RESOLUTION of the Government on basic and comprehensive innovation education Vietnam period 2006-2020 after twenty years of innovation and 5 years to implement "educational development strategy for 2006-2010", the education of our country has grown markedly in scale, diversification of types and forms of training the first step, adjust the structure of the system, program enhancements, training and mobilizing process to be more social resources.
 
The quality of education in some areas, higher education establishments have the positive transformation, step by step to meet the requirements of socio-economic development. Qualified staff and University on the great majority of universities that are training at the educational institutions in the country have contributed to the renovation and construction of the country.
However, the achievements of higher education not yet firmly, yet systematic and fundamental, not meet the demands of the industrialization and modernization of the country, the needs of the people and the requirements of international integration in the new period. These weaknesses, inadequacies of management mechanism, system structure, the structure of industries, network of higher education establishments, training processes, methods of teaching and learning, the teaching staff and educational managers, effective use of resources and the negative in the examinations, and a number of other educational activities should soon be overcome.
To quickly meet the requirements of the country in the new period, our country higher education must innovate in a powerful way, fundamental and comprehensive. At the Government session in July 2005, the Government has decided on the project of renovation of university education in Vietnam with the following content: 1. Direction Aligns closely with university educational innovation strategy of socio-economic development, strengthen national defense, security, high level manpower needs of the country and the trend of science and technology.
Modernizing the higher education system on the basis of inheriting the achievements of the country's education and training, promote ethnic identity, to absorb the essence of humanity, fast approaching the trend of development of advanced education in the world.
Innovation education should ensure the practicality, efficiency and synchronization; choice of breakthrough, the priority areas and key base to focus resources to create a distinct step forward. The expansion must go hand in hand with improving the quality; implementation of social justice to ensure effectiveness of training; innovation must proceed from objective, processes, content, teaching and learning methods assessment methods study results; between the lines of the form, the level of training; sticking closely and create motivation to continue the renovation of general education and professional education.
On the basis of thinking renovation and management mechanism in higher education, reasonable and effective matching between the clear delineation of the functions, the task of governance and ensuring autonomy, social responsibility, enhanced transparency of higher education establishments. Promote a positive and active properties of the University institution in the core that is the teaching staff, managers and the response, the active participation of the whole society.
Innovation education is the career of the entire population under the leadership of the party and the administration of the State. The State strengthens investment for higher education, at the same time promote socializing, create favorable conditions of policy mechanism to the Organization, the individual and the whole society to join higher education development.
2. The target.
a) General: renewal and comprehensive education, create a basic transformation in the quality, performance and scale to meet the requirements of the industrialization and modernization of the country, international economic integration and the needs of the people. By 2020, Vietnam University education advanced level in the area and reach the world advanced level; have high competitiveness, adapt to market mechanism of Socialist orientation.
b) specific objectives:-complete network of higher education institutions across the country, have the function of stratification, the training mission, reasonable assurance level structure, the structure of industries, regional structure, in line with the policy of socialization of education and overall planning the social-economic development of the country and of the local.
-The development of university education, research-oriented and career-oriented applications. Ensure the contact between the programs in the system. Build and improve the solution quality assurance and auditing system of higher education. Build a few world-class universities.
-Expand the scale of training, student 200/rate 1 ten thousand inhabitants in 2010 and 450 students/1 ten thousand inhabitants in 2010, of which about 70-80% of the total number of students attending the career program-application in about 40% of the total number of students in higher education institutions outside the establishment.
-Construction of the teaching staff and administrators of university education on the number, quality and ethics of professional conscience, have high qualification, teaching styles and advanced management; ensure the student/faculty ratio of higher education systems do not exceed 20. By 2010 at least 40% of the faculty master level and doctoral level 25%; 2020 has at least 60% of the level of master trainers and 35% achieving doctoral degrees.
-Improve markedly in scale and the performance of science and technology in the higher education establishments. The University is the largest scientific research centre of the country; revenues from the activities of science and technology, manufacturing and services that reach a minimum of 15% of the total revenues of the University institution in 2010 and 25% by 2020.
-Improve the development of higher education in the direction of ensuring autonomy and social responsibility of higher education establishments, the administration of the State and the role of monitoring, evaluation of social education.
3. Mission and innovative solution a) innovate the training structure and improve the network of university institutions: review, evaluate the basis of existing tertiary education; joint development planning network, ensuring the correct implementation of the development goals of higher education.
-Priority to scaling the career oriented program-applications; application of flexible training process, contact information, combining traditional models with multi-stage model to increase learning opportunities and human level of stratification.

