The DECREE passed by the GOVERNMENT Ordinance on prevention of virus infection causing the assemblies made in immunodeficiency (HIV/AIDS) the GOVERNMENT pursuant to the law on Government Organization, 30 September 1992;

1. promote information, education and communication to enhance the knowledge and skills necessary to help people self defense, fight against HIV/AIDS for themselves and for the community. The content of the information, education, communication on prevention of HIV/AIDS infection include: knowledge of HIV/AIDS, the legal provisions on prevention, HIV/AIDS;
Prevention of drug trafficking, prostitution to prevent HIV/AIDS;
Healthy lifestyle education, responsibilities of individuals, families and communities in the prevention of HIV/AIDS;
Measures to reduce the risk of transmission of HIV/AIDS;
The liability of the community for people infected with HIV/AIDS; the responsibility of the people infected with HIV/AIDS with the community.
2. The newspapers, magazines, radio, tv stations are responsible for regular information, education, communication on the prevention of HIV/AIDS on the mass media.
State agencies, social organizations, the organizations and the people's armed units are responsible for organizing the work of information, education and communication about HIV/AIDS prevention for the officials and soldiers of his unit staff.

Article 3. Article 8.

Article 10.
1. Article 15. The Ministry of education and training is responsible for the Organization of education, combating HIV/AIDS in the school and in collaboration with the National Committee for AIDS prevention in building the program, content, media, teaching methods, study and compilation of educational materials, combating HIV/AIDS as defined in article 2 of this Decree.
Article 16. The Ministry of labor, invalids and Social Affairs is responsible for: 1. In collaboration with the National Committee for AIDS prevention activities in the transmission of HIV/AIDS from the evils of society prostitution, drugs.
2. In coordination with the Ministry of health to organize the health for people infected with HIV/AIDS in the community.
3. Organization of the care and education of people infected with HIV/AIDS in the healing basis according to the provisions of article 24 of the Ordinance on handling administrative violations.

Article 18. The people's Committee responsible for: 1. Organize the implementation of the provisions of the law on prevention of HIV/AIDS, education for the local people about prevention of HIV/AIDS.
2. Direct the deployment of the prevention of HIV/AIDS infection associated with the prevention of prostitution, drugs locally.
3. Use the budget, against the HIV/AIDS goals, mobilization of Community contribution to the support budget for the prevention of HIV/AIDS.
4. Mobilization and guide the people join the wellness, spiritual people infected with HIV/AIDS, ensure they do not suffer discrimination and are integrating into the community.
Article 19. This Decree shall take effect as from the date of signing. The previous provisions contrary to the provisions of this Decree are repealed.
Article 20. The Minister of health, President of the National Committee of AIDS prevention, the Ministers, heads of ministerial agencies, heads of government agencies and the President of the people's committees of provinces and cities under central authority responsible for the implementation of this Decree.
