The DECREE regulates religious activities in the COUNCIL of MINISTERS pursuant to the law the Council of Ministers held on 4-7-1981;
To meet the needs of the religious activities of the religion;
According to the proposal of the head of the Government's religious Committee;
DECREE: chapter I GENERAL PRINCIPLES article 1. The State guarantees the right to freedom of religion and freedom of non-beliefs of citizens; prohibits the discrimination because of religion or belief.
Article 2. All citizens by religion or non-religion are equal before the law; enjoy all the rights of citizens and the responsibility to make every citizen's obligation.
Article 3. Religious activities must follow the Constitution and the laws of the State of the Socialist Republic of Vietnam.
Article 4. The religious activities of legitimate interests and the legitimate of the faithful was secured. These religious activities for the benefit of the country and the people are encouraged.

Article 15. Dignitaries and monks are economic activities, social-culture as other citizens. CHAPTER III IMPLEMENTATION Article 26. Head of the Government's religious Committee, heads of ministries, State committees, other bodies in the Council of Ministers, the President of the people's committees of provinces and cities area centrally responsible for implementation of this Decree.

Article 28. This Decree replaces the resolution 297-CP DATED 11 November 1977 of the Government Council and take effect from the day of promulgation. The previous provisions contrary to this Decree are repealed.
