The DECISION approving the general planning tasks to build Ho Chi Minh City by the year 2025 _ _ _ _ _ _ _ _ _ _ _ _ _ _ the PRIME MINISTER pursuant to the law on organization of the Government of 25 December 2001 and Decree No. 86/2002/ND-CP dated 5 November 2002 of the Government functions, tasks, powers and organizational structure of the Ministry , ministerial bodies;
Pursuant to the law building on November 26, 2003 and Decree No. 05/2004/ND-CP on August 24, 2005 by the Government on planned construction;
Considering the recommendation of the Minister of construction in document No. 69/TTr-BXD dated 13 October 2006 approving the task of adjusting the overall planning for the construction of the Ho Chi Minh City by the year 2025, Decisions 1. Approval task to adjust general planning building in Ho Chi Minh City by the year 2025, with the following principal contents: 1. nature: Is a special municipality, a major centre of economy, culture, science and technology, there are important political position of the country; clue international exchanges; a centre of industry, public service, science and technology of the South East Asian region. 2. The scope, boundaries and scale set to adjust overall planning to build: a) the scope of the study includes the entire administrative boundaries of Ho Chi Minh City and the surrounding provinces, including: Binh Duong, Binh Phuoc, Tay Ninh, Long An, Dong Nai, BA RIA-Vung Tau province, Tien Giang; with an area of 30,404 km2.
The scope, boundaries adjusted projects overall planning covers the entire administrative boundaries of Ho Chi Minh City, with an area of 2,095 km2.
b) population:-2025 of about 10 million people; Guest and staying (under 6 months) of about 2.5 million people;
-Population distribution: the old city area from 4.0-4.5 million; inner city development zone (6 new districts) from 2.8-2.9 million; about 2.6 million people from suburban areas (in which rural population is about 0.5 million).
c) scale urban construction land: 2025 about 90,000-100,000 ha; the old city zone in about 14,000 hectares; inner city development area of about 35,000 hectares and about 40,000-50,000 suburbs ha.
3. objectives and perspectives: a) target: Ho Chi Minh city construction and sustainable development, harmony between economic development with the preservation of historical, cultural and environmental protection; ensuring security, Defense Department link direction to become a civilized, modern cities, increasingly large contribution to the development of the southern region and country; step by step to become a centre of industry, services, science and technology of the South East Asian region. b) view point:-promote the special role in the city's relationship with the Ho Chi Minh City, the southern region, with both domestic and international;
-Harmonious development, building synchronization between new and renovated, the embellishment of the town; between the urban space development and technical infrastructure, social infrastructure, protection of the environment;
-Developed modern city, the having the identity; exert particular strengths of the river water, at the same time create attractiveness of the municipality; improving the quality of life of the people.
4. The main goals of the projects: a) targets urban construction land: land urban construction average: 80-100 m2/person, in which the average construction land 55-65 m2/person, the green land in civilian areas by an average of 8 m2/person land, construction of public welfare on average 4-6 m2/person;
b) targets the urban technical infrastructure:-traffic: traffic ground targets (dynamic and static) 20-24 m2/person; land transport accounted for 22-24% of urban construction land; the main lines density reached 4.5-5 km/km2.
-Water supply: water level indicator approx. 200 litres/person/day; give the industry some 50 m3/ha. The proportion of population of the municipality was granted a 100% water.

5. DD) proposed subdivision of functions and structure of the city space, including:-civil Area (the old city area, urban development areas, suburban areas; the rural residential area; the improvement, embellishment and upgrading technical infrastructure, social infrastructure); in the urban areas of science, urban-Hiep Phuoc port, urban North, Binh Quoi urban-Multi Bar;
-The industrial clusters: towards relocating industrial polluters out of the old city area; limited industrial development in the inner city development; sort by industry specialization and attract investment to develop the clean, modern industry, the high scientific content, great value, use less labor and do not pollute the environment;
-The system of fusion centers, specialized Center (culture, training, scientific research, health, sport, tourist and health resort ...), urban centres;
-The system of urban green parks, water, open space, especially the landscape along the banks of the Saigon River; the points and the trees in the old city area based on the principle of exploitation the landscape, the river water and canals of the city to perform at the same time the functionality marine traffic, drainage, regulate water and landscapes;
-The conservation areas, especially protected biosphere reserve can GIO, the forest, the forest of special purpose in Cu Chi district, Binh Chanh; prohibited and restricted building in the area of the belt safety protection, public security, national defence; limiting urban development in the areas of agriculture, forestry has a matching function do ecological belt of the city.

+ The proposed layout for the development of static traffic (parking, underground parking and on the ground).
-Preparation of soil-building techniques: identifying the core control construction of each area, the city's main traffic axis; proposed solutions for drainage (drainage and navigation basin, drain system) combines the solutions created the Lake, dredged canals, create open space, green; the anti solution attenuated, scoured the river banks, the effects of the tide.
-Water supply: water supply, identify the needs, the location, the scale of the works, water supply pipeline network and the specifications mostly; proposed solutions to protect surface and groundwater; research needs based on the planned construction of the Ho Chi Minh City.

6. Component profile: profile projects adjusted overall planning construction of Ho Chi Minh City by the year 2025 to comply with the provisions of article 17 of Decree 8/2005/ND-CP on August 24, 2005 by the Government and circular No. 15/2005/TT-BXD DATED August 19, 2005 of the Ministry of construction about the set up instructions , appraisal, approval of the construction plan.
7. Implementation: a) the governing body plans: the people's Committee of Ho Chi Minh City;
b) Investor agency plans: people's Committee of Ho Chi Minh City;
c) projects agency planning: Planning Institute building in Ho Chi Minh City;
d) key projects: the Ministry of construction;
DD) approval Level: Prime;
e) time projects: 18 months after the mission design was approved.
Article 2. The people's Committee of Ho Chi Minh City in coordination with the Ministry of construction and the ministries concerned organized projects to adjust general planning building in Ho Chi Minh City by the year 2025.
Article 3. This decision has effect from the date of signing.
Chairman of people's Committee of Ho Chi Minh City, Minister of construction; the heads of agencies, organizations, individuals concerned is responsible for the implementation of this decision.
