ACT of CONGRESS based on the Constitution of the Socialist Republic of Vietnam in 1992 was amended and supplemented by resolution No. 51/2001/QH10 on 25 December 2001 of the National Assembly session, 10 X key;
This law regulates the organisation and functioning of the National Assembly, the Standing Committee of the National Assembly, the Council of nationalities and the Committee of the National Assembly; about the tasks and powers of the deputies.
Chapter I GENERAL PROVISIONS article 1 the National Assembly is the highest representative body of the people, bodies of State power of the Socialist Republic of Vietnam.
The National Assembly is the only body to have legislative and constitutional rights.
Congress decided the basic policy for internal and Foreign Affairs, the task of social-economic, defense and security of the country, these principles are mainly about the Organization and operation of the State apparatus, the social relations and activities of the citizens.
Congress made the Supreme supervisory authority for the entire operation of the State.
Article 2 the National Assembly has the following powers and duties: 1. Make the Constitution and the Constitution; legislation and law amendment; decide the program of building laws and ordinances;
2. Make the right the Supreme monitoring the compliance with the Constitution, laws and resolutions of the National Assembly; the report reviews the activities of the Commission, the President of the National Assembly, the Government, the Supreme People's Court, the Supreme People's Procuracy;

Election, resignation and recall the President, Vice President, President of the National Assembly, the Vice Chairman of the National Assembly and member of the Standing Committee of the National Assembly, the Prime Minister, the Chief Justice of the Supreme People's Court, the head of the Supreme People's Procuracy; approved the proposal of the Prime Minister on the appointment, dismissal, Deputy Prime Minister, Ministers and other members of the Government; approved the proposal of the President of the country on the list of members of the Council of Defense and security; vote of confidence for those who held elected or approved by the National Assembly;
8. Decides to establish, abolish the ministries and ministerial-level agencies of Government; established new, import, share, adjusted the boundaries of the province, central cities; formed or dissolved political subdivisions-particularly economic;
9. the abolition of the Chairman's text of the water, the Standing Committee of the National Assembly, the Government, the Prime Minister, the Supreme People's Court, the Supreme People's Procuratorate are contrary to the Constitution, laws and resolutions of the National Assembly;
10. Decide college dormitories;
11. Regulation function, in the people's armed forces, diplomatic level and function of the jaw, the State level; the order of rules, medals and State honors;
12. The decision of problems of war and peace; provisions on State of emergency, other special measures ensuring defense and national security;
13. the basic policy decisions about Foreign Affairs; ratify or annul international treaties signed by the State President directly; ratify or annul international treaties that have been signed or joined as proposed by the President;
14. Decide on the referendum.

Chapter II the COMMISSION of the NATIONAL ASSEMBLY and the PRESIDENT of the NATIONAL ASSEMBLY Article 6 1. The Commission of the National Assembly is the permanent organ of the Congress.

5. Supervise the enforcement of the Constitution, laws, resolutions of the National Assembly, ordinances, resolutions of the Standing Committee of the National Assembly; monitoring the operation of the Government, the Supreme People's Court, the Supreme People's Procuracy; the suspension of the enforcement of the text of the Government, the Prime Minister, the Supreme People's Court, the Supreme People's Procuratorate are contrary to the Constitution, laws, resolutions of the National Assembly and the Parliament decided to cancel the text; remove the text of the Government, the Prime Minister, the Supreme People's Court, the Supreme People's Procuracy contrary to Ordinances, resolutions of the Standing Committee of the National Assembly;
6. Monitor and guide the activities of the Council; annuls the decision of the people's Assembly's errant province, central cities; the dissolution of the people's Council, the central cities in the case of the people's Council which do serious damage to the interests of the people;
7. Directs, aircondition, coordinating activities of the ethnic Council and committees of Parliament; guidance and guarantee the operational conditions of the deputies;
8. In the case of the National Assembly may not be meeting, the decision to declare a State of war when the country was invaded and Congress review report, decision in the most recent session of Congress;
9. Decide the general mobilization or partial mobilization; declared a State of emergency throughout the country or in the locality;
10. implementation of foreign relations of the National Assembly;
11. Organized the referendum according to the decision of the National Assembly.
Article 8 in the preparation, convening and presiding over the session of the National Assembly, the Standing Committee of the National Assembly has the following powers and duties:

