Decision on establishing and strengthening the Vietnam Trade Office in the Middle East, the Americas, Europe _ _ _ _ _ _ _ _ _ _ _ the PRIME MINISTER pursuant to the law on organization of the Government of 25 December 2001;
Basing the Ordinance about the representative body of the Socialist Republic of Vietnam abroad on 02 December 1993 and Decree No. 183/CP on November 18, 1999 the Government instructed a number of articles of the Ordinance on the Vietnam representative offices abroad;
Pursuant to decision No. 194/2007/QD-TTg dated 28 December 2007 by the Prime Minister on the approval of the project sort of organization, staffing the Vietnam representative offices abroad;
Considering the recommendation of the Minister of industry and trade. Decisions 1.
1. Establishment of 4 business in the country: I-xra-en, business headquarters in Tel Aviv; Venezuela-du-Hey-la, business headquarters in the capital Caracas, Pa-based business in Pa-na-ma; Arabic-Saudi Arabia, business headquarters in the capital Riyadh and established commercial branches in Houston, the United States, the Headquarters Branch business in Houston instead of the commercial branch in New York, United States.
2. Increased 2 to trade at EU-Belgium, commercial headquarters located in Brussels-Belgium.
3. each payroll business and branch business new established must not exceed 2. Going forward, each business and business branch of the newly formed 1st layout.
4. Officers in charge of business in the EU-Belgium was appointed to the position of counselor. Officers, civil servants and trade service in other countries was appointed the Foreign Minister from the Counselor, Attaché, Third Secretary to first Secretary. The election of officers, the layout and the appointment of diplomatic staff working in business due to the Industry proposal, the Foreign Ministry decided to appoint diplomatic level, function as defined in the Ordinance on the diplomatic level, Function and the current rules of the State.
Article 2. Implementation 1. Ministry of industry and trade, in collaboration with the Ministry of Foreign Affairs, the Ministry of finance and the Ministry of Interior to implement the establishment and enhancement of the Vietnam trade office abroad by the following route: a) 2009 founded 12 business in the country: I-xra-en, Venezuela-du-Hey-la, and enhancing the staffing of the trade in the EU-Belgium;
b) in 2009-2010 established 2 business in the country: Saudi Arabia-Saudi Arabia, Pa-na-ma and branch business in Houston, United States.
Industry functions, specific tasks of the business; construction estimating State funding levels for the establishment, strengthening and operation of the business according to the progress of every year, the competent authorities for approval.
2. The Ministry of the Interior made the delivery of payroll for the business under the provisions of this decision.
3. Ministry of Foreign Affairs made the appointment function, diplomatic level for officers was sent to work in the cases prescribed in paragraph 4 to article 1 of this decision, on the basis of the proposal of the Ministry of industry and commerce in accordance with the Ordinance on the diplomatic level, Function, Decree No. 13/CP dated 16 March 1996 the Government passed the Ordinance on the jaw the diplomatic level, and the current rules of the State.
The Foreign Ministry directed the Vietnam representative body in the country, the headquarters office layout work, accommodation for business officers working in representative offices in Vietnam.
In this case, the Vietnam representative offices in the country are not eligible to Office layouts, Office and accommodation for staff, Industry is responsible for proactively based rental, Office work, housing for officers working in the business and Trade Service Branch under State funding levels in the annual budget estimates Industry. 4. The Ministry of finance, in cooperation with the Ministry of industry and trade and the ministries involved estimating the budget of the State, allocate sufficient funding to ensure the implementation of the establishment, enhancement of the business in the country according to the provisions of this decision.
Article 3. This decision has effect from the date of signing.
Article 4. The Secretary of the Ministry of industry and trade: finance, Foreign Affairs, internal affairs, ministerial-level agency heads, heads of government agencies responsible for the implementation of this decision.
