The DECREE promulgated "regulations information, press of foreign correspondents, agencies, foreign organizations in Vietnam" _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ the GOVERNMENT pursuant to the law on Government Organization, 30 September 1992;
Pursuant to the law on press, December 28, 1989; Pursuant to the law published July 7, 1993;
To secure the freedom of the press, and unified management of information activities, press of foreign correspondents, of the Agency, foreign organizations in Vietnam;
According to the recommendation of the Minister of culture and information and the Minister of Foreign Affairs, Decree: article 1. Attached to this Decree: "active regulation information, press of foreign correspondents, agencies, foreign organizations in Vietnam".
Article 2.
1-agencies, organizations, individuals, resident alien lawful operations over Vietnam may be obliged to obey these rules.
2-agencies, organizations, individuals with violations of the provisions of this regulation depending on the extent of violations, will be dealt with according to the existing provisions of the law of Vietnam.
Article 3. This Decree shall take effect from 1 December 1996. The provisions of the previous Government contrary to the regulations attached to this Decree are repealed.
The Minister of culture and information and the Minister of Foreign Affairs is responsible for out circular before 31 December 1996 guidelines for implementing regulations attached to this Decree.
Article 4. The Minister, Prime Ministerial-level agency idea, the idea of government agencies, the Chairman of the provincial people's Committee, the central cities is responsible for the implementation of this Decree.
 
Nguyen Khanh (signed) REGULATIONS, the press INFORMATION ACTIVITIES of FOREIGN CORRESPONDENTS, agencies, FOREIGN ORGANIZATIONS in VIETNAM (attached to Decree No. 67/CP, October 31, 1996 by the Government) Chapter 1: GENERAL PROVISIONS article 1. The activities of the information, the foreign press in Vietnam stated in this Regulation include: 1. active journalists of foreign correspondents; establishment of permanent press office, room permanent members; use the media journalists.
Media activities of foreign correspondents: the film, press photography, interviewing, recording, filming, visiting the local, basis.
2. Operational information, the press of the foreign representative offices, foreign agencies: publishing and circulating newsletters, press conference; Cabinet Photo Gallery; films, exhibitions, seminars and other activities related to the operation of the press.
Article 2. The objects referred to in this Regulation include: 1. resident foreign correspondents or on short term activity in Vietnam; The resident Office of the foreign press, are allowed to operate in Vietnam.
2. Diplomatic representations, consular agencies, representative offices of international organizations in Vietnam (hereafter referred to as "overseas missions").
3. Representative non-governmental organization, the Organization for economic, cultural, scientific, Consultative Organization; companies, enterprises of foreign countries (hereinafter called "foreign body").
4. The foreign delegation to visit Vietnam at the invitation of the leader of the party, State, Government, Congress or the State Department.
5. The foreign delegation to visit Vietnam at the invitation of the Agency not mentioned in paragraph 4 of this Article.
Article 3. The Ministry of Foreign Affairs of the Socialist Republic of Vietnam (hereinafter the Ministry) is mandated by the Government agencies perform management functions and the license for the operation of the press if in paragraph 1 article 1 of this regulation.
Article 4. The Ministry of culture and information of the Socialist Republic of Vietnam (hereafter referred to as the Ministry of culture-information) is the agency responsible for licensing and management information activities, press stated in paragraph 2 of article 1 of this regulation.
Article 5. Any information, the press in Vietnam of the object stated in article 2 of this regulation must be conducted in accordance with the law and the rules of the Socialist Republic of Vietnam; with the regulations on the entry, exit, residence, travel of foreigners in Vietnam. At the same time the aforementioned activities must be in accordance with clause 5 article 6 and article 10 of the press law of Vietnam.
Chapter 2: the PRESS ACTIVITIES of FOREIGN CORRESPONDENTS article 6. Foreign correspondents want to press short-term activities Vietnam must send the application to the Ministry of Foreign Affairs (Service information – press) or through the Agency of Vietnam's diplomatic representatives abroad at least 15 days before the date scheduled.
In the menu, in addition to the personal history profile section according to the regulations of the Ministry of Foreign Affairs, must specify the purpose, specific programmes and the necessary operating time in Vietnam.
Only reporters on press activities in Vietnam after being granted visas to enter Vietnam.
Article 7. During his time in Vietnam, foreign reporters on press activities in the short term to bring the "license to operate the press" by the Ministry of Foreign Affairs; must operate in accordance with the purpose and the program was browsing in the license, and under the guidance of a dedicated agency of Vietnam.
All forms of other instructions are not accepted.
Registered program mentioned above can be added or modified on time or content after the permission of the Foreign Ministry.
Article 8. News agencies, foreign newspapers wanted to establish permanent press office in Vietnam to have, due to head the Agency by depositing the Foreign Ministry. The form should provide adequate basic information about agency; the name of the permanent press office will be set up in Vietnam; the functions and tasks of the Office.
Article 9. Within 90 days from the date stated in the notice allows the establishment of permanent press office in Vietnam, news agencies, the associated foreign press must have due to agency heads send permission, Foreign Ministry sent the resident correspondent. In the application should specify the number of resident reporters need and the personal history profile, summary profiles of each reporter.
Within 30 days from the date of the notice of acceptance, permanent correspondent of the Office must come to the Foreign Ministry granted letters of appointment of news agencies, newspaper owner, and getting the license permanent press office in Vietnam by the Foreign Ministry.
The case of news agencies, foreign newspapers and reporters generally do not perform these procedures within the time limit referred to in paragraphs 1 and 2 of this Article, the Press Office license usually stay and accept permanent correspondents will take effect.
Article 10. When in need of replacement reporters or change the number of reporters, permanent press office must inform the Ministry of Foreign Affairs at the latest before 15 October and complete the necessary procedures referred to in this regulation with regard to applying for resident reporters on press activities in Vietnam.
Article 11. Permanent press office are allowed to use the technical staff to serve the profession.
During the permanent correspondents working in Vietnam, relatives of reporters includes father, mother, wife or husband, you are allowed to reside in Vietnam according to the current rules of Vietnam.
The technical staff, relatives of the journalists do not enjoy legal status as journalists, must comply with the laws and regulations of Vietnam.
Article 12.-the foreign correspondents residing in Vietnam are the State-level "foreign correspondent Card" worth 6 months. At the latest 15 days before "foreign correspondent" Card expires, the reporter must make renewal procedure "foreign correspondent" Card if demand continuing permanent correspondent in Vietnam.

