According to the recommendation of the Minister of the Interior, the DECREE: chapter one: GENERAL PROVISIONS article 1.-registration and household management is the administration of the State in order to determine the residence of citizens, ensuring the implementation of the rights and obligations of citizens, strengthen social management , maintain political security, social order and safety.
