The DECISION of the PRIME MINISTER approving the agreement sponsored by the International Fund for agricultural development (IFAD) for decentralized poverty reduction program the province of Ha Giang and Quang Binh province.

Pursuant to Decree No. 17/2001/ND-CP DATED April 5, 2001 of the Government on issuing regulations and use of the sources of official development assistance (ODA);
Considering the recommendation of the Minister of Finance No. 2441/TC-TCĐN March 2005, decision: article 1. Approval of funding agreements "decentralized poverty reduction program the province of Ha Giang and Quang Binh province" between the Government of the Socialist Republic of Vietnam and the International Fund for agricultural development (IFAD) signed on 15 February 2005.
Article 2. Affairs of the Ministry of Justice issued a legal opinion on the funding agreement.
Article 3. Ministry of Foreign Affairs made the foreign procedures of approval to declare the agreement to take effect.
Article 4. Affairs of the people's Committee of Ha Giang and Quang Binh province to implement the content of the agreement. Since when have enforceable agreements.
Article 5. This decision has the effect after 15 days from the date The report.
The Minister of finance and the Ministers, heads of agencies, the Chairman of the people's Committee of Ha Giang, Quang Binh Province: is responsible for the implementation of this decision.
