The DECISION of the MINISTER of FINANCE On issuing the regulation review Medal "Vietnam financial career Because" the MINISTER of FINANCE pursuant to the law the emulation, reward has been the Congress of the Socialist Republic of Vietnam, POKER 4 session key passed on November 26, 2003;

At the suggestion of the Director of the Organization Department, Chief of the Finance Ministry.
 
 
Decision: article 1. Attached to this decision a legal review Medal "because of Vietnam's financial career".
Article 2. This decision has the effect after 15 days from the date The quote and replace decision No 44/2003/QD-BTC dated 7/6/2003 by the Minister of finance. Director of the Organization Department, Chief of the Ministry, heads of units of the Ministry of finance is responsible for the implementation of this decision.
 
 
REGULATION REVIEW AWARDED the MEDAL "for VIETNAM'S FINANCIAL CAREER" (attached to decision No 42/2005/QD-BTC, 7/7/2005 of the Minister of Finance) chapter I GENERAL PROVISIONS article 1. Medal "for the cause of Vietnam finance" (hereinafter referred to as the token) is awarded by the Minister of finance to acknowledge and encourage the contribution of the individuals who have contributed to the cause of construction and financial sector development.
Medals are awarded for the individual.
 
Chapter II REVIEWS the STANDARD OBJECT and DONATE Things 2. Review object medal include:-personal as public servants (hereinafter called officers) who are directly working in the units of the Ministry of finance through the period.
-Leader of the party and the State, the head of the social and political organization in Central (Vietnam Fatherland Front, Vietnam Women's Union, the Vietnam General Confederation of labor, the Communist Youth Union Ho Chi Minh, Vietnam Veterans Association, Vietnam farmers ' Union).
-Leaders of the ministries; locality; businesses and individuals outside the industry have contributed to the achievement of financial woes.
-Alien individual contributions to build the financial sector development, Vietnam.
Article 3. Review criteria: 1. the Medal for officers to the unit in the Ministry of finance, the Department of finance province, central cities; Financial district, County; Ward Township finance: a) general criteria: officials (including the incumbent, retired, death) have work process in the financial sector sufficient for 20 years (not converted) for men, enough for 15 years (not converted) for females, completing assigned tasks. Time the work in the financial industry for the incumbent officer was until June 30 of every year; for retirement are as of the date of retirement; for officers from the ceiling, is calculated to the date of death.
Not considering Medal for officers had been disciplined fired legal, are being prosecuted or has been sentenced in prison or during enforcement of discipline. Case officers in times before there were disciplinary infringement (not in the aforementioned subjects) but was deleted, when considering the right except the time be disciplined and only be awarded after 3 years from the time of clearing the discipline.
b) other provisions:-officers have time working directly in the unit in the financial sector since the early establishment of the financial sector (ATK, agency in Vietnam, barn Basis silver, salt, ...) in the period against France.
-Financial industry officials sacrificed while on duty are recognized as martyrs.
-With respect to officials in the financial services industry to work in other sectors or military service, then return to work in the financial industry, the time the work in other sectors, time to do military service still counts as working time within the financial industry.
-Officers had time to work in the financial industry for 15 years (for men), 12 years (for women), then move the work out the bodies outside the industry as of when the review suggested gifts are still doing accounting work.
-Officers of the Tax System, the State Treasury, corporate finance manager ... operation from other sectors to the time doing accounting work in earlier units also count as working time within the financial industry.
-Officers have worked in the field of customs, pricing, national reserve from the central to local and State Securities Committee, was working at the time plus the Agency earlier in time transfer to the Ministry of finance to review medal.
-Provincial leadership, central cities; District of financial authorities (financial, Tax, Treasury, national reserve, customs) are rotated appointed head of the party organization, the local Government has had time to work in the financial industry for 15 years.
2. With regard to external financial industry officials have much contribute to financial woes was considering medal include: a) The leaders of the party, the State, the head of the social and political organization in Central incumbent (Vietnam Fatherland Front, Vietnam Women's Union , Vietnam General Confederation of labor, the Communist Youth Union Ho Chi Minh, Vietnam Veterans Association, Vietnam farmers ' Union).
b) leader of the Ministry, the incumbent industry (including the Minister, the Deputy Minister in charge of Finance);
c) Service Chief, Deputy Director of the finance and accounting departments, ministries, branches of the party, the central unions had time accounting work from 20 years (for men) 15 years (for women) or over and is still serving, not violate financial discipline.
d) incumbent local leaders (including the Secretary of The Committee, the Select Committee, the President of the people's Council, Chairman of the provincial people's Committee, the central cities).
DD) Vice Chairman of people's Committee of the central cities, the incumbent, had 5 in charge of finance.
e) Chief Accountant of the enterprise with time accounting work for 15 years and over and is still serving, the process of financial and accounting work in units of completed tasks, ensure full State budget obligations, does not violate financial discipline.
g) individuals in related fields: press, radio, television ... have time work from 10 years or more directly involved in building support in the financial industry in the course of performing their duties.
3. for foreigners: foreigners working in the diplomatic corps, international organizations in Vietnam, when completing the work of many employees to help Vietnam finance sector on the face: extension of financial cooperation with the countries and the international financial institutions; mobilization of international organizations, major donors contribute help on spiritual, material or other major contributions on consulting, training, technical assistance, etc. consistent with the expansion of foreign relations and international financial cooperation of the Government of Vietnam to help Vietnam finance implementation of assigned tasks.
-The case of the other special diplomatic in nature.
4. in exceptional cases, the Minister of finance decides the medals awarded to individuals on the basis of the proposal of the Director of the Organization Department and Chief of the Department.
 
