According to the recommendation of the Minister of agriculture and rural development, Minister of fisheries, DECREE: article 1. In this Decree the term here is understood as follows: 1. Livestock including cattle, poultry, bees, silkworms, aquatic.

3. Raw materials for the food, or the food menu is the type of product used for processing into animal feed.

Article 2. State management on production, sales, exports, imports of animal feed in order to protect the legitimate interests of the producer, the business and the use of animal feed.

Article 6. Organization, production and trading individual feed must have a business license under the law.
Article 7. The Organization, the individual production of animal feed are goods registered the quality standard of the goods according to the provisions of the law.

Article 20. Article 21. The people's Committee, central cities are responsible for implementing and directing the activity feed management within local state management system of agriculture or fishery as follows: 1. hold feed management in the local scope under the guidance of the Ministry of agriculture and rural development for formula animal feed sector of agriculture, the Ministry of fisheries to feed the fisheries industry;

Article 22. The Minister of agriculture and rural development, the Minister of fisheries according to the functions and powers of the regulatory authorities themselves state on feed quality in the scope of the industry.
Article 23. The State administration of quality animal feeds have the duty to: 1. check food quality in production, sales and use in livestock;
2. resolution of disputes about the quality of livestock feed;

Article 26. Organization, production and business personal feed costs, fees for checking the quality of the food.
Article 27. When feed products did not meet quality standards, the State Agency has the authority has the right to suspend, discontinue the consumption of the product. Feed does not guarantee safety for pets then recovered and reported on the mass media.
Article 28. Organization, individual achievement on feed management, scientific research, production and trading of animal feed will be rewarded.
People have violations of the provisions of this Decree, depending on the extent of damage to the State and for the Organization, will personally sanctioned and material compensation as prescribed by law.
Article 29. State administration and authority sanctioning administrative violations of quality control of animal feed that violates the rules of punishment or sanction vires, then depending on the nature and extent of the violation will be handled from the administrative disciplinary forms to prejudice criminal liability If the physical damage caused to the State, organization or individual to compensation.
Article 30. The Decree has effect from the date of signing. The previous provisions contrary to this Decree are repealed.
The Ministry of agriculture and rural development, Fisheries Ministry according to the functions and powers of coordination with relevant agencies to manuals and urge, check enforce this Decree.
Article 31. The Ministers, heads of ministerial agencies, heads of government agencies, the Chairman of the provincial people's Committee, the central cities is responsible for the implementation of this Decree.
