The DECISION on development education, and vocational training in the Mekong River Delta region until 2010 _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ the PRIME MINISTER pursuant to the law on organization of the Government of 25 December 2001;
Considering the recommendation of the Minister of education and training, the DECISION: article 1. The development of education, vocational training and the Mekong Delta region to 2010:1. Enhance recreation and quality of human resources in the Mekong River Delta to promote the power of the region, created the breakthrough in the process of socio-economic development and promote the industrialization and modernization; construction of the Mekong River Delta in the comprehensive, sustainable development, becoming a key economic region of the country with high economic growth.
2. Striving to 2010 education development index, and vocational training of the Cuu Long River Delta equal the average index of the country.
Article 2. The specific targets on development education, vocational training and the Mekong Delta region to 2010:1. Preschool education: a response from the 15-17% of children under 3 years of age send daycare; 65-67% from the attraction of children 3-5 years of kindergarten, mobilized 90-95% of children 5 years old to kindergarten to prepare for elementary school. Article 3. The solutions in the development of education, and vocational training in the Mekong River Delta region 1. c) strengthen investment in capacity building training for pedagogical colleges to ensure the quality of teacher training and training in other professions; construction of the can Tho University under University criteria; strengthen the construction of infrastructure-Medicine Medical University of can tho, An Giang University, University pedagogy Dong Thap, Tien Giang University;
d) investment to build a training facility of the University of fisheries in Kien Giang Province;
DD) upgraded the College building of Western Pedagogical College, Lieu, technical college of Vinh Long, Tra Vinh Community College into a University. Building research in the Mekong River Delta region of the base Foundation for the cultural sector;

2. Article 4. A number of mechanisms, policies 1. Article 5. Implementation 1. The provincial people's committees of localities in the Mekong Delta region to determine the implementation of the content of this decision is the primary mission of the party committees at all levels, local government levels and the people in the region; at the same time works closely with the Ministry, the Central sector in building and organizing the implementation of the programme, the scheme propounded.

2. 3. 4. The Ministry of finance, the Ministry of planning and investment in coordination with the Ministry of education and training, the ministries concerned and the people's committees of provinces and cities in the Mekong River Delta region of building plans and ensure the gradual increase in the rate of investment for education, vocational training and the Mekong River Delta from 17.17% currently to 20% of the total education budget , and vocational training of the province, the central cities in 2010.
5. State Bank of Vietnam to steer credit sources favor incentives for college students and colleges in Mekong River Delta school loan in order to expand opportunities for poor people, who have difficulties with the College and University study.
6. The ministries: Interior, industrial, agriculture and rural development, fisheries, construction, transportation, trade, health, culture and information, national defense, public security, science and technology, postage, telecommunications, natural resources and environment, Vietnam television station, radio voice of Vietnam, the Committee : Ethnic, sport, population, family and children; Of tourism, relevant agencies to coordinate with the Ministry of education and training and the Ministry of labor, invalids and social mobilization of the resources of the Ministry of industry, integrating with other programs, investment projects in the field of management by the industry, to develop education and career training in the Mekong River Delta region.
7. Every year the ministries, local Government reported on the results of this decision.
Article 6. This decision takes effect 15 days from the date The report.
