Pursuant to decision No. 52/2007/QD-TTg dated April 16, 2007 by the Prime Minister on the report the implementation of State capital plan;
The Ministry of planning and investment issued the report form and instructions made reporting the implementation of investment plans by the State as follows.
Part 1 GENERAL PROVISIONS this circular guides the unit using state capital reported the allocation and implementation of investment plans in development funds to the State, which had left the capital, government bonds, the credit capital investment and development of the State policy credit capital and other capital sources of the State.
1. Capital Development in the source State budget provisions reported in this circular is invested as prime targets of development Government Affairs, does not include: capital borrowers under paragraph 3, article 8 the provisions of the law on the State budget No 1/2002/QH11 on 16/12/2002 loans, Treasury, investment from Lottery revenues, fees, tv ads; investment from the capital left, government bonds, ...
2. Capital funds, which include government bonds from investment sources of capital funds, domestic government bonds, international bonds of the Government of the Socialist Republic of Vietnam to the international capital market, corporate bonds issued by the Government guarantee.
3. Capital investment credit including the State development investment development loans, investment, export loans from ODA loans of the Vietnam Development Bank and local investment funds.

Part 2 SPECIFIC PROVISIONS i. REPORTING RESULTS of ALLOCATION of ANNUAL STATE INVESTMENT of 1. Reports the allocation of State investment plans of ministries, ministerial agencies, government agencies and other central agencies, people's committees of provinces and cities under central, economic groups, corporations and other organizations as specified in paragraph II of part I of this circular , based on the planned capital investment annual report, State:-the allocation of resources according to each plan;
-Plan of each allocation of resources for the programme, the specific projects;
-Once the capital allocation by sector, field;
-The level of capital and the payment of debt to capital works projects completed right in the planning, planning, using GOVERNMENT EXCESSIVE capital, but not yet deployed capital (debt settlement construction volume);
-The payment of the advance payments and the advance planning of the following year.
The report must have a specific presentation about allocation methodology and the text approved the allocation of the State capital, local management.
2. the reported plan of the Vietnam Development Bank, including: a) the capital of the Bank up to the time of the report;
b) annual financing plan;
c) capital investment credit plan State, export credit, including: domestic investment credit, investment loans, credit guarantee investment, support following interest rate loan and investment back to ODA by sector, area, according to each program and specific projects;
d) compensation plan investment credit interest rates.
3. The report of the plan of social policy Bank, including: a) the capital of the Bank up to the time of the report;
b) annual financing plan;
c) capital plan according to each policy credit programs and specific projects;
d) plans to offset the credit interest rate policy;
4. II. IMPLEMENTATION REPORT PLAN OF THE STATE CAPITAL.
1. monthly report a) ministries, ministerial agencies, government agencies and other central agencies, people's committees of provinces and cities under central, economic groups, corporations and other organizations as specified in paragraph II of part I of this circular , report on the implementation of the monthly investment plan, including:-the overall implementation of the plan to invest in the development of GOVERNMENT EXCESSIVE capital, government bonds, bonds in May and until the time of the report;
-The implementation of the investment plan of the capital under the national important project, the project group A in May and until October report.
b) Vietnam Development Bank and the Bank of social policy: report the implementation and disbursement of credit funds of State investment, credit policy, report and until March report.
c) Ministry of Finance:-monthly report and until November to report on the situation of GOVERNMENT EXCESSIVE capital disbursement, government bonds, bonds, loans and aid;
-Report on the situation of preventive use of the central budget and the financial reserve fund of Central;
-The situation in advance and advance the plan capital expenditure next year to invest in development, and the report until November to report on ...
2. quarterly report and the report may 6 a) ministries, ministerial agencies, government agencies and other central agencies, people's committees of provinces and cities under central, the corporations, the State Corporation and other organizations specified in paragraph II of part I of this circular report:-the results of investment plans according to each capital prescribed in clause I of section I of this circular under you and until the reporting quarter;

Details of mass execution and disbursed investment plans according to each capital prescribed in clause I of section I of this circular under you and until you report. -Report the volume of implemented projects and Group B, Group C, including: the total number of project groups B, C; the mass execution and disbursed for each source of capital specified in clause I of section I of this circular under you and until you report.
b) Vietnam Development Bank and the Bank of social policy report:-quarterly financing situation, 6 months;
-Charter capital of the Bank at the time of the report;
-Total outstanding credit of State capital, export credit, credit policy to the time of the report;

-General volume and results of credit capital disbursement of State investment, export credit, credit policy quarterly, 6 months;
-Details of the mass execution, the credit capital disbursement of State investment, including domestic credit, loans back ODA according to you, 6 months of the project group a. c) Ministry of finance report-situation report to allocate and disburse development investment in GOVERNMENT EXCESSIVE sources , government bonds, bonds, loans and aid and other capital sources, GOVERNMENT EXCESSIVE nature...-the report on the situation of preventive use of the central budget; advance and advance planning of the following year;
-Report the situation to mobilize funds in government bonds, bonds, ...
3. Report the results of the implementation of the plan of annual State capital a) ministries, ministerial agencies, government agencies and other central agencies, people's committees of provinces and cities under central, the corporations, the State Corporation and other organizations specified in paragraph II of part I of this circular reports :-the implementation of the plan by State investment funds;
A report on the implementation of the plan by industry, the field of each of the funds prescribed in clause I of section I of this circular;
-Details of mass execution and results of the disbursement of project funds according to each group A regulations in clause I of section I of this circular;
-The aggregate volume of disbursements made and the project group B, Group C, including: the total number of projects, total spending by each of the funds prescribed in clause I of section I of this circular.
b) Vietnam Development Bank and the Bank of social policy report:-the situation of raising capital;
-Charter capital of the Bank as of the date of the annual 31/12;
-Total outstanding credit of State capital, export credit, credit policy to annual 31/12 day;
-Synthesis of the implementation of the plan which State investment credit, export credit, credit policy;
-Volume and credit capital disbursement of State investment, export credit, credit policy by industry sectors;
-Details of the volume and credit capital disbursement of State investment, including domestic loan and ODA loan projects of group a. c) the report of the Ministry of Finance:-allocate and disburse GOVERNMENT EXCESSIVE resources invested a year of each unit using the capital GOVERNMENT EXCESSIVE resource development;

III. The FORM REPORT issued the form reporting plan, implement development investment plan monthly, quarterly, annually. The ministries, local organizations collect, aggregate reflect full information as specified in the form attached to this circular and submit the report to plan and report recurring plan specified in this circular.
IV. The FORM SEND the REPORT, and the AGENCY RECEIVED REPORTS the reports specified in clause I, II, III of part II of this circular is sent according to the time limit and the agency receiving the report specified in article 4 in decision 52/2007/QD-TTg dated April 16, 2007.

2.
