However, the quality of economic growth, the competitiveness of many products, many sectors still low compared with other countries in the region. The price many items have drastically increased adverse effects to the production and life of the people. Slow export structure improved, the deficit is still large. Status of waste, loss, corruption in the use of State financial resources have not been prevented. The management and use of land is also more limited. The quality of medical services, culture, education to meet the requirements. The order of social discipline, not strictly. Traffic accidents happen so much. The ecological environment degradation is quite serious.
II. Objectives, the TARGETS of the YEAR 2006 1. General goals: rapid economic development, sustainable. Create powerful transformation about the quality, efficiency and competitiveness of the economy. Proactive and positive international economic integration.
2. The principal indicators:-the General domestic product (GDP) up 8%;
-Added value of agricultural, forestry and fishery sector rising 3.8%; industry and construction increased 10.2%; service industry increased by 8%;
-Total exports increased 16.4%;
-Total investment capital social development constitute 38.6% of GDP;
-Consumer price increase rate is lower than economic growth;

-Reduce poverty rate down to 20% (new standard);
-Reduce the proportion of children under 5 years malnutrition down to 24%;

4.