b) innovating the content, method and process of training:-restructuring program framework; ensure the contact information of the level; solving well the relationship of knowledge volume and length of study between general education and professional education, enhance the effectiveness of training courses. Innovating the training content, associated closely with the practices of scientific research, technology development and profession in the society, serving the requirements of socio-economic development of individual sectors, each sector, reaching the world's advanced level. Develop the potential of innovative research, professional skills, operational capacity in the community and business capabilities of the learner.
-Deploy innovative training methods according to 3 criteria: equipped with learning, promote the initiative of learners; use of information and communication technology in teaching and learning activities. Exploit the open education resources and sources on the Internet. Options, use the advanced curriculum, program of the country.
-Elaborate and implement the roadmap switch to training mode under the credit system, create conditions conducive to the accumulation of knowledge, converting industries, contact information, forwarded to the next level in the country and abroad.
-Delivery mechanisms innovation intake towards tied to conditions ensuring quality training, requires the use of human resources, the needs of the people and increase the autonomy of higher education institutions.
-Entrance improvements towards the measuring technology applied in modern education. Recruitment source extension, create more learning opportunities for hard objects, ensure social fairness in admissions.
-Correct Organization of training, innovation content, training methods to improve the quality of the master, Dr.
c) joint planning, training, fostering and using trainers and managers.

d) renewing the organization implementing the activity of science and technology:-State investment in upgrading, new construction a number of strong research base of the University institution, the immediate focus for the key field. Encourage the establishment of research institutions, enterprises of science and technology in the higher education establishments. Encourage the Organization of science and technology, the investment business of developing the research base in higher education institutions.
-Promote scientific research and education. Enforcement of laws on intellectual property.
-Specifies the tasks of scientific research of faculty members, the training of research students with the implementation of scientific research and technology. Have appropriate policies to students, students actively participate in scientific research.
-Minimal layout 1% of annual State budget to higher education institutions that perform the tasks of science and technology is regulated in the law on Science and technology.
innovation) the mobilization of resources and the financial mechanism:-State investment in infrastructure construction for higher education; focused investing some public establishments such as: national data center, electronic library system, key laboratories, dormitories and the culture, sport. The local zoning regulators, taking the land to build the foundations of modern university education, achieving regional and international standards.
-The State has preferential policies, support, encourage domestic investors and overseas investment in the field of higher education; ensure legal ownership and the benefits of the material and spirit of the investors.
-Higher education institutions proactively implement diversified revenues from training contracts, research and development, technology transfer, the operation of the service, manufacturing, business.
-Rebuild the policy of tuition, scholarships, student credit on the basis of establishing the principle of sharing the costs of higher education between the State, the school and the community. The State implemented the aid in whole or part of the tuition for the poor, policy objects and directly to the learner.
-Renewal of financial policy in order to increase the effectiveness of investment from the budget and exploit other investment sources for higher education. Applied research budget allocation process based on social evaluation for higher education establishments. Regular reviews of the economic efficiency of university education.
-Implemented accounting currency-spending for education institutions universities, create conditions for higher education institutions has high autonomy in currency-spending according to the principle of taking the source currency clearing enough reasonable expenditures, has accumulated necessary to develop infrastructure to serve the research and training. e) innovation management mechanism-Transformed the institution public University to operate with autonomy, have full legal personality, has the power and responsibility for training, research, organization, personnel and finance.
-Delete mechanism, the Ministry of construction mechanism of the State-owned representatives for the institution public University. Ensure the test role, monitoring of the community; exert the role of unions, mass organizations, especially the professional associations in supervising the quality of higher education.
-Governance focuses on the building and directing the implementation of development strategies; directing the deployment of quality assurance systems and accreditation of higher education; perfect the legal environment; strengthen the inspection, the inspection; regulate the macro structure and the scale of higher education, to meet the needs of the country's work force in each period.

Encouraged to study on the spot; consultation mechanisms and appropriate management to help Vietnam students studying occupational, school and academic selection are quality, highly effective.
-Create mechanisms and conditions favorable to investors, higher education institutions have prestige in the World Open University institution in Vietnam or to link training with higher education establishments in Vietnam.
4. Organize a) established the Innovation Steering Committee of higher education due to a Vice Premier to head to steer the renewal of higher education.

c) funding to implement innovation education to be deployed from the State budget.
d) responsibility of the State administration:-the organization implementing the project details University of education innovation.
-The Ministry of education and training, in coordination with the ministries concerned and the people's committees of provinces and cities under central planning, the roadmap is specific to the stage of socio-economic development plan 5-year society to perform the detailed scheme of innovation education; instructions, inspection, supervision, general situation of innovation education and periodic reporting of the Prime Minister. -The Ministry of planning and investment, Ministry of finance, the Ministry of education and training, the Ministry of science and technology to build the mechanism to mobilize the resources and foreign investment to implement innovation education; the Parliament of the annual State budget to higher education institutions that perform the tasks of science and technology under the provisions of the law on Science and technology.
-Ministry of finance, in cooperation with the Ministry of planning and investment, Ministry of education and training and the ministries related to perfect financial policy for higher education, the mechanism of financial autonomy for the University institution.
-The Ministry of Interior, in coordination with the Ministry of education and training, science and Technology Ministry and the ministries involved to build the mechanism of autonomous institutions, policies and public University for undergraduate faculty; model specific organization merged the University institution with scientific research institutions.
-The Ministry of science and technology, in cooperation with the Ministry of education and training, and the ministries, the local policy formulation and mechanisms to promote the potential of the scientific staff and highly qualified technology of higher education establishments.
-Ministers, heads of ministerial agencies, heads of government agencies, the Chairman of people's Committee of the province, central cities are responsible for coordination with the ministries concerned to implement this resolution.