Article 13. To make the media activities referred to in this regulation, the resident correspondent must send the request on a case to the Foreign Ministry at least 5 days in advance and can only be done after the Foreign Ministry issued the "license to operate".
Article 14. Permanent press office and resident correspondents in Vietnam are allowed to rent office and Vietnam citizens working at the Office through a dedicated agency of Vietnam, in accordance with the current regulations of Vietnam.
Article 15. Permanent press office and resident correspondents in Vietnam wishing to hire Associates must comply with the current rules of the law of Vietnam. Writing the lease partners must be registered with the Ministry of Foreign Affairs.
Article 16. Permanent press office must inform the Foreign Ministry about the closure of his Office in the previous 30 days at the latest, and return the license permanent press office for the Ministry of Foreign Affairs. Resident foreign correspondents must notify in writing about the exit with the Foreign Ministry at the latest 15 days before the end of his term and left Vietnam; must pay back "foreign correspondent Card" for the Ministry of Foreign Affairs before leaving Vietnam.
Article 17. For foreign reporters accompanied the delegation stated in clause 4, 5 article 2 of this regulation, the Governing Body welcomed the delegation to do the procedure with the Ministry of Foreign Affairs of Vietnam.
Article 18. To cater to its journalists, permanent foreign correspondent and foreign correspondent on short press activities in Vietnam are allowed to bring the facilities required to serve journalists as camera, camcorder, audio recorder ... The inclusion of the aforementioned vehicles into and out of the territory of Vietnam was conducted in accordance with the laws and regulations of Vietnam.

Article 19. Article 20. Foreign correspondent in Vietnam for the purpose of tourism, visiting relatives was not the press activities. Special cases require the consent of the Ministry of Foreign Affairs.
Chapter 3: INFORMATION OPERATIONS, the press AGENCY of the FOREIGN REPRESENTATIVE, the FOREIGN BODY article 21. Publish and circulate newsletters, documents, publications: publication, circulation of newsletters, documents, publications of the objects referred to in this chapter shall be conducted in accordance with the law on the press and publication Law, the current rules of the Socialist Republic of Vietnam: 1. The publication, circulation of the type of newsletters, documents, publications said on only be conducted after a permit of the Ministry of culture-information.
Article 22. The press conference has invited Vietnam to attend citizenship: 1. "foreign body" press organization needs to notify in writing to the Ministry of Foreign Affairs at the latest 48 hours in advance of the content, duration, location, project components, the host and the other relevant details such as exhibits documents , artifacts ... to the State reviewed and registered with the Ministry of culture-information.
2. "foreign body" press organizations need to register with the Ministry of culture press information.
After 24 hours from the receipt of a written permission, the Ministry of culture-information must be answered if the Ministry of culture and information, had no idea the press regarded as accepted.
The press conference of the foreign delegation visits Vietnam referred to in paragraphs 4, 5 article 2 of this regulation made under the agreement between the Ministry of Foreign Affairs or the Governing Body welcomed the delegation with the Ministry of culture and information in the framework of the program of activities of the delegation.

Article 24. Films, exhibitions, workshops and other activities relevant to the press are invited to attend Vietnam citizens: 1. "foreign missions" that needs organizing movies, exhibitions, seminars and organize other activities relevant to the press are invited to attend Vietnam citizens must have the inform the Foreign Ministry about the content , location, guest list. The Foreign Ministry reviewed and registered with the Ministry of culture-information.
2. "foreign body" in need organized film exhibitions, workshops, must register with the Ministry of culture-information.
The activities to be conducted only after obtaining the approval of the Ministry of culture-information.