1. Scheduled session program based on the resolutions of the National Assembly, the proposal of the President, the Prime Minister, the Chief Justice of the Supreme People's Court, the head of the Supreme People's Procuratorate, the ethnic Council, the Committee of the National Assembly and the National Assembly;
2. Steering, automatic, coordinating activities of the authorities in the preparation of the session content; consider preparing the projects of laws, reports and other projects submitted to the National Assembly;
3. The organization and ensure the implementation of the program of the session;
4. Review of the recommendations of the voters and require related research agencies, resolve to report to Parliament;
5. Steer the opinions of Deputies and the opinions of the people to modify bills, draft resolutions and other projects submitted to the National Assembly;
6. To decide other issues related to the session of the National Assembly.
Article 9 In the building laws and ordinances, the Standing Committee of the National Assembly has the following powers and duties: 1. Project of the program of building laws and ordinances and the Congress decision; directs the implementation of the programme of building laws and ordinances;
2. Establishment of the drafting Committee, assigned the Agency verifies the law project, project Ordinance as prescribed by law;
3. Commenting on the law project.
Article 10 the Commission of the National Assembly out of the Ordinance pursuant to the program of building laws and ordinances have been passed by Congress.

2. The leadership of the work of the Standing Committee of the National Assembly; expected work program, directs the preparation, convene and preside the sessions of the Standing Committee of the National Assembly; sign Ordinances, resolutions of the Standing Committee of the National Assembly;
3. Convene and preside the Conference Chairman, Chairman of the ethnic Committee of Parliament program activity table by Parliament, of the Council of the nation and the Congress's Committee; attending the session of the Council of the nation and the Congress's Committee when it deems necessary;
4. Relationship with the Congressman;
5. Directs the implementation of the funding activities of the National Assembly;
6. Directing and organizing the implementation of the National Assembly's Foreign Affairs; on behalf of Parliament in the National Assembly's foreign relations; leaders of the Congressional Delegation's activities in Vietnam in the world inter-parliamentary organization and the area.
The Vice President of the National Assembly to help the President do the task as assigned by the President. When the Chairman is absent, then a Vice President was the Chairman of the Commission on behalf of the mission and powers of the President of the National Assembly.
Chapter III of COUNCIL and COMMITTEES of the PEOPLES CONGRESS of the peoples of the Council and article 21 the Committee of Congress is the Congress's authority, working according to the collective mode and the decision by majority. c) Keeping regular contact with the members of the Council;

Article 27 of the Law Commission has the following powers and duties: 1. project assessment project, law and Ordinance in the fields of organization, of criminal, civil, administrative and other projects by the National Assembly, the Standing Committee of the National Assembly, expected by the Government on law building program Ordinances, recommendations of other agencies, of organization, of Deputies on building laws and ordinances, the recommendations of the Congress on the laws and ordinances;

2. Host project assessment, socio-economic development plan of society, the Government's report on the implementation of the plan for socio-economic development, on the State budget estimation and allocation of the central budget, the total State budget settlement;

