RESOLUTION of the COUNCIL of MINISTERS about the advocates, directions and measures to deal with sexual abuse in the years to come.
 
In the past few years due to the renovation of management, economic development, many goods component has created favorable conditions and diverse new factor to the industry, the level of the base unit, the social organization and the entire population to actively create new workplace, took a step in the job requirements and worker's life stability, contributing to the socio-economic situation.
However, due to the country's rapidly increasing population, and annually on a million people to the labor age need jobs, and some small extra workers not overpaid due to rearrange production organization and the State in the area, the discharge team, students graduating from vocational and professional schools , laborers working abroad back ... needs are arranged employment, leading to pressure on increasing employment and the encyclopedia.
Derived from the importance and the pressing issue of job creation for the socio-economic life, derived from the aspirations and legitimate interests of workers, the Council of Ministers decided to some advocates, directions and measures to solve the following : 1. About the postulate: a) resolution is the responsibility of the State of the industry, the levels of social organization and of each employee. The State creates the necessary conditions through the mechanism, policy, legislation and support financially part to encourage organizations, economic units and employees in all economic sectors handled employment and create new jobs.
b) workers the freedom of practice, occupational association, joint venture, cooperation, links and free hiring of labour on the basis of the law and the direction of the State. The State protects and encourages business owners, including private owners, families and people to get rich, to create more space for new work and attracted many workers.
c) uphold all potential sources in the country, exploiting to the maximum potential in a population (of capital, technical and business experience ...), at the same time enlist and effective use of foreign investment funds into the program and employment projects have goals.
2. Orientation: a) basic direction is attached the resolution with the task of implementing the strategy for socio-economic development, promoting the potential of economic components, associated with the land and labor resources of the country; matching between job spot is wide open with main activity to develop jobs outside the country.
b) Organization of training, retraining and vocational universal for social workers to find jobs on their own, self practice.
c) Direction key jobs is to encourage, attract the workforce, including labor, "grey matter", which aims to exploit the economic potential of 10 million hectares of hilly land, forests, coastal land on farming and settled minorities, less people to stabilize livelihoods, production of goods and combating deforestation; at the same time need to organize jobs for excess workers redundant in the public sector, the production teams, students have graduated from the training school, youth, working age people to go overseas about workers on the development of production, processing and export items, expand activity services for production and life in the city , populous Delta region, in which the notes in the right job levels in the capital Hanoi and Ho Chi Minh City.
d) reorganization and operation mechanism of the agricultural, forestry and State schools in the direction of forest land allocation for workers; the agricultural, forestry and market focus do services such as providing material, technical and production technology, product processing organization, search the market and consumption of the product; make the business of forestry, agriculture became the center of labor organizations and promote economic development.

e) focused implementation of the national programme on employment in the 5 year plan 1991-1995 and the following years, including: overall employment programs tied to labor with the land and resources of the country towards the goal of exploitation and efficient use of 3 million hectares of land vacant , Bare hills, an area of unused potential, to develop coastal jobs plan in 1992-1995. This program was implemented in the following areas: land less populous Delta region (especially the Red River Delta) mainly household economic development, attracting labour-intensive land use coefficient, lift up on the 2 year round, make use of the sunken land, land of dyspepsia, Marsh , the mound Hill converted agricultural land to create more jobs, develop animal husbandry (livestock for export at the latest), the rural industries development, take scientific and technological progress and the transfer of biotechnology to aquaculture specialty high-value exports.
The mountains of the Northern Highlands, Midlands, South East, the coast has great potential but difficult conditions, through the project of reclaiming, polders, afforestation, migration, sedentary ethnic minority.
The Mekong Delta region through coordinated programs to harness the potential of the Dong Thap Muoi, Long Xuyen quadrangle, West River, Coffee peninsula Conflict.
The overall program of jobs in urban areas, especially in the big cities, industrial-focused, job-oriented for the extra labor in the process of implementing the task of reorganizing the State in the area of labour, Ministry of labour, manufacturing teams abroad to return , new youth to the age of labour through implementation of the following specific plan: continue to arrange jobs for workers reduced staffing in the public sector according to the decision No. 111-HĐBT, 176-HĐBT and 315-HĐBT.
The training, retraining and training associated with the employment services (referrals, counseling, labor supply, ...) through the development of the vocational Centre and employment services, Center for applied scientific and technological progress and technology transfer in some big cities and local , in social institutions (the Youth Union, women's Union, the farmers Association...).
Employment promotion program and service industry development under the small flexible projects in cities, towns, townships, firstly by Hanoi and Ho Chi minh city; recover and develop traditional craft.
Program development of large-scale businesses, especially in the area of conditional establishment of export processing zones, industrial concentration, development of joint-stock companies, limited liability companies, projects attracting foreign investment to create jobs in the country through exporting machining , venture, the project aid (humanitarian aid) for development purposes and associated with the job.
The program combines the healing, education with vocational training and job creation for the objects of social ills (soy sauce ke, drugs, wandering life, daughter synonyms ...) through the development of the social centre.

Job creation programs for overseas workers back, at the same time continue to seek market expansion and sending laborers to work abroad.
f) In 1992, on the basis of the source of funds for job creation from the central budget, local budget and international assistance, the Ministry of labor, invalids and Social Affairs in collaboration with the Ministry of finance, the State Planning Commission and the Ministry of agriculture and food industry, aquaculture , Forestry, provincial people's Committee, the city built a specific plan and direct the implementation of the aforementioned programmes.
3. Measure: a) national funds on job creation from these sources: Extract a certain percentage of the State budget; a part from the source currency by sending laborers to work abroad; from the help of international institutions or national Governments to create jobs.
The Fund is used on the principles of conservation and increased; Firstly, lenders with interest support or preserve the value of lending for private households, households, individuals, businesses create new workplace or to attract labour; help for programs or projects to create jobs; vocational centres and employment services; the Center applies scientific advancements and transferring technology to use more labour. Every year the Ministry of labor, invalids and Social Affairs in the same Ministry of finance, the State Planning Committee of the Fund calculated the Ministerial Council decision.
b) construction job programs tied to socio-economic development plan annual social and five years, which should clearly define the target, content projects, economic efficiency, the implementation conditions.
c) supplement and amend some specific policies encourage the sectors, enterprises, households and individuals create more new work place, attracting more workers, first of all is the default policy, immigrant settlement and construction of the new social-economic region; economic development in rural households; economic development, small scale and flexible in the market; the policy of freedom of movement and labour practice; policies and appropriate jobs for invalids and disabled people; the development of forms of youth volunteer to do economics; forms of economic association, society; form of education improvement associated with vocational training and job creation for the objects of social ills; lending policies with interest support or preserve capital, tax exemptions for those new household registration early business etc.
Minister of labor, invalids and Social Affairs, in coordination with the ministries concerned organized research and the President of the Council of Ministers decided in the second quarter of 1992.
d) in addition, the vocational training system and formal vocational needs to expand and develop the vocational Center and service jobs in some sectors, social and local organizations have large requirements on vocational, first and foremost is for the young to old labour.
The Ministry of labor, invalids and Social Affairs in collaboration with the Ministry of education and training in the construction regulation of vocational and employment services, guidance and direction to the heart of this system, while strengthening links with the school and vocational training to use effectively the existing facilities and ensure the quality of vocational training; expand relationships and engage in labor organizations, international and social areas to develop the management of labour and social issues.
4. Steering: a) the Council of Ministers requested the Ministry, State Committee Chairman and Chairman of the people Committee of the levels on the basis of full awareness of the importance and urgency of the problem of employment, it should focus on implementation of this resolution.