Chapter III PROCEDURES UNDERWAY article 4. Process review specific medal as follows: 1. At Central: a) for officers working in the units of the Ministry of Finance:

Heads of unit based on the object, the standards in article 2, article 3 list of individuals (according to the model No. 1 attached) review standard medal to the Minister.
b) for officers of the Ministry of Finance has retired, lost labor: management unit heads before officials at the holiday retirement, lost labor in coordination with the retirement Board of the Ministry of Finance set up a list of eligible individuals are considering sending Medal of the Ministry of Finance (form No. 1).

Corporate Finance Directorate is responsible for introducing the list of Chief Accountant of the enterprise to the enterprise with the Finance Ministry proposal text, consider donating.

2. In the local:-heads of units of the Ministry of finance had held the vertical system in the province, central cities have common responsibility regulation review awarded the Medal "for Vietnam's financial career" to the base unit in the system management unit , make a list of civil servants can consider sending Medal of the Ministry of finance through the General Department of taxation (for the tax, the city); The State Treasury (for the State Treasury Department, City); National reserve (for the national reserve area); General Department of Customs (for the local customs Bureau and other units in the customs administration plays in local);
-Director of the financial Department of the province, central cities have the responsibility to review regulation popular medal to the base unit and the General list of officers in the scope of management can review medal posted on the Finance Ministry to consider earning medals.
-Director of the financial Department of the province, central cities are responsible for recommending the report lists the local leaders to prepare the procedure suggested the Ministry of finance awarded medals for the local leaders say in point d, e of article 3.
-Chief Communications Officer retirement and Chief Communications Officer Ministry of finance ATK created a list of retired officers are eligible for the medal review (via Service personnel).
Article 5. The review Medal "because of Vietnam's financial career" is done every year. The units suggest considering medal completed delivery of the records of the Ministry (Service personnel) on June 30, Service personnel records set in collaboration with the Office of the procedures the Board of emulating commended the Ministry of finance approved the Medal list and announced the donation on the occasion of the anniversary of the founding of the finance sector 28/8 every year.

Chapter V the ORGANIZATION AWARDED MEDALS to article 7. The Ministry of finance authorize heads of units of the Ministry announced and awarded medals to the officers in the management unit.
 
Chapter VI HANDLING INFRACTIONS and RESOLVE COMPLAINTS, accusations ABOUT CONSIDERING MEDAL article 8. Handle violation of considering medal 1. The individual would report not true on the standard rules for the medal revoked medals, certificates and removed the name of the review decision.
