ACT of PARLIAMENT pursuant to chapter VI of the 1992 Constitution of the Socialist Republic of Vietnam, this law regulates the organisation and functioning of the National Assembly, the Committee of the National Assembly, the Council and the Commission of the National Assembly; about the tasks and powers of the deputies.
 
Chapter I GENERAL PROVISIONS article 1 the National Assembly is the highest representative body of the people, bodies of State power of the Socialist Republic of Vietnam.
The National Assembly is the only body to have legislative and constitutional rights.
Congress decided the basic policy for internal and Foreign Affairs, the task of social-economic, defense and security of the country, these principles are mainly about the Organization and operation of the State apparatus, the social relations and activities of the citizens;
Congress made the Supreme supervisory authority for the entire operation of the State.
Article 2 the National Assembly has the following powers and duties: 1 to Make the Constitution and the Constitution; legislation and Law Amendment; decide the program of building laws and ordinances;

7-Election, resignation and recall the President, Vice President, President of the National Assembly, the Vice Chairman of the National Assembly and member of the Standing Committee of the National Assembly, the Prime Minister, the Chief Justice of the Supreme People's Court, the head of the Supreme People's Procuracy; approved the proposal of the President of the Council of Defense and security; approved the proposal of the Prime Minister on the appointment, dismissal, Deputy Prime Minister, Ministers and other members of the Government;
8. Decides to establish, abolish the ministries and ministerial-level agencies of Government; established new, import, share, adjusted the boundaries of the province, central cities; formed or dissolved political subdivisions-particularly economic;
9-removal of documents by the Commission, the President of the National Assembly, the Government, the Prime Minister, the Supreme People's Court and the Supreme People's Procuratorate are contrary to the Constitution, laws and resolutions of the National Assembly;
10-decision college dormitories;
11-function level, regulations of the people's armed forces, the function, the function and diplomatic level, the State level; the order of rules, medals and State honors;
12-solve issues of war and peace; provisions on State of emergency, other special measures ensuring defense and national security;

Article 3 the Congress Organization and operates according to the principle of democratic concentration; work under the Convention regime and decided by majority.
The performance of the National Assembly are guaranteed by the effect of the Congressional session, the activities of the Committee of the National Assembly, the Council, the Committee of the Congress, the Congressional delegation and the deputies.

11-make the foreign relations of the National Assembly;

Article 7 Chairman has the following powers and duties: 1-preside the sessions of Parliament, ensure enforcement of regulations of Congress, the Congressional session rules; signed endorsement law, resolutions of the National Assembly;
2-leadership the work of the Standing Committee of the National Assembly; directs the preparation, convene and preside the sessions of the Standing Committee of the National Assembly;
3-convene and preside the Conference Chairman, the Chairman of the Committee of Parliament program activity table by Parliament, of the Council and the Commission of the National Assembly; attending the session of the Council of the nation and the committees of the National Assembly, when it deems necessary;
4-Keep relationship with the Congressman;
5-directing and organizing the implementation of the budget of the National Assembly;

6-direction implementing Congress's Foreign Affairs; on behalf of Parliament in the National Assembly's foreign relations; leaders of the Congressional delegation's activities in Vietnam in the Congress Alliance.

Article 8 National Committee steer, regulate and coordinate the activities of the Council of the nation and the committees of the National Assembly, convened and chaired the session of the National Assembly.
In the preparation of the session of Parliament, the Standing Committee of the National Assembly has the following powers and duties: 1-session program scheduled at the suggestion of the President, the Prime Minister, the Chief Justice of the Supreme People's Court, the head of the Supreme People's Procuratorate, the ethnic Council , the committees of the National Assembly and the National Assembly;

3-decide on other matters related to the National Assembly session.

Article 10 the Committee of the National Assembly out of the Ordinance pursuant to the program of building laws and ordinances have been passed by Congress.

Article 21 the Parliament established the following committees: 1-Law Committee;
2-the economic and Budget Committee;
3-the Committee of Defense and security;
4-the Committee of culture, education, youth, youth and children;
5-Commission on social issues;
6-the Committee of science, technology and the environment;
7-Committee on Foreign Affairs.

4-recommendations of measures needed in order to complete the legal system.
Article 24 the economic and Budget Committee has the following powers and duties: 1-Verify law project, recommendations on the law, Ordinance project and other projects in the field of economic management, business operations, finance, budget and currency;
2-assessment of projects, plans of social-economic development, the State budget estimation and allocation of the State budget; the Government's report on the implementation of the plan for socio-economic development, the State budget and the State budget;
3-monitoring the implementation of laws, ordinances, and resolutions of the Assembly, the Committee of the National Assembly in the field of economic management, business operations, finance, budget and currency; active monitoring of the Government in the implementation of the State plan of socio-economic development and State budget;

2-monitoring the implementation of laws, ordinances, and resolutions of the Assembly, the Committee of the National Assembly in the field of Defense and security; monitoring of the implementation of the duty of Defense, security and the implementation of the budget in this field;
3-recommendations to Congress on policy issues of Defense, security, the measures necessary to implement the tasks and powers of the National Assembly and the Committee of the National Assembly in the field of Defense and security.
Article 26 of the Committee of culture, education, youth, teens and children have the following powers and duties: 1-Verify law project, recommendations on the law, Ordinance project and other projects in the fields of culture, education, information, sports, youth, youth and children;

2-monitoring the implementation of laws, ordinances, and resolutions of the Assembly, the Committee of the National Assembly in the field of social issues; monitoring of the implementation of the social policy in the plan, the program of social-economic development of the country and the implementation of the budget in this field;
3-recommendations to Parliament measures to solve social problems.
Article 28 Committee on Science, technology and the environment has the following powers and duties: 1-Verify law project, recommendations on the law, Ordinance project and other projects in the fields of science, technology and the protection of the ecological environment;
2-monitoring the implementation of laws, ordinances, and resolutions of the Assembly, the Committee of the National Assembly in the field of science, technology and the protection of the ecological environment; monitoring of the implementation policy of the development of science, technology and the protection of the ecological environment in the plan, the program of social-economic development of the country and the implementation of the budget in this field;
3-recommendations to Congress about investment policies in developing science, technology and the protection of the ecological environment.
Article 29 diplomatic Commission has the following powers and duties: 1-Verify law project, recommendations on the law, Ordinance project and other projects in the field of Foreign Affairs of the State, public and international justice; the Government's report on the work of the Congressional foreign relations;
2-monitoring the implementation of laws, ordinances, and resolutions of the Assembly, the Committee of the National Assembly in the foreign sector; active monitoring of the Government in the implementation of the foreign policy of the State; diplomatic activities of the local and industry;
3-make and help Congress make relations with Congress and World Congress Union;
4-recommendations to Congress in matters of foreign policy, the State of relations with the Parliament of the country, with the World Congress Union and with international organizations.
Article 30 the program activities of the Council of the nation and the Congress's Committee by the Council and the Committee decided, pursuant to the Constitution, laws, ordinances, and resolutions of the Assembly, the Standing Committee of the National Assembly and under the direction, of the Standing Committee of the National Assembly.
