DECISION on approval of the project "development of preschool period 2006-2015" _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ the PRIME MINISTER pursuant to the law on organization of the Government of 25 December 2001;
Pursuant to the law on education of 14 June 2005;
Bases the resolution the Government session in November 2005;
According to the recommendation of the Minister of education and training.
Article 1 DECISION. Approval of the project "development of preschool education in the 2006-2015 period" with the main content as follows: i. direction 1. Preschool education is the first level of the national education system, laid the Foundation for the development of physical, intellectual, emotional, aesthetic of Vietnam children. The care of pre-school education development is the common responsibility of the authorities, of each industry, each family and the whole society under the leadership of the party and the administration of the State.
2. the State is responsible for the management, investment in development of preschool education; at the same time create favorable conditions of the policy, mechanism, promote the work of socialization; the State has a policy of priority investment in development of preschool education in the area of socio-economic conditions are difficult, extremely difficult, mountainous, remote areas, Islands, border.

II. goals 1. Common goal: developing preschool education in order to create the basic movements, firmly and comprehensively enhance the quality of foster care youth education; consolidate, expand the network of preschool educational establishments, particularly focused towards the minorities, the socio-economic conditions are particularly difficult, mountainous, remote areas, border areas, Islands; diversify the modes of care, education; secure mode, policy for preschool teachers. 2. Specific objectives: a) training, fostering, improving the quality of preschool teachers, strive to have 80% of the teacher training level standard 2010 and 100% by 2015, of which 8% level on the standard 2010 and 15% in 2015;

III. Tasks and solutions 1. DD) directs implementation of the regime, the policy for preschool teachers in accordance with the regulations of the State, especially the social security regime, medical insurance, wages; build the policy created equality between teachers in the preschool institution type public and non-public.
2. 4. Supplement, improve the mode, policy, promote the socialization of pre-school education sector a) continue to carry out, at the same time, additional research, improve the development of preschool education as defined in decision No 161/2002/QD-TTg on November 15 2002 by the Prime Minister. 5. 6. Article 2. Implementation 1. The Ministry of education and training is responsible for: a) presiding, in cooperation with the ministries, local direction, guide, build the project, program details, the specific content of this project to implement;

c) building mechanisms, policies on families and children served the goals of developing preschool education.
3. Ministry of planning and investment has responsibility: a) presiding, in cooperation with the Ministry of education and training in General, the evaluation program for preschool education in the program of the national education goals in the 2006-2010 period to the Prime Minister for approval;
b) in coordination with the Ministry of finance, the Ministry of education and training to build the annual investment plan for preschool education in the local area; improve the work of budget allocation spent as often.
4. The Ministry of finance is responsible for: a) the regular budget layout, program goals for preschool education to ensure the objectives, the progress of implementation of the scheme; strengthening financial inspection, Inspector in accordance with the budget Law;
b) presiding, in cooperation with The relevant agencies, improved budget allocation; additional building, perfecting the mechanism, the necessary financial policies aimed at the development of preschool education.
5. The Ministry of the Interior is responsible for the study, modification, additional mechanisms, the policy on the staffing of teachers, educational managers in the preschool institution types.
6. The Ministry of health is responsible for: a) presided over the construction plans and implementation of vaccination programs, prevention for children; in collaboration with the Ministry of education and training to build and improve the medical services program, wellness, nutrition programmes in training, pre-school teacher training.
b) in coordination with the Ministry of education and training to make the dissemination of knowledge, skills and provide health care services, child education in the family.
7. The Ministry of labour, invalids and Social Affairs is responsible for: host, in collaboration with the Ministry of education and training in directing, monitoring the implementation of social insurance regime, health insurance and other social policies for teachers and preschool.
8. the people's committees of all levels are responsible for: a) construction program, the project materialize the goals, tasks, solution of this scheme to steer, implemented;
b) directs implementation of the plans, construction of preschool education institutions, teacher training plan, mobilize preschool to school for each stage in accordance with the socio-economic conditions of the locality;
c) directing the implementation of the investment facility, the equipment, toy serves the deployment of new preschool education program; have incentive policies aimed at the development of preschool education; ensure the layout of the budget spent on preschool education according to current rules;
d) directs the application perform mode, the policy towards teacher in the type of preschool education institutions in accordance with the provisions of the State.
9. The Government proposed the Vietnam Fatherland Front, Vietnam Women's Union, the Vietnam study Promotion, organizations, unions involved in the development of preschool education, the kids to daycare, kindergarten; increased popularity, provide health care, education and knowledge to each family.

Article 3. This decision has the effect after 15 days from the date The report.
Article 4. The Ministers, heads of ministerial agencies, heads of government agencies, the Chairman of people's Committee of the central cities, is responsible for the implementation of this decision.
