Pursuant to Decree No. 91/2002/ND-CP dated 11 November 2002 from the Government functions, tasks, powers and organizational structure of the Ministry of natural resources and the environment;
According to the recommendation of the Minister of natural resources and the environment, decision: article 1. Approving the national strategy on water resources by 2020 with the following principal contents: i. VIEWS and PRINCIPLES a. perspective 1. Water resources is the major component of the living environment, are particularly important factors in ensuring the successful implementation of the strategy, planning, economic development planning, social, national defense, guarantee of national security.
2. Water resources are owned by the whole people state management. Every organization or individual has the right to exploit, use of water resources for the needs of life and production, at the same time have the responsibility to protect, the sustainable development of water resources and prevention of harmful effects caused by water under the provisions of the law.
3. management of water resources must be made according to the method of synthesis and unification on the basis of river basins. Water use structure must fit the economic restructuring during the period of promoting industrialization and modernization of the country.
4. Water resources must be sustainable development; extraction, using savings, efficiency, and maximum target. To treat the product water is the goods; soon deleted the mechanism, make socializing activities protection, water resource development and the provision of water services.
