1. promote information, education and communication to enhance the knowledge and skills necessary to help people self defense, fight against HIV/AIDS for themselves and for the community. The content of the information, education, communication on prevention of HIV/AIDS infection include: knowledge of HIV/AIDS, the legal provisions on prevention, HIV/AIDS;
Prevention of drug trafficking, prostitution to prevent HIV/AIDS;
Healthy lifestyle education, responsibilities of individuals, families and communities in the prevention of HIV/AIDS;
Measures to reduce the risk of transmission of HIV/AIDS;
The liability of the community for people infected with HIV/AIDS; the responsibility of the people infected with HIV/AIDS with the community.
2. The newspapers, magazines, radio, tv stations are responsible for regular information, education, communication on the prevention of HIV/AIDS on the mass media.
State agencies, social organizations, the organizations and the people's armed units are responsible for organizing the work of information, education and communication about HIV/AIDS prevention for the officials and soldiers of his unit staff.
Article 2. The content of education about HIV/AIDS prevention for students in schools, colleges, universities, professional and vocational high school include: basic knowledge about HIV/AIDS and the scientific basis of the prevention measures.

Article 3. Article 5.

Article 8.
1. The person in charge of health authorities from the district or over is entitled to require the person at risk of HIV/AIDS tests detect HIV/AIDS as prescribed in clause 2 article 16 of Ordinance on prevention of virus infection causing immunodeficiency syndrome made in person.

2. Implementation of the provisions on ensuring hygiene in prevention and treatment, healing, particularly sterile medical instruments.
3. Tests or tests that detect HIV/AIDS for persons for blood, semen, tissue, organ or a human body parts.
4. When people are infected with HIV/AIDS must be reported to health authorities.

Article 10.
1. The subject is entitled to the regime risk insurance career when infected with HIV/AIDS: HIV/AIDS-infected People by directly testing, clinical care, serving the people infected with HIV/AIDS, at the base of the State health and healing facility is established under article 24 of the Ordinance on handling administrative violations.
2. State of occupational risk insurance for objects specified in paragraph 1 of this article are working in medical institutions of the State, the basis of healing are established under article 24 of the Ordinance on handling administrative violations.
3. The Ministry of finance in cooperation with the Department of Health regulates the level of occupational risk insurance and the rights of people who enjoy risk insurance mode of occupation when infected with HIV/AIDS.

Article 12. National Committee of AIDS are responsible to: 1. develop strategies, policies and guidelines and the plan of prevention of HIV/AIDS.
2. Guide the direction, check the urge to perform prevention of HIV/AIDS in the country.
3. In coordination with the Ministry of health, the Ministry of planning and investment, Ministry of finance annual budget plan on prevention of HIV/AIDS infection process and Government approved funding allocations for the ministries, civil society organizations, the local match the work content.
4. In collaboration with the Ministry of health, the ministries concerned, the social organizations to organize networks of advice on HIV/AIDS.

Article 13. The Ministry of health has the responsibility to: 1. develop and promulgate Government or process issued under the authority of the law on prevention of HIV/AIDS infection.

The promulgation of the regulations on epidemiology supervision, the tests detect HIV/AIDS, professional regulations on HIV/AIDS, about blood transfusion, infusion, for semen, invisible mode in in treatment, medical services, anatomical service aesthetics, mode of medical waste disposal , about the pairing of tissue, organ transplant or human body parts.

Article 14. The Ministry of culture and information have the responsibility: 1. To mobilize and direct mass communication system, the culture, the art of songwriting, performing the implementation of educational activities, communication about HIV/AIDS prevention.
2. In collaboration with the National Committee on AIDS and the Department of health guidance content information media education about prevention of HIV/AIDS.
Article 15. The Ministry of education and training is responsible for the Organization of education, combating HIV/AIDS in the school and in collaboration with the National Committee for AIDS prevention in building the program, content, media, teaching methods, study and compilation of educational materials, combating HIV/AIDS as defined in article 2 of this Decree.
Article 16. The Ministry of labor, invalids and Social Affairs is responsible for: 1. In collaboration with the National Committee for AIDS prevention activities in the transmission of HIV/AIDS from the evils of society prostitution, drugs.
2. In coordination with the Ministry of health to organize the health for people infected with HIV/AIDS in the community.
3. Organization of the care and education of people infected with HIV/AIDS in the healing basis according to the provisions of article 24 of the Ordinance on handling administrative violations.
Article 17. Every year the State spends an appropriate budget percentage spent on the program, HIV/AIDS Ministry of finance is responsible for: 1. Specific instructions using this account. After the reunification with the National Committee for AIDS and the Ministry of health.
2. In coordination with the Ministry of planning and investment, the National Committee for AIDS prevention and the Ministry of health to allocate the annual State budget for prevention activities HIV/AIDS of the Ministry, local branches.

4. Monitoring the use of funds in accordance with the objectives of the program prevention of HIV/AIDS and the law of the State.
Article 18. The people's Committee responsible for: 1. Organize the implementation of the provisions of the law on prevention of HIV/AIDS, education for the local people about prevention of HIV/AIDS.
2. Direct the deployment of the prevention of HIV/AIDS infection associated with the prevention of prostitution, drugs locally.
3. Use the budget, against the HIV/AIDS goals, mobilization of Community contribution to the support budget for the prevention of HIV/AIDS.
4. Mobilization and guide the people join the wellness, spiritual people infected with HIV/AIDS, ensure they do not suffer discrimination and are integrating into the community.
Article 19. This Decree shall take effect as from the date of signing. The previous provisions contrary to the provisions of this Decree are repealed.
Article 20. The Minister of health, President of the National Committee of AIDS prevention, the Ministers, heads of ministerial agencies, heads of government agencies and the President of the people's committees of provinces and cities under central authority responsible for the implementation of this Decree.
