article 4. This decision takes effect 15 days from the date The quote and replace decision No. 797/QD on September 21, 1992 by the Minister of Foreign Affairs functions, tasks and organization of the Academy of international relations and the previous provisions contrary to this decision.
Article 5. Director of the Institute of international relations, Director of the Organization Department and the heads of the relevant units responsible for the implementation of this decision.