3. Monitor the implementation of laws, resolutions of the National Assembly, ordinances, resolutions of the Standing Committee of the National Assembly in the field of economic management, business operations, finance, budget, currency; monitoring the operation of the Government, ministries, ministerial-level agencies in the implementation of the State plan of socio-economic development, implementing the State budget estimation and implementing fiscal policy, currency;
4. Monitor legal documents of the Government, the Prime Minister, Ministers, heads of ministerial agencies, legal text President between the competent State agencies in Central or between the competent State bodies with the Central Agency of social-political organization in the field of the Committee in charge;
5. The issues related to the Organization, the activities of the authorities and the issues on economic management, business operations, finance, budget, currency.
Article 29 Committee on defense and security has the following powers and duties: 1. project assessment project, law and Ordinance in the fields of defence and security and other projects by the National Assembly, the Standing Committee of the National Assembly;
2. Supervise the implementation of laws, resolutions of the National Assembly, ordinances, resolutions of the Standing Committee of the National Assembly in the field of Defense and security; monitoring the operation of the Government, ministries, ministerial-level agencies in fulfilling the task of Defense and security;
3. Monitor legal documents of the Government, the Prime Minister, Ministers, heads of ministerial agencies, legal text President between the competent State agencies in Central or between the competent State bodies with the Central Agency of social-political organization in the field of the Committee in charge;
4. Recommendations to the issues related to the Organization, the activities of the authorities and the issues of Defense and security policy, the measures necessary to implement the tasks and powers of the Assembly and the Standing Committee of the National Assembly in the field of Defense and security.
Article 30 Committee of culture, education, youth, teens and children have the following powers and duties: 1. Verify the law project, project Ordinance in culture, education, information, sports and youth, teens, children and other projects by the National Assembly, the Standing Committee of the National Assembly;
2. Supervise the implementation of laws, resolutions of the National Assembly, ordinances, resolutions of the Standing Committee of the National Assembly in the field of culture, education, information, sports and youth, teens, children; monitoring the operation of the Government, ministries, ministerial-level agencies in the implementation of the policy on culture, education, sports, information in the plan, the program of social-economic development of the country; monitoring the implementation of policies for youth, teens and children;
3. Monitor legal documents of the Government, the Prime Minister, Ministers, heads of ministerial agencies, legal text President between the competent State agencies in Central or between the competent State bodies with the Central Agency of social-political organization in the field of the Committee in charge;
4. Recommendations to the issues related to the Organization, the activities of the authorities and the issues on the development of culture, education, information, the country's sports policy for youth, teens and children.
Article 31 the Committee on social issues has the following powers and duties: 1. Verify bills, projects in the fields of Labour Ordinance, medical, social, religious and other projects by the National Assembly, the Standing Committee of the National Assembly;
2. Supervise the implementation of laws, resolutions of the National Assembly, ordinances, resolutions of the Standing Committee of the National Assembly in the field of social issues; monitoring the operation of the Government, ministries, ministerial-level agencies in the implementation of policies on social issues in the plan, the program of social-economic development of the country;
3. Monitor legal documents of the Government, the Prime Minister, Ministers, heads of ministerial agencies, legal text President between the competent State agencies in Central or between the competent State bodies with the Central Agency of social-political organization in the field of the Committee in charge;
4. Recommendations to the issues related to the Organization, the activities of the authorities and policies, measures to tackle social issues.
Article 32 the Commission of science, technology and the environment has the following powers and duties: 1. project assessment project, law and Ordinance in the fields of science, technology and the protection of ecological environment and other projects by the National Assembly, the Standing Committee of the National Assembly;
2. Supervise the implementation of laws, resolutions of the National Assembly, ordinances, resolutions of the Standing Committee of the National Assembly in the field of science, technology and the protection of the ecological environment; monitoring the operation of the Government, ministries, ministerial-level agencies in the implementation of the policy of developing science, technology and the protection of the ecological environment in the plan, the program of social-economic development of the country;
3. Monitor legal documents of the Government, the Prime Minister, Ministers, heads of ministerial agencies, legal text President between the competent State agencies in Central or between the competent State bodies with the Central Agency of social-political organization in the field of the Committee in charge;
4. Recommendations to the issues related to the Organization, the activities of the authorities and the issues on investment policies for the development of science, technology and the protection of the ecological environment.
Article 33 foreign Committee has the following powers and duties: 1. project assessment project, law and Ordinance in the fields of activity of the foreign State and other projects by the National Assembly, the Standing Committee of the National Assembly; verified international treaties ratified under the authority of Congress, the Government's report on the work of the Congressional foreign relations;
2. Supervise the implementation of laws, resolutions of the National Assembly, ordinances, resolutions of the Standing Committee of the National Assembly in the foreign sector; monitoring the operation of the Government, ministries, ministerial-level agencies in the implementation of the foreign policy of the State, foreign operations, and local industries; monitor the implementation of State policy with regard to Vietnam who settled abroad;
3. Monitor legal documents of the Government, the Prime Minister, Ministers, heads of ministerial agencies, legal text President between the competent State agencies in Central or between the competent State bodies with the Central Agency of social-political organization in the field of the Committee in charge;
4. implementation of relations with the Parliament of the country, the world inter-parliamentary organization and the area under the direction of the Standing Committee of the National Assembly, the President of the National Assembly; help the Commission of the National Assembly, the President of Parliament to regulate, coordinate the activities of the National Assembly;
5. Article 34 National Council committees of Congress within the scope of the task, their powers are responsible for: 1. Article 36 the ethnic Council, the Committee of Congress made in foreign relations and international cooperation under the direction of the Standing Committee of the National Assembly.
