Article 3. The goal of the science and technology activities the aim of scientific and technological activity is the building of science and technology, to develop productive forces, enhance the management level; rational use of natural resources, protection of the environment; promote the industrialization, modernization; building the advanced culture, strong ethnic identity; construction of Vietnam's new man; contributing to the rapid development, economic and social sustainability, improve people's quality of life, ensuring the defence and security.
Article 4. The Mission of the Faculty activity and technology science and technology has the following duties: 1. Article 5. The principle of scientific and technological activities In Science and technology, should ensure the following principles: 1. scientific and technological activities must serve the task of socio-economic development, national defense, security assurances;
2. develop and promote endogenous capacity in science and technology in combination with the selective acquisition of scientific and technological achievements of the world, in line with Vietnam practices;

4. Promote innovative labour capacity of every organization or individual;
5. Honest, objective, strong professional ethics, creative freedom, democracy, self-reliance, responsibility.
Article 6. The liability of the State for science and technology activities 1. Chapter II ORGANIZATION of SCIENCE and technology, SCIENTIFIC ACTIVITY and PERSONAL TECHNOLOGY section 1. The ORGANIZATION of SCIENCE and TECHNOLOGY article 9. The scientific and technological organizations 1. The institutions of science and technology including: a) scientific research institutions, institutions of scientific research and technological development (hereinafter referred to as the research and Development Organization);

c) service organization of science and technology.
2. Article 13. Article 14. Article 15. Section 2. The RIGHTS and OBLIGATIONS of INDIVIDUALS and FLOWER ACTIVITIES article 17. The rights of the individual scientific activities and personal technology science and technology has the following rights: 1. Article 18. Chapter III OPERATION of SCIENCE and TECHNOLOGY Item 1. The ORGANIZATION MADE the TASK of SCIENCE and TECHNOLOGY article 19. Article 30. Application of the results of scientific research and technological development in agriculture and rural development 1. Article 38. Business investment in scientific and technological development 1. Article 39. The Foundation for science and technology in developing countries 1. The Government set up the Fund for science and technology in developing countries for use in the following purposes: a) funding for the implementation of basic research;

Article 40. b) voluntary contributions, gifts, donation of the organization or individual;
c) other sources.
3. The promulgation of the Charter the Organization and operation of the Fund specified in clause 1 of this article due to government regulations.
Article 41. The Foundation for science and technology development of individual organizations 1. The State encourages organizations and individuals formed to fund science and technology development under the provisions of the law. The Foundation for science and technology development is a non-profit organization to fund non-refundable, there's a refund, a low-interest loan or not taking interest rates to support organizations and individuals active in science and technology.
