According to the recommendation of the Minister of the Interior, the DECREE: chapter one: GENERAL PROVISIONS article 1.-registration and household management is the administration of the State in order to determine the residence of citizens, ensuring the implementation of the rights and obligations of citizens, strengthen social management , maintain political security, social order and safety.

Article 2.-all citizens of the Socialist Republic of Vietnam have the right and are obliged to implement the registration and household management with public safety agencies under regulations.
All citizens must have household registration in the place of residence known as permanent residence. When moving to a new place of residence must fulfill the registration mode, managed the household back under the rules.
