The PRIME MINISTER'S DECISION On the establishment of the Fund to support HIV/AIDS-infected people _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ the PRIME MINISTER pursuant to the law on organization of the Government of 25 December 2001;
Pursuant to the law, against virus infection causing immunodeficiency syndrome made in people (HIV/AIDS) on 29 June 2006; 
Considering the recommendation of the Minister of finance, DECIDES: 1. Established the Foundation of people infected with HIV/AIDS to support people infected with HIV/AIDS treatment. 
Article 2. The Authority decided to set up the Fund to support the HIV/AIDS 1. The Foundation supports people infected with HIV/AIDS in Central Government by the Minister of health decided to establish. 
2. The Fund supports people infected with HIV/AIDS in the local people's Committee Chairman, central cities decided to establish. 
3. The Minister of health and Chairman of the provincial people's Committee, the central cities of specific rules about the structure, the Organisation for this Fund.
Article 3. The Fund supports HIV/AIDS-infected persons have legal personality; private seal; Open an account at a bank to receive donations, funding of organizations and individuals in the country and abroad and open an account in the State Treasury to receive funding support from the project, program, HIV/AIDS is derived from the State budget. The end of the fiscal year, the balance of funds (if any) are transferred to the following year to continue to use according to the regulations.
Article 4. The Fund's revenue source to support the HIV/AIDS 1. Donations, sponsorship of agencies, organizations, individuals in the country and abroad.

Article 5. The content of the support Fund spending HIV/AIDS 1. The Foundation supports people infected with HIV/AIDS in Central: a) support for persons with HIV/AIDS have difficult circumstances when treatment at the medical facility of the central route:-support costs of examination and treatment for people with HIV/AIDS is not subject to payment of medical insurance;
-Support money to eat during treatment.
b) support for the Fund to support HIV/AIDS people of the province, the central cities in case of need;
c) spent on advocacy activities, support Fund;
d) genus of fund managers and others.
2. The Fund supports HIV/AIDS-infected people in the province, central cities: a) support for the HIV/AIDS subjects have specific address according to the authority of the Organization, the individual funding;
b) support for persons with HIV/AIDS have difficult circumstances when treatment at local health facilities:-support costs of examination and treatment for people with HIV/AIDS is not subject to payment of medical insurance;
-Support money to eat during treatment.
c) support for spouses, children of HIV/AIDS infections are difficult circumstances, to:-the cost of HIV testing for spouses and children of people infected with HIV/AIDS;
-The cost of consultants, provides health care methods, treatment of people infected with HIV/AIDS in the family and in the community.
d) support for the care and nurturing of people infected with HIV/AIDS last stage;
DD) genus of the propaganda activity, the mobilization support Fund;

Article 6. The level of support for each object with the content of the genus prescribed in article 5 of this decision, by the Minister of health (for Central Fund) and Chairman of the provincial people's Committee, the central cities (for local Funds) the decision depending on the financial capacity of the Fund.
Article 7. Fund managers who support HIV/AIDS 1. The Fund supports HIV/AIDS-infected people to organize and oversee the accounting, statistics in accordance with the law on accounting, statistics.

Article 8. Establishment of financial mobilization Committee for the Foundation of people infected with HIV/AIDS 1. Financial mobilization Committee for the Central Fund by the Minister of health was Chairman; the members are representatives of the bodies of National Committee members, HIV/AIDS and prevention of vices drugs, prostitution.
2. financial lobbying Committee for local Funds by the provincial people's Committee Chairman, central cities was Chairman; The Director of the Health Department Deputy Chief; the membership is representative of the Steering Committee member agencies, HIV/AIDS and prevention of vices drugs, prostitution in the city, centrally.
3. financial lobbying Committee for funds shall assist the Chairman of the National Committee for prevention of HIV/AIDS and prevention of vices drugs, prostitution (for Central Fund) or people's Committee Chairman, central cities (for local Funds): review and through orientation active plan, mobilization of finance for the Fund; implementation measures for mobility support Fund;
Article 9. Terms of implementation 1. This decision has the effect after 15 days from the date The report.
2. Ministers, heads of ministerial agencies, heads of government agencies, the Chairman of the National Committee for prevention of HIV/AIDS and prevention of vices drugs, prostitution, Chairman of the provincial people's Committee, the central cities is responsible for the implementation of this decision.
