Electrical safety DECREE the GOVERNMENT pursuant to the law on organization of the Government of 25 December 2001;
According to the recommendation of the Minister of industry, the DECREE chapter I GENERAL PROVISIONS article 1. This Decree regulates safety in the production, transmission, distribution and use of electricity in order to ensure safety for the people, the equipment, and electrical work.
Article 2. This Decree shall apply to the institutions and individuals who operate the electricity, use electricity, manufacture of electrical equipment and organizations, other concerned individuals on the territory of Vietnam. The case of the international treaties to which the Socialist Republic of Vietnam signed or joined other provisions of that Treaty shall apply.
Article 3. In this Decree, the terms below are interpreted as follows: 1. The grid consists of conductive lines, substations and other works, other ancillary devices linked together to make the process of transmission, power distribution.
2. High-voltage is the voltage from 1,000 V.

Article 5.
1. Article 18. Article 19. Chapter IV SAFETY in USING ELECTRICITY 1: USE in the MANUFACTURE of article 20. The Organization, individuals using electricity to produce must implement the provisions in the Vietnam electrical safety standards, rules of electrical equipment, electrical safety rules and regulations in this Decree.
Article 21. Article 23.
1. electrical equipment must comply with the provisions of the "standard Vietnam-low voltage electrical equipment-General requirements for protection against electric shock" and "Vietnam-legal standards of ground connection and connect" not "electrical devices", make sure: a) Against accidents of electric shock caused by direct contact with the voltage used : a charged parts such as the bar, the instrument of direct power, the pile wire, core wire, connection points must ensure the requirements of protective casing, spacing, layout, shielding protection; make sure to avoid any contact between the operators, who bring the parts with this power.

Article 24. For the electrical equipment used in mining, electric equipment, power tools, welders, electrolysis, electroplating, must comply with the provisions of the technical legal, standards of safety related.
Section 2: USE of MOBILE SERVICE, article 25. Article 26.

Article 28. Bodies, the unit, power use householder must have the responsibility to inspect its power system safety, timely detection and prevention of the risk of an accident, incident power.
Article 29.
1. low voltage grid only built after the design has been approved by the competent authority.
2. The electric lines into the housing, works to ensure electrical safety conditions and does not impede the operation of the means of transport, ambulance, fire.
Article 30.

3. Ministers, heads of ministerial agencies, government agencies, the Chairman of the provincial people's Committee, the central cities to allow use of electricity to do direct protection for the area or object in their management rights under the guidance of the Ministry of industry.
Article 35. Protective barrier must be designed the installation to avoid any random exposure for people and livestock; are there signs of danger; does not impair the operation of the power system; not endanger the surrounding area and the environment. Chapter V IMPLEMENTATION section I: STATE MANAGEMENT of ELECTRICAL SAFETY Article 36. State management content on electrical safety techniques including: 1. Issued, directing and organizing the legal text about your safety in the areas of: design, fabrication, construction, production, transmission, distribution and use of electricity.
2. Examine, supervise the observance of the rules, standards, processes, electrical safety rules of the Organization, individuals involved in the operation and use of electric power.
3. Inspection, testing, complaint resolution, report and handle the electrical safety violations.
4. training, fostering professional service for objects related to electrical safety.
5. Dissemination, advocacy, legal education on safety during power operation, use electricity and electrical work safety protection.

Article 37.
1. Unity Government Administration about electrical safety in nationwide.
2. The Department of industry is responsible before the Government implemented the management state of electrical safety, have the task: a) the construction, finishing, the Agency has the authority to enact the standards, rules on electrical safety, issued industry standards;
b) guidelines, the Organization made the rules, safety standards for electrical current;
c) coordinating the activities of State Administration about electrical safety between the ministries, local;
d) managed the registration, quality control of equipment, tools and electrical products reached or suitable safety standards;
DD) in collaboration with the relevant sector-specific regulations on technical standards, use electricity to do direct protection.
3. The Ministry of science and technology, have the task: a) managed the research and science application techniques on electrical safety;
b) in coordination with the Ministry of industry build, improve, and manage system of unified Vietnam electric safety standards.
4. The Ministry of construction has the task: a) issued standards, regulations on the installation of electric network in the buildings to apply within the country;
b) issued standards, regulations for the safe ground connection system in apartment buildings and civil.
5. The ministries, ministerial agencies, government agencies according to the functions, duties and powers, is responsible, in coordination with the Ministry of industry in managing the State on electrical safety.
6. the people's committees of the province, central cities are responsible for coordination with the Ministry of industry in the management of the State electrical safety: a) implement state management of electrical safety in the local scope under the guidance and direction of the Ministry of industry and the Ministry;
b) build targets assure the electricity put into the plan for socio-economic development and the local budget.
7. electricity inspectors responsible for the inspection, checking electrical safety for organizations, individuals active in the electricity and use of electricity; detect, treat the violations of the provisions of the law.
SECTION II: RESPONSIBILITIES of the ORGANIZATIONS and individuals who OPERATE the ELECTRICITY and USE the ELECTRICITY to PRODUCE the Article 38. Organizations and individuals involved in construction activities, production, transmission, distribution and trading of electricity and used to produce electricity is responsible for: 1. Full legal materials, electrical safety standard, compilation, issued, guidance and implementation processes, rules , electrical safety rules applied within the Agency, on the basis of business criteria, the current legal State.
2. electrical equipment must have records, biographies, related technical documentation, closely managed, fully updated. In the operating position must be equipped with the device operating processes, process troubleshooting, safety procedures in the relevant disciplines, the diagram grid, fire regulations, fire, o books, tools, equipped with personal protective equipment and other means as specified.

Chapter VI PROVISIONS Enacted 41. The Organization, individuals are responsible for implementation of the provisions of this Decree and the other provisions of the law on electrical safety.
Article 42. This Decree takes effect after 15 days from the date The report. The previous provisions contrary to this Decree are repealed.
43 things. The Minister of industry, the Ministers, heads of ministerial agencies, heads of government agencies, the Chairman of people's Committee of the central cities, base functions, his task is responsible for guiding, organizing the implementation of this Decree.
