GOVERNMENT DECREE On the duties, powers and organizational structure of heavy industry.
 
The GOVERNMENT pursuant to the law on Government Organization, 30 September 1992;
Pursuant to Decree No. 15/CP dated 2 March 1993 the Government duties, powers and responsibilities of the Ministry of State administration and ministerial bodies;
Considering the recommendation of the Minister of heavy industry and Minister, head of the Organization-Government officials;
 
DECREE: article 1. The heavy industry is the Government agency implementing State management functionality of the mechanical industry, metallurgy, electronics, chemicals, mining, geology and mineral resources within the country.
Article 2. The Ministry of heavy industry performed the duties, powers and responsibilities of the State management, ministerial bodies specified in Decree No. 15-2-3-1993 of the Government, Decree No. 95-dated 25 March 1992 of the Council of Ministers (Government) of the enforcement Ordinance of mineral resources and tasks the following specific powers: 1. The decision of the Government strategy, planning, planning and overall project development of mechanical industries, metallurgy, electronics, chemicals, mining, geological survey and mineral resources within the country and the Organization directing the implementation of the aforementioned issues.
2. Issued under the authority of the legal process, standards, technical-economic norms the State level for the mechanical industry, metallurgy, chemicals, electronics-informatics and the field of mineral resources.
3. Engage with the agencies involved in the licensing of the export and import of products, materials, equipment and technologies relevant to the Manager by the departments.
4. the build process of the Government policy, the development of science, technology and directs the implementation of the policy plan, the application of science and technology progress of the science and Technology Ministry level and the State level in the field of the Ministry in charge.
5. Approve or approve investment projects (including collaborative works with foreign investment) in mechanical industry, metallurgy, electronics, chemicals, mining, geology and mineral resources as defined by the Government.

Article 3. Organizational structure of the Ministry of heavy industry including: 1. The organizations help Ministers make state management functions: 1. Service plan, 2. Financial-accounting, 3. The Science-Engineering, 4. Service of international relations, 5. Basic Building Services, 6. Service personnel-training , 7. Inspector, 8. The Office, 9. Mineral resources management Department of the State.

Article 4. The Decree has effect from the date of promulgation, the regulation previously opposed this Decree are repealed.
Article 5. The Minister of heavy industry, Ministers, heads of ministerial agencies, heads of government agencies, the Chairman of the provincial people's Committee, the central cities is responsible for the implementation of this Decree.
