II. CONTENT DEVELOPMENT FOLLOWING RICE HARVESTING, CORN, SOYBEANS AND PEANUTS UNTIL 2020.

1. Push for research, design, fabrication of equipment machinery and technology chains following rice harvesting, corn, soybeans and peanuts with high quality and performance performance, the price of lower cost.

The study, which improved the type of slicing machine in the direction of developing the preeminence of the machine, such as the logical moving speed, is suitable for both the water and dry field; lightweight, easy to move, less fuel consumption, multi-purpose use; the right price. with the ability to invest in farmers and service facilities.

Promotion of the joint reacraction program that involves the harvesting of BSCL rice harvesting and concentrated production areas. The project's implementation of the experimental production was based on research, surveing, and the development of rice harvesting machines; development, adding new features, more superiority; and overcoming the limited, defective aspects of existing machines.

The study, perfalizing the corn harvesting machine, proceeded to implement the mechanization of maize production. Research, fabrication of a coherent harvest machine, soybean-scale soybean, which is consistent with region-based terrain conditions.

Improved research, improving the performance of multi-purpose dryers, can combine drying, corn, soybeans, and lost; compact, lightweight, easy to move and use, the price of lowering, consistent with the scale of agricultural production.

The design and introduction of a number of warehouse models containing maize, soybeans, and advanced standards, meet the requirements of the business facilities, to produce the raw materials for export standards.

The study, which applied the preservation techniques of rice, corn, soybeans and lost in biological and physical methods, replaced the chemical preservation technique.

Research, production of equipment, rice preservation tools, corn, soybeans, and family-based family-based optimism, low-cost, utility, safe, sanitary for farmers.

The study applied the application automation system applied in the processing chain, seed preservation, rice, corn, soybeans and lost, synthetic breeding food.

2. Implemfication of mechanization, each step automation following rice harvest, corn, soybean and peanut.

a) rice industry

(1) Harvest, draw

As of 2006-2010, the mechanization of the mechanization of the country had grown to 35% of the country's grain cultivation. In order to encourage coopercooperation, the household invested in a joint-engine (including a variety of machine-built and imported water), with a capacity of 0.2 hectares per hour/machine and 0.4 ha/hour/machine.

The 2011-2020 period: Invitalization of the mechanization of the mechanization of the country by 2020. Encouraging the development of the joint reacraction machine and the line-up, the production of 0.4-hour/hour-to-hour power improvements.

(2) Clean and clean

2006-2010: Recommends investment economic components development of 0.5-2.0 metric tons/batch capacity dryers (size and contact); 3.0-5.0 tonnes/batch (service as a service) and 6.0-10.0 tonnes/batch (processing base, food business), guarantee Capacity-drying capacity of 10 million tons in 2010. The basic grain production is essentially dry. The new construction investment is 100 thousand m2 of exposed ground to dry rice in the area of intensive care, the large proportion of commodities.

The 2011-2020 period: Continue to encourage investment to raise the total amount of grain drying combined with water of over 20 million metric tons by 2020; in which 100% of the volume of grain crops processed rice exported by machine with technology. Advanced; some stitch/work is automated.

(3) Preservation

2006-2010 period: Recommend for farmers to use the tools to contain and preserve grain in agriculture that meet safe, sanitary, anti-insecticate, insect, insect and insect. Facilitefactors for organizations, individuals to invest in storage systems combine the drying services, cleaning the grain for the rainy season of the BSCL flood season, ensuring sufficient capacity to serve on 5 million metric tons of rice per year.

Period 2011-2020: Creating the conditions for businesses, cooperative enterprises, the new investment organization to build 100 thousand tons of dedicated warehouses by modern inventory standards to add additional capacity, highly active guarantee of export activity at key relationships. This includes the port of poetry and the port of Saigon.

The rate of mechanization of rice cultivation in rice business companies exported to 40% in 2010; it increased to 60% in 2015, of which 10% were automated and reached 80% by 2020 with 20% automation.

The upgrade investment, innovation technology equipment management technology equipment for 2010 to over 50% of operations in the preservation of mechanization; reached 65% in 2015 and above 80% by 2020, of which 30% of activities are automated.

(4) Xay rubbing, processing

-Civil rice: The 2006-2010 period, the planning of milling facilities, rice processing, forming concentrated rice processing zones in line with rural construction planning on each of the residential sites. The 2011-2020 period, which encouraged the replacement, innovated the old processing lines with new, modern, international standards of technology.

Mekong Delta: As of 2006-2010, the plan to form 30 export rice processing centres in accordance with the production of 1.0 million hectares of high-quality rice cultivation attached to the construction of the fruit market for the sale of rice grain. The period of 2011-2020, at every investment center a milling combination and production of 20-40 long tons/hours of capacity with modern equipment, organized by closed-loop technology, from cleaning, preliminary, dry, storage, storage, storage, and unloading. Milling, processing, packaging, preservation, ensuring high quality rice products.

The Red River Delta: Privately Owned Civil War. Conducting 3-center planning and rice processing is consistent with a rule of 300 thousand hectares of high-quality rice cultivation, rice speciation. The investment of two markets sold rice grain and agricultural commodities in areas of large commodities. In 2010 the rate of automation in most manufacturing facilities, the rice processing reached 5-10%. By 2020, the rate is up to 20% at domestic service facilities and over 30% at export-service facilities.

(5) Transport

As of 2010, more than 80% of the activity in shipping after rice harvesting is mechanized, up to 90% in 2015 and reaching 100% by 2020, in which the rate of automation is about 20%.

In the major commodity corn production regions: Development of a regulated, interconnected basis. Encouraging and supporting farmers, farm owners put in the use of a corn-collecting machine, increased the rate of mechanization of the harvest to 40% of the total grain of corn; the mechanization of the mechanization of kelp, which reached 80% of the production. At the same time, encouraging investment businesses to build a warehouse system with modern equipment to date to 2010, about 70% of the commodity corn production is preserved in modern warehouses.

-The 2011-2020 period: facilitalation and support for farmers, farm owners, coopercooperos and services facilities access to advanced technologies, cheap but handy and efficient. By 2020, about 70% of the commodity corn is mechanized, over 90% of the amount of chemical corn preserved in the modern inventory system.

(2) Xay rubbing, breeding food processing

-The 2006-2010 period: Incentives for new construction investment to raise 1.5 million tons of capacity, guaranteed production capacity of 6.0-6.5 million tonnes of industrial breeding.

-The 2011-2020 period: Investment doubled the livestock processing capacity compared to the level achieved in 2010 to reach production capacity of 11-12 million tonnes of industrial livestock feed by 2020.

c) soy goods and peanuts

-2006-2010: Recommends design investment, manufacture and transfer to the people's stockpiles of barrels/warehouses that fall or close the right product to prevent nerds, reduce losses. The state has a policy of supporting farmers, rankheads, and bean-based investment services facilities.

In the major commodity production regions: Creating the conditions and support of agents, the post-harvest service builds a mechanism of construction, preservation, and consumption of soybeans and peanuts. Over 70% of soybean production and cargo are preserved in modern equipment and equipment.

-The period 2011-2020: Recommends the investment increase in the number of state-scale schema service, which meets a requirement for a supply of 200,000 hectares of soybeans and 200 thousand hectares of lost land. By 2020, more than 80% of soybean soybean and cargo are mechanized and applied for advanced technology in the preparation, cleaning and classification; over 90% of the commodity production is preserved in modern warehouses.
